Members of Parliament meet with voters in Yen Thanh district.
Expressing strong agreement with the Party and State's policy on reorganizing the administrative apparatus, voters in Yen Thanh district also conveyed their concerns to the National Assembly representatives regarding the reorganization process.
On the afternoon of April 14th, National Assembly delegates Pham Phu Binh - Standing Member of the National Assembly's Committee on National Defense, Security and Foreign Affairs; Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the National Assembly Delegation of Nghe An province; and Hoang Thi Thu Hien - Standing Vice President of the Nghe An Provincial Women's Union, held a meeting with voters in Yen Thanh district.
Also attending the conference were leaders from the Departments of Construction, Interior, Health, Natural Resources and Environment, and Yen Thanh district.
At the conference, on behalf of the National Assembly delegates, delegate Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Standing Delegation of the National Assembly of Nghe An province - announced the expected program and content of the 9th session of the 15th National Assembly; and the results of responding to and resolving the petitions of voters in Yen Thanh district.

The 9th session of the 15th National Assembly is scheduled to open on May 5th – a historic session with a massive and important workload. During the session, the National Assembly will consider amending and supplementing the 2013 Constitution. It is expected to pass 30 laws and 7 resolutions across various fields. These include a resolution on merging provincial-level administrative units to streamline the apparatus, and specific mechanisms and policies to remove obstacles to socio-economic development in key sectors and localities. Reflecting their sentiments to National Assembly representatives, voters in Yen Thanh district expressed strong agreement with the policy of implementing Resolution 18-NQ/TW.
However, people are still concerned about the merger of administrative units at the commune level being too large, as some residential areas will be too far from the commune-level government headquarters, making it difficult for people to travel. Given the relatively low level of education and limited adoption of digital technology by some residents, this could affect certain administrative procedures.
People are concerned about locating administrative offices in a way that facilitates convenient travel and administrative procedures.

Voter Hoang Xuan Toi, Vice Chairman of the Yen Thanh District Veterans Association, expressed his opinion: Reorganizing administrative units is a major policy of the Party and State, contributing to streamlining the organizational structure, expanding the scale and space for development, and improving the quality of life for the people. However, this work faces many difficulties; therefore, it requires officials and Party members to sacrifice personal interests to facilitate the reorganization of the organizational structure.
Voter Hoang Xuan Toi stated: "The reorganization of the administrative apparatus has received attention from officials, Party members, and the people. Therefore, I suggest that Party committees and governments at all levels need to do a good job of ideological work and stabilize the thinking of all segments of the population. The ideological work of Party committees and governments must be one step ahead to provide timely guidance and avoid misinformation that could cause unrest among the people," Mr. Hoang Xuan Toi said.

Voters in Yen Thanh district suggested that the restructuring of the administrative apparatus and the placement of officials and civil servants should be carried out fairly, transparently, and in accordance with regulations.

We propose that the Central Committee and the National Assembly direct the Government, the Ministry of Interior, and the Ministry of Finance to promptly submit documents on regulations and policies for officials, civil servants, and employees who are dismissed or retire due to downsizing and merging administrative units at all levels, creating favorable conditions for streamlining the apparatus and merging provinces and communes. We also propose that the National Assembly promptly amend the Constitution and several laws to suit the current situation of our country.

Voters unanimously agree and are satisfied with the Politburo's decision to completely waive tuition fees for students from preschool to high school in public schools nationwide. However, the current regulations on tutoring and supplementary classes, as stipulated in Circular 29 of the Ministry of Education and Training, are not being fully implemented, and various forms of tutoring and supplementary classes still occur. It is requested that a directive be issued to strengthen inspection and quality control of tutoring centers.
Some public opinion suggests that administrative procedures are still cumbersome, causing difficulties and inconvenience for citizens; some elderly people and those with low education levels are unable to complete administrative procedures through the public service portal; some administrative procedures are still too cumbersome and complicated, especially in the land sector since the Land Law 2024 came into effect.

The people continue to request that central ministries and agencies establish mechanisms to stabilize market prices, the prices of materials, fertilizers, and a number of essential goods.
In addition, voters expressed concerns about stabilizing market prices and the rising cost of agricultural supplies, which is causing difficulties for agricultural production. They requested that the health sector strengthen inspections of listed drug prices.

Regarding labor, employment, and social security issues: The labor and employment situation of workers; the process of receiving, managing, using, and publicly disclosing funds donated to support those affected by Typhoon No. 3; and the implementation of the Prime Minister's Directives and Decisions on eliminating temporary and dilapidated houses for poor and near-poor households... were among the issues that voters in Yen Thanh district raised with their National Assembly representatives.
Based on the opinions and feedback of voters, the leaders of departments, agencies, and Yen Thanh district have directly responded to and explained a number of issues within their jurisdiction.

On behalf of the National Assembly delegates, National Assembly delegate Hoang Thi Thu Hien - Standing Vice President of the Nghe An Provincial Women's Union - received and clarified the opinions of voters in Yen Thanh district, which were directly reflected at the conference and compiled into a document sent to the Nghe An Provincial National Assembly Delegation.
