Vinh City strictly prohibits food and beverage services on sidewalks from 6:00 a.m. on August 8, 2021
(Baonghean.vn) - Street food stalls and eateries including beer bars, draft beer shops, drinking establishments, coffee shops, soft drink shops... in Vinh City must temporarily close from August 8.
Evening of August 7,Vinh City People's Committeeissued Official Dispatch No. 5211/UBND-KT on strengthening solutions to prevent and control Covid-19 epidemic in the area.
Accordingly, in the past time, many food service establishments in the area did not strictly implement the epidemic prevention measures prescribed in Plan 152/KH-UBND, some establishments have been reminded and punished but still re-offended; sports activities still attract large crowds such as at football fields, regulating lakes, and roads along Lam River; the handling of wards, communes and functional forces has not been really drastic.

Faced with the extremely complicated developments of the Covid-19 epidemic in many provinces and cities across the country, in Nghe An province and Vinh city, there are many people returning from areas implementing social distancing according to Directive 16/CT-TTg, some cases have been tested positive for Covid-19, therefore, in order to be proactive and further improve the work of preventing and fighting the Covid-19 epidemic, the People's Committee of Vinh city requests relevant departments, branches, units, People's Committees of wards and communes to immediately deploy a number of urgent measures. Implementation time from06:00 August 8, 2021until further instructions are issued.
1.Continue to temporarily suspend activities and commercial service business establishments as prescribed in Plan No. 152/KH-UBND dated July 18, 2021 of Vinh City People's Committee. At the same time:
- Temporarily stop all activities (sports, eating...) atRegulating lakeand Lam riverside route.
- Temporarily suspend football fields.
- Strictly prohibit the operation of sidewalk restaurants/food outlets (including beer bars, draft beer bars, drinking establishments, coffee shops, soft drink shops...).

2.People's Committees of wards and communes and functional forces are organized to strengthen inspection andhandling violations(especially focusing on handling overtime). During the handling process, make a record and record violations; if there is a repeat violation, request to temporarily close the business and strictly handle according to current regulations.
3.For regular forces deployed to handle at the People's Committees of wards and communes:
- In addition to the participating forces such as the People's Committee leaders, civil servants, police, code of conduct teams, and health stations; it is recommended that wards and communes mobilize more Civil Defense forces. Report to the Party Committee to invite members of the Vietnam Fatherland Front Committee and mass organizations to participate and carry out coordination and propaganda work well.
4.Vinh City Police and Vinh City Urban Order Management Team increase forces to inspect the suspension of activities and commercial service establishments according to Plan No. 152/KH-UBND dated July 18, 2021 of Vinh City People's Committee and the above-mentioned supplemented contents, strictly handle violations. At the same time, support forces when requested by the People's Committees of wards and communes.
5.The City's Economic and Cultural Departments and Inspection Teams: Regularly urge and inspect the implementation of the People's Committees of wards and communes in the management of food service establishments and sports activities. Propose to commend and reward groups and individuals who perform well; at the same time, remind and criticize organizations and individuals who do not seriously implement the direction of the City People's Committee.

1. Festivals, religious ceremonies, sports tournaments, events with large crowds in public places, stadiums and other large events are not necessary.
2. Entertainment and recreation areas; karaoke, dance clubs, massage, sauna, spa, beauty salon, cosmetic services, gym, yoga, billiards, video game services, Internet access points; swimming pools (except swimming pools in hotels and accommodation establishments).
