Thai Hoa Town People's Committee responds to citizens' complaints
Thai Hoa Town received Official Dispatch No. 375/PC.BD.BNA dated August 7, 2012 and Official Dispatch No. 407/PC.BD.BNA dated August 24, 2012 of Nghe An Newspaper regarding the transfer of the petition of Mr. Pham Hong Quang and Mr. Hoang Van On (Nghia Thuan Commune, Thai Hoa Town) accusing Mr. Tran Ngoc Lieu, former Chairman of Nghia Thuan Commune People's Committee of some violations in land management, finance... during his time as Chairman of Nghia Thuan Commune People's Committee, Thai Hoa Town People's Committee has concluded the violations and issued a Decision to resolve them, but up to now, it has not been implemented and handled thoroughly.

On September 17, 2012, the People's Committee of Thai Hoa Town issued Official Dispatch No. 471/UBND.TTR regarding the handling of the complaint of Mr. Pham Hong Quang and Mr. Hoang Van On (Nghia Thuan Commune, Thai Hoa Town) sent to Nghe An Newspaper as follows: According to the Resolution Decision No. 1325/QD-UBND dated July 2, 2009 of the Chairman of the People's Committee of Thai Hoa Town regarding the handling of the results of inspection, verification, and conclusion of the violations of Mr. Tran Ngoc Lieu, Chairman of the People's Committee of Nghia Thuan Commune. Specifically as follows:

1. Revoke the poor household card for Mr. Le Van Tin, hamlet 10, Nghia Thuan commune, who is not a poor household but the People's Committee of Nghia Thuan commune has made a list of poor households to enjoy the State's policies.
2. Refund the amount of 51,332,000 VND to the people due to incorrect collection of Agricultural Land Use Tax.
3. The Agricultural Cooperative is responsible for refunding the amount of 70,102,000 VND to members for the 2008 irrigation fee contribution.

1. The Electricity Cooperative shall refund to the people the amount of electricity collected in excess of the ceiling price set by the State, which is 127,310,960 VND. This amount has been invested in the power grid, and the Cooperative is responsible for repaying it when handing over the power grid to the Electricity industry.
2. The content of the assignment of the People's Committee of Nghia Thuan commune to pay the amount of 10,931,000 VND to the State Treasury (of which the budget loss is 6,388,000 VND, the improper salary payment is 4,543,000 VND) according to the Resolution Decision No. 1325/QD-UBND dated July 2, 2009 of the Chairman of the People's Committee of Thai Hoa town. The Inspectorate of Thai Hoa town has sent an official dispatch to urge and directly worked with the People's Committee of Nghia Thuan commune twice, but up to now it has not been handled. The People's Committee of Thai Hoa town will continue to direct and urge the People's Committee of Nghia Thuan commune to seriously implement.
Regarding the new contents arising from the petition dated August 1, 2012 of Mr. Hoang Van On and the petition dated August 6, 2012 of Mr. Pham Hong Quang accusing Mr. Tran Ngoc Lieu during his tenure as Chairman of the Commune People's Committee in the management and budget collection and expenditure, the People's Committee of Thai Hoa Town established an inspection team to fully pay the budget of Nghia Thuan Commune for the period 2008-2011 in Decision No. 1514/QD-UBND dated September 10, 2012 to have an accurate and objective basis to conclude the contents of the accusation.
