The Provincial People's Committee approved the Project to build Yen Thanh district to meet advanced new rural standards by 2025.

On the afternoon of November 24, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of November 2022 of the Provincial People's Committee to listen and give opinions on important contents.

At the meeting, Chairman of Yen Thanh District People's Committee Phan Van Tuyen presented the draft Project to build Yen Thanh district to meet advanced new rural standards by 2025 and orientation to build a model new rural district by 2030; Project to develop high-tech agriculture associated with processing and consumption in the district by 2025, orientation to 2030.

The specific goal of the Project in the period of 2021-2025 is to have at least 19 communes in the district meeting advanced new rural standards (accounting for 50% of the district's communes); 3-5 communes meeting model new rural standards; the remaining communes meeting at least 10 criteria in the National Criteria Set for advanced new rural communes.

Yen Thanh town maintains the title of civilized urban area; 9/9 criteria meet the standards of the National Criteria for advanced new rural districts; over 95% of people are satisfied with the results of building advanced new rural areas at the district level; over 90% of people are satisfied with the results of building advanced new rural areas at the commune level. By 2025, digital transformation will be implemented in building advanced new rural areas in the district.

In the period 2026-2030, by 2028, 19 more communes will meet the advanced new rural standards (100%). By 2030, 3-5 more communes will meet the model new rural standards, bringing the total number of communes meeting the model new rural standards in the district to 6-10. By 2030, Yen Thanh will meet the standards of a model new rural district in agricultural production in the direction of high-tech ecology.

The Chairman of Yen Thanh District People's Committee said that the estimated cost of implementing the project in the 2022-2030 period is more than 15,152 billion VND, of which the capital from the State budget is more than 3,722 billion VND, accounting for 24.57%; investment capital from enterprises is more than 4,298 billion VND, accounting for 28.37%; credit loans are more than 3,101 billion VND; other combined capital is more than 1,351 billion VND, accounting for 8.92%; capital mobilized from people is more than 2,677 billion VND, accounting for 17.67%.

In the 2022-2025 period, the estimated implementation cost is more than VND 6,315 billion, accounting for 41.68% of the total project implementation capital, of which the budget support capital is VND 1,527 billion; other legal and integrated capital is VND 4,787 billion. In the 2026-2030 period, the estimated cost is more than VND 8,837 billion, accounting for 58.32% of the total project implementation capital, of which the budget support capital is more than VND 2,195 billion; other legal capital is more than VND 6,641 billion.

To have resources to implement the Project, Yen Thanh district proposed the Provincial People's Committee to submit to the Provincial People's Council a Resolution, allowing to leave 100% of land money in 2 planning areas in Van Thanh commune and Yen Thanh town; Support the district with 6,000 tons of cement/year beyond the target to prioritize investment in key traffic and irrigation projects in the area; Leave 100% of money to protect rice fields for projects in the planning area to implement the project.

Regarding the project of developing high-tech agriculture associated with processing and consumption, Yen Thanh district strives that by 2030, the income value of high-tech agriculture will account for 65-70% of the income value of the agricultural sector of the whole district. By 2025, build concentrated production areas applying high technology, focusing on key products: rice, oranges, grapefruit, chicken, pork, beef, forestry trees and aquaculture.

By 2030, continue to invest in developing high-tech agriculture in the fields of: cultivation, livestock, forestry, aquaculture, high-tech agricultural production areas; high-tech agricultural facilities.

Considering that the two projects have a close relationship with each other, Chairman of the Provincial People's Committee Nguyen Duc Trung highly appreciated Yen Thanh district for choosing agriculture as a key development sector, associated with building advanced new rural areas, towards a model new rural area.

In the context of limited resources, the Chairman of the Provincial People's Committee suggested that Yen Thanh district should focus on investing in priority areas. The district must review, arrange, and select project and construction lists in a focused and key direction, focusing on infrastructure and land investment to attract businesses to invest in high-tech agricultural production in the area.

The Provincial People's Committee unanimously approved the two projects and requested Yen Thanh district to coordinate with the departments and the Provincial People's Committee Office to complete the project, report to the Provincial Party Standing Committee for comments, and submit to the Provincial People's Council for consideration.
