Nghe An Provincial People's Committee approved the Draft Project to build Do Luong into a town before 2030

On the afternoon of December 23, continuing the regular December meeting, the Provincial People's Committee listened to and gave opinions on the draft project to build and develop Do Luong urban area to achieve the status of a type IV urban area, becoming a town in the direction of trade and services.

In order to meet the requirements of development and implementation of the Resolution of the Nghe An Provincial Party Congress for the 2020-2025 term, the Provincial People's Committee agreed to allow Do Luong district to develop a Project to build and develop Do Luong urban area to achieve a type IV urban area, becoming a town in the direction of trade and services.

According to the draft project, the roadmap for building Do Luong urban area to reach type IV urban area before 2025 and the orientation for developing Do Luong district to become a town in the direction of trade and services before 2030.

Regarding the development orientation of the area, Do Luong urban area is divided into 3 areas with different characteristics, creating diversity and urban attraction: Area with historical and traditional characteristics; Area for developing new urban areas of housing and commercial services; Area for developing new urban areas with service, industrial and construction characteristics.

Do Luong district currently has 32 communes and 1 town. It is expected that when Do Luong district becomes a town, Do Luong urban area will be divided into 12 wards; the remaining 19 communes are expected to be divided into 12 communes. The total number of administrative units at ward and commune level when Do Luong district becomes a town is 24, reducing 9 administrative units at commune level.

According to the draft, in the field of trade and services, by 2025, the total added value is expected to reach 6,209.88 billion VND; the average growth rate is expected to reach about 10.19%. The service industry accounts for about 51.0% of the district's total economic structure, and will increase to over 54.0% by 2030.

In the field of culture and tourism, develop a system of grassroots cultural and sports institutions, attract organizations and individuals to invest in building cultural and sports institutions to serve the people, including cultural houses, entertainment areas, sports facilities, and establish cultural and sports clubs.

To develop Do Luong district into a commercial and service town by 2030, the draft project outlines 7 specific groups of solutions. In particular, focusing on planning, orientation, and urban development; Strengthening state management of urban development; Promoting urban economic restructuring; Completing urban and town infrastructure according to criteria; Improving the quality of human resources.

Regarding solutions to mobilize capital and resources, the Provincial People's Committee agreed to submit to the Provincial Party Committee Standing Committee for permission to develop a number of specific mechanisms and policies to support the construction and development of Do Luong urban area to achieve a type IV urban area, becoming a town in the direction of trade and services.

After listening to the opinions of the members attending the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the Provincial People's Committee unanimously approved the content of the draft project and requested Do Luong district to seriously absorb the opinions of the members of the Provincial People's Committee, complete the draft project to submit to the Standing Committee of the Provincial Party Committee at the upcoming meeting.
