Yen Thanh District People's Committee held a dialogue with more than 50 households to clarify problems in clearing land on National Highway 7.
(Baonghean.vn) - On the afternoon of March 20, the People's Committee of Yen Thanh district held a dialogue with more than 50 households in My Thanh commune to clarify the content related to compensation and site clearance (GPMB) when implementing the Project to Upgrade National Highway 7 passing through Yen Thanh district.
According to the report ofCompensation Council for Land Acquisition and Resettlement of Yen Thanh District, National Highway 7 through Yen Thanh district has a total length of 27,774m (left and right of the route) passing through 5 communes: Vinh Thanh, Vien Thanh, Bao Thanh, Cong Thanh and My Thanh. In My Thanh commune alone, there are currently problems with the land clearance of 53/76 plots, with a total length of 1,565m on both sides of the route. Of which, 3 households have assets such as trees on land under the management of the commune; 39 households have residential land, garden land, land for growing perennial crops that have been affected but have not received money; 7 households are not eligible for compensation and support; and 4 households are not affected.

At the dialogue, the Compensation Council of Yen Thanh district recorded many opinions of households related to the compensation issue. Mr. Nguyen Cong Khanh, residing in Giap Quan hamlet, My Thanh commune, is currently using a land plot with a total area of 821m22(according to data extracted in April 2023), clearance 453m2; recovered area is 70.6m2, remaining area 297.4m2Mr. Khanh said that his family's land was reclaimed by his parents to build a house before 1979 and was given to him by his parents in 2007, and the residential land limit has not been determined. Mr. Khanh requested that support be considered for the family's reclaimed land.

Some households disagreed with the compensation price for forestry land (production forest, used since 1976) of 6,000 VND/m2and disagree with the land price of 17 million VND/m2.
Ms. Pham Thi Tu, residing in Giap Quan hamlet, My Thanh commune, has a land plot with an area of 808m2.2, of which the airspace area is 479m2, recovered 46.9m2Ms. Tu said that her family's residential land originated before 1980. However, the compensation records confirmed the land use origin from 1995 and in the file there was a land donation application made in 2013, Ms. Tu's family donated 479m2Ms. Tu said that her family did not submit a land donation application, so she requested compensation and support.

Many cases also have similar opinions when they say that the land was used before 1980, and was granted a Land Use Right Certificate, but when the Land Use Right Certificate was granted, the household had submitted a request to donate land for road construction, and now requested compensation for the donated land. In particular, there are cases where people were compensated when the land was acquired in 2011, and also requested compensation when upgrading and expanding National Highway 7...

At the dialogue, the representative of the Compensation Council for Land Clearance and Land Acquisition of Yen Thanh district, based on the records from the Branch of the Office of Land Use Rights Registration, the measurement report, the excerpt from the local government and the records provided by the people, also explained to the people which cases are compensated and which cases are only supported when clearing the land.
In fact, more than 50 households in My Thanh commune have submitted petitions regarding their problems. The Yen Thanh District Compensation and Site Clearance Council has responded to the petitions according to regulations. However, many households still do not agree to hand over the site to the construction unit.

Mr. Nguyen Van Duong - Vice Chairman of Yen Thanh District People's Committee, Chairman of the Compensation Council for Land Acquisition and Compensation for the project also asked the people of My Thanh commune to agree, so that the project to renovate and upgrade National Highway 7 will soon complete the handover of the site for construction, ensuring the implementation of the project's objectives, while serving the development of the locality. Mr. Duong affirmed that the district is committed to ensuring the legal and legitimate rights of households. If any household has additional documents, they are requested to provide them to the authorities to ensure compliance with regulations. However, in cases where the site is not handed over in accordance with regulations, the district will have a plan to protect the construction, ensuring the set progress.
