Previously, Nghe An Newspaper reported that at around 7:30 a.m. on November 24, in the area of ​​heavy rain and rising water, Mr. Hoang Van V. (born in 1985), residing in Hamlet 8, Hung Yen Nam Commune, went fishing at the Thach Tien spillway area and slipped and went missing.
