In September 2003, to clear the land for the construction of the Ho Chi Minh Road passing through the area, 12 households in Dong My hamlet, Dong Hieu commune, Thai Hoa town (Nghe An) had to move to a new land (in the same hamlet). To have a new place to live, the 12 households later received compensation for their old land and then paid it back to the commune to buy new land. It has been nearly 8 years, the money has been paid in full but the land use right certificate is still not available.
Following the direction of the Chairman of Thai Hoa Town, after a period of review, on July 6, 2011, Ms. Nguyen Thi Loc - Chairman of Dong Hieu Commune sent report No. 23 to the Chairman of Thai Hoa Town. Content: In 2003, 12 households in Dong My hamlet had to move to the resettlement area, the total amount of money that 12 households paid to buy new land was 160,070,000 VND.
In early 2011, the former commune chairman Nguyen Van Hung resigned without handing over the application for land use right certificates or the money that households had paid. Through inspection, the amount of more than 160 million from 2003 was not paid to the town treasury and was not in the budget.
The files of the households applying for red books are still kept intact in the commune's land office cabinet. Many times, Mr. Nguyen Van Hung and the commune's land office have explained in a roundabout way about the amount of money the people have paid. According to the directive of the chairman of Thai Hoa town, on June 27, 2011, the chairwoman of Dong Hieu commune, Nguyen Thi Loc, issued a decision to recover the entire amount of more than 160 million that the people paid to buy land since 2003. However, the procedures for granting land use right certificates to the 12 households mentioned above have not yet been answered.
