Vinh City needs to "take strong action" to handle illegal constructions.

Inadequacies from planning work
Currently, in Vinh City, there are 106 projects of enterprises investing in urban areas and apartment buildings being implemented; of which there are 71 apartment projects with 123 works.
In addition to planning for high density apartments, some apartment projects are arbitrarily built in violation of planning and approved construction permits (increasing height, design, adjusting area, etc.); built before being licensed.
Vinh City pointed out that planning is still lacking in consistency in some new urban areas and existing residential areas, and approved detailed planning of wards and communes... leading to traffic congestion, local flooding, and environmental pollution.
Besides, Vinh city does not have specialized planning for underground urban construction space; specialized planning for drainage and wastewater treatment; the infrastructure system has not been invested in and built completely and synchronously.

In some localities, land management and use are still wasteful and ineffective; illegal encroachment, land use purpose change, and illegal construction still occur.
Need to "strongly" handle violations
Due to the shortcomings in urban land management and use, Vinh City still receives many petitions with 6,314 petitions and 4,045 cases, accounting for 1/3 of the province's petitions, mainly related to land recovery, compensation for site clearance, resettlement, granting of land use right certificates; urban planning and order management.
Expressing concerns about handling construction projects that violate construction planning, Deputy Head of the Provincial National Assembly Delegation Tran Van Mao said: The violating projects have only been subject to administrative penalties, but no project has been so strong as to demolish the project.

“Public opinion says that there are too many apartment buildings planned, while the issuance of land use right certificates for urban areas, townhouses, and apartments is too slow. There are also urban areas and townhouses that are not built according to planning. Vinh City is requested to coordinate with investors to strengthen inspection and supervision,” Mr. Mao suggested.
From July 1, 2014 to the end of 2018, Vinh City has reclaimed 314.5 hectares, approved compensation plans, and supported resettlement of 3,000 affected households, with an approved amount of more than VND 1,260 billion; allocated resettlement land to 611 households, with an area of 9.72 hectares. Land auctions and revenue generation for the budget have been ensured in accordance with regulations. From 2014 to 2018, total revenue from land use was more than VND 4,000 billion. In the city, 37 projects behind schedule were reclaimed; 29 urban land use projects had their planning adjusted.

Speaking at the meeting, the Deputy Head of the Provincial Delegation of National Assembly Deputies suggested that in the coming time, Vinh City needs to improve the effectiveness of state management associated with the responsibility of leaders in urban land management and use; there should be solutions to handle violations in urban planning, land management and use.
At the same time, promote propaganda, dissemination and education of laws on urban planning and land use management to raise awareness and responsibility among officials and people of all walks of life. Effectively implement planning, planning management, land use plans and urban construction order.
The city needs to continue reviewing planning and land use; building a team of officials to do land management work; focusing on handling issues that the press, public opinion, and voters are interested in and reflect on, etc.
