At the meeting, the leaders of Chau Dinh Commune People's Committee raised the following problems and difficulties: the reception of dossiers for granting certificates had many missing dossiers; the confirmation of origin and land use time was still inadequate and did not reflect the actual use.

Some households are not aware of their rights as land users; some land use right certificates mortgaged to banks and credit funds for production loans are not eligible for withdrawal, causing delays in the preparation of documents for certificate renewal.

In addition, the land plots along National Highway 48D (Chau Thon - Tan Xuan road) passing through the commune do not show the traffic corridor boundaries and land use limits for the plots, making it difficult to prepare documents to grant land use right certificates to the people.

Mr. Nguyen Van Suu - Chairman of Chau Dinh Commune People's Committee proposed that the province direct the consulting unit to re-measure the land area of ​​households along National Highway 48D to ensure the rights of the people; at the same time, request the District Land Use Rights Registration Office to direct the commune officials in charge to provide specific guidance on the documents to facilitate the preparation of documents to grant land use rights certificates to the people.

The monitoring delegation of the Provincial People's Council's Legal Committee also raised many issues such as resolving backlogs related to the issuance and exchange of land use certificates; obstacles and difficulties in the process of land management in general, land use rights in particular; inadequacies in the practice of handling and resolving records; time limit for handling records, etc.
