Policy credit in the studious countryside of Nghe An

(Baonghean.vn) - Quynh Luu District (Nghe An) has a long tradition of studiousness; in which, with the participation of the student credit program implemented by the Vietnam Bank for Social Policies (VBSP), many families in difficult circumstances have the opportunity to take care of their children's education.

From "doctoral village" to "university neighborhood"

Rarely is there a place with a small area and small population that has had 3 academicians, 13 professors, 30 doctors and more than 1,000 bachelors since the August Revolution, so Quynh village, in Quynh Doi commune, Quynh Luu district, has been dubbed the "doctor village".
From the tradition of the mandarinate of their ancestors, generations of Quynh village's descendants today continue to follow the example of learning, becoming successful and talented, contributing to building their homeland to become richer and more beautiful. According to the leaders of Quynh Doi commune, no matter what stage, education is always put first, the number one priority of every family and every person in Quynh village.
The results have been impressive from the policy credit program; over the past 10 years, thanks to access to policy capital, the learning movement in the "doctoral village" has been vibrant. Currently, the locality has an outstanding debt of over 20 billion VND to the district's Social Policy Bank, of which, the program alonestudent creditaccounting for 12% of total outstanding loans and nearly 6,000 students with difficult circumstances have received policy loans to fulfill their youthful dreams at university.

Not only famous for its “village of doctors” from ancient times, but when coming to Quynh Luu today, people are impressed with its “university hamlet”. In the mountainous commune of Quynh Tan, hamlet 5 is especially the poorest in the commune; the land is barren, the people’s lives are difficult and deprived. Then, like other villages and hamlets, the poverty of hamlet 5 was noticed.

With access to programs and projects, especially with policy funding, their children have the opportunity to overcome difficulties, study hard, and their hometowns have improved. Now, the “poor neighborhood” of the past has become a “rich neighborhood”, a “university neighborhood”.
Right at the beginning of the "university neighborhood" is the family of Mr. Nguyen Dinh Tam, a shining example of overcoming difficulties and studying hard. Although the family has many children and is in difficult circumstances, Mr. Tam and his wife have tried their best to farm, plant forests and use the loan capital from the Social Policy Bank economically and reasonably to send their children to school. Currently, his family has contributed 2 engineers and 1 bachelor to the "university neighborhood". These are 3 students Nguyen Dinh Thanh, Nguyen Dinh Trung, Nguyen Dinh Bao who have graduated with honors from the Military Technical Academy and Hanoi University of Industry, have jobs, stable incomes and send money back home to help their parents pay off the loan debt (44.5 million VND) of the student credit program.
In the "university neighborhood", besides Mr. Tam's family, there are many other cases such as the family of Ms. Nguyen Thi Lien, Mr. Ho Sinh Lan, Mr. Ho Van Quy, Mr. Lo's family, Ms. Tien's family... who have received timely support from the People's Credit Fund.preferential capitalto take care of children's education

Although it is a mountainous commune with many difficulties, the learning movement here develops very strongly, especially in hamlet 5, the "university hamlet" always leads in the number of students passing university and college entrance exams and contributes many bachelors, engineers, doctors, and PhDs with stable careers and enthusiasm for their homeland and country.

Spread the learning movement

Although there is no “doctoral village” or “university neighborhood” like in Quynh village and Quynh Tan commune, the love of learning has spread throughout the countryside of Quynh Luu. For example, in the coastal commune of Quynh Bang, in recent times, hundreds of poor households and families with difficult circumstances have had their children studying at universities, colleges, etc.policy loan.
That is the case of Ms. Dau Thi Thu's family in Minh Thang hamlet, Quynh Bang commune, which is considered a poor household. The household was approved to borrow 90 million VND (30 million VND has been borrowed) for student Nguyen Thi Thuy to study at Vinh Medical University (2018-2024 course) managed by the Veterans Association. The borrower complied with the monthly interest payment.

Policy capital under the student credit program has provided timely and effective support for farmers' children to pursue their dreams of studying. Local associations, unions, and savings and credit groups have also acted as a good "bridge" for the VBSP to transfer capital to the right beneficiaries. Thanks to that, basically no student in the commune has had to drop out of school because they did not have money to pay tuition fees.

In fact, Quynh Luu is one of the districts with high outstanding student loan debt in Nghe An. The learning movement has spread throughout the district, from the mountains to the sea.

However, upholding the responsibility of being a "fulcrum" has transferred policy capital to poor and studious families. Credit workers here always make efforts, are dedicated, and coordinate effectively with authorities at all levels and organizations, unions and groups entrusted to organize and implement the program well.

Along with that, the Quynh Luu Social Policy Bank regularly organizes training on mechanisms and policies for lending credit to students. Publicly implement procedures for direct and safe lending anytime, anywhere, even when the Covid-19 epidemic is complicated; coordinate with media agencies to widely disseminate the content of lending policies to the people, and at the same time coordinate with all levels and sectors to implement and supervise each other, ensuring that borrowing is democratic, public and fair.
The new school year has come with wide open doors from colleges and universities waiting for the children of farmers in Nghe An. The Quynh Luu Social Policy Bank in particular and Nghe An province in general continue to accompany poor families who love to study, so that the policy capital from this humanitarian program can be a "fulcrum" for hundreds and thousands of students to fulfill their dreams and fly high and far, creating human resources for their homeland and country.

In the first 6 months of 2021, through the VBSP, 3,382 poor households, near-poor households and policy beneficiaries in Quynh Luu district have been able to borrow capital. Policy credit capital has contributed to supporting the creation of new jobs for 62 workers; helping 1,077 poor households, near-poor households and policy beneficiaries borrow capital to serve production, business and maintain production and business; Supporting 29 poor households to borrow capital for their children to go to school, 2,206 households to build 4,412 clean water works, sanitation works in rural areas, 8 households to build houses according to Resolution 100/CP, 1 school facility to borrow capital to pay for workers' suspension of work. With that result, policy credit continues to make positive contributions to the socio-economic development achievements of the district and to the implementation of the goals of poverty reduction, social security, and new rural construction in localities in the district.
