However, the situation of re-encroachment on roads and sidewalks still occurs frequently, especially on main streets and areas around markets, hospitals and schools. The situation of dumping household waste and construction waste haphazardly, at the wrong time and in the wrong place happens frequently, causing loss of urban beauty.
At the meeting, members of the Steering Committee, functional units and wards and communes raised difficulties, problems as well as causes of re-encroachment on sidewalks, roads, and environmental pollution on the streets.
The main reasons are that people's awareness is not high, the responsibility of the steering committee members, the City People's Committee, functional units and wards and communes is not regular, continuous, not closely following the effective maintenance, the handling work is not drastic, management is lax, there is still a situation of pushing and avoiding.

Concluding the meeting, comrade Phan Duc Dong, Secretary of Vinh City Party Committee, highly appreciated the results achieved in the past time. At the same time, he proposed solutions in the coming time, including attaching the responsibility of heads of units, wards and communes to the work of ensuring order in traffic safety corridors and environmental sanitation. For members of the Steering Committee, the working groups must closely follow and have specific and detailed plans for each region and each locality. Regularly patrol and control, strictly handle violations, and prevent re-encroachment of sidewalks, traffic safety corridors and environmental pollution from occurring in the area.
