Vinh City: Fearing land price increase, people jostle to complete transaction procedures
(Baonghean.vn) - Concerns about the new land price framework increasing from January 1, 2020 will have upward adjustments, so in the last days of 2019 and early 2020, the number of Vinh City residents coming to the One-Stop Department of the City People's Committee to carry out land-related transaction procedures increased dramatically.
Through research, we learned that the phenomenon of people coming to transact at the one-stop department of Vinh City People's Committee began to increase from the end of December and peaked from December 26 to 31, 2019, when about 270 records came to transact each day, an increase of 20 - 30 records compared to normal days.

On the other hand, due to the nature of some transactions, there are 4-5 participants/1 file, so there are times when the waiting room of the one-stop department, which is not large, becomes more crowded. Because many people come at the same time and are impatient, wanting to submit their files to get the closing ticker before December 31, 2019 to be applied according to the old price, there is a chaotic phenomenon.
Mr. Nguyen Trung Thanh - Deputy Chief of Office of Vinh City People's Committee in charge of the city's One-Stop Department said: with current human resources, Vinh City's One-Stop Department only processes about 250 files per day, of which about 200 files are related to land, the rest are in other fields. However, in the last days of the year, 20-30 more files were generated, mainly related to land transactions, causing many difficulties for the department's officials.
Normally, the one-stop department only receives documents until 11:00 am and 4:30 pm every day because it takes 30 minutes each session to process them. However, in the last days of 2019, due to the sudden increase in the number of people and documents coming in, the staff had to work until 12:00 noon and 6:00 pm to finish.

In fact, in response to the needs of the people, in addition to directly assigning to receive and process about 250 files/day, the city's one-stop department has reported to the city's leaders to have a plan to increase human resources; at the same time, flexibly issue temporary receipts for 10 more files per day and assign staff to come home at night to read, process, respond and return appointment slips to citizens the next day. However, due to anxiety and a backlog of files that have not been processed in time and fear that the new price frame will be applied in 2020, there is still more or less a situation of jostling to send files.
BP, a citizen of Trung Do ward, just left the one-stop shop and said: A month ago, she completed the land transfer procedure and separated the title for her child. At that time, the land price was the same as before. According to the appointment paper, after 1 month, on January 2, she returned to get the results, but this time there were too many people, she waited until 3:00 p.m. to be called, but when she arrived, because she did not have a power of attorney and her child lived far away, she was not able to receive the title, which made her unhappy.
With the information that the new land price frame will increase, it is understandable and reasonable that people rush to transact before December 31, 2019 to apply the old land price frame. However, through research in practice, the new land price frame has just been applied by the Provincial People's Council and People's Committee but has not had much impact. An officer on duty here said: whether receiving documents before or after December 31, 2019, they will be treated the same, there are no new regulations.
Notably, in some locations and land areas planned and invested in by the state to upgrade infrastructure such as Nguyen Van Cu, Ho Tung Mau or Cao Thang streets, 72m road from Hung Tay - Cua Lo..., from January 1, 2020, the records sent to the tax authority, if the land use purpose is changed, the tax will increase and the increase is only about 30% compared to before.

The representative of the Department of Natural Resources and Environment confirmed: the regulation on the new land price framework for the period 2020 - 2025, just signed and issued by the Provincial People's Committee, officially takes effect from January 1, 2020, but due to too many appendices, the Department of Natural Resources and Environment is reviewing and adjusting and has not been published to send copies to districts and cities for application.
According to the new land price framework recently approved by the Provincial People's Committee, the land price framework for the period 2020 - 2025 in Vinh City is built on the basis of the 2019 price and is approaching the coefficient of 1.2, so the increase is only about 30%. In addition, the new land price list only has a major impact on some transactions such as recognizing the old land limit and changing the purpose of use from garden land to residential land.

Despite concerns, the actual transactions in recent days show that the transaction group has not been affected much. Therefore, after a sudden increase in the number of applications submitted in the last few days of 2019, now in the first working days of 2020, land-related transactions have shown signs of cooling down.
On the first working day of the new year, January 2, 2020, although the number of people coming to transact was still large, in addition to about 250 records as before, the One-Stop Department only had to flexibly temporarily receive 5-7 more land records, nearly half the number compared to the last few days of 2019.
The new land price framework has just been issued by the Provincial People's Committee and is effective from January 1, 2020 in Vinh City. The increase is only about 30% and increases in areas where infrastructure investors or road planning and expansion are located. People who transfer or change land use purposes from January 1, 2020 are most affected, while other land transactions are only slightly affected. To ensure their rights, people need to calmly check and filter information and when there is false information, they should go to the authorities to find out and get answers and handling; do not rush and believe in false information provided by land brokers.
