Dien My Commune (Dien Chau): Solidarity, innovation, comprehensive development

(Baonghean) - The 29th Congress of the Party Committee of Dien My Commune (Dien Chau) took place at a very meaningful time: The Party Committee and people of the commune have just received the Certificate of recognition of the commune meeting the national standards for new rural areas in the period 2011 - 2014 and are continuing to promote the completion of the criteria at a higher level. With the spirit of solidarity - democracy - intelligence - innovation, the 29th Congress set out the directions, goals and tasks for the period 2015 - 2020, determined to build Dien My into one of the comprehensively developed communes of Dien Chau district.

Excited about the steady development of the commune, comrade Dang Van Linh, Secretary of the Commune Party Committee, said: To achieve the targets set by the Commune Party Congress for the 2010-2015 term, over the past 5 years, the commune has paid special attention to the issue of economic restructuring, bringing about efficiency. The commune has basically completed the land consolidation and plot exchange project according to Directive 08 of the Provincial Party Committee in conjunction with promoting the implementation of the National Target Program on New Rural Development. Currently, each household has only 1-2 plots, the internal traffic and irrigation system has been renovated and gradually concreted, creating favorable conditions for agricultural development. Trading activities at Dinh Market Commercial Center are increasingly abundant, the number of commercial households has increased, and goods are diversified to meet the consumption needs of people in the area.

Labor export is focused, the whole commune has 112 workers working abroad, with stable income. If in 2010, agriculture accounted for 45.7%, commercial services 25.1%, construction industry 29.2%, then by 2015 agriculture only accounted for 32.6%, commercial services 29.4%; construction industry 38% (meeting the congress resolution target). The average income per capita in 2015 is expected to reach 26 million VND, an increase of 12.3 million VND compared to 2010, reaching 100% of the congress target. The production value in 2015 is estimated at 167.9 billion VND, nearly 2 times higher than in 2010, reaching 100% of the plan (Congress Resolution 168 billion VND). Total output of grain crops in 2010 reached 4,500 tons, by 2015 it reached 4,800 tons, exceeding 100 tons compared to the resolution (the resolution set 4,700 tons).

Culture and society are also of great concern. In the past 5 years, the commune has achieved universal lower secondary education, universal primary education at the right age and universal preschool education for 5-year-old children. The secondary school graduation rate is 98.5%; the number of students entering high school each year is over 65%. In 5 years, the whole commune has 169 students passing the university entrance exam, 42 students passing the college entrance exam. All 3 schools have maintained the title of national standard, cultural unit, in which the primary school has achieved national standard level 2. Socialization of education has been given attention, contributing to building a healthy educational environment. The commune has achieved the title of advanced commune in education for 4 consecutive years. The movement "All people unite to build a cultural life" has been widely developed.

The cultural, artistic and sports movements have been promoted, contributing to improving the quality of life in each family and residential group. Up to now, 14/14 hamlets have cultural houses and sports grounds that have been renovated and upgraded; 10/14 hamlets have been recognized as Cultural Villages; 3 schools, health stations, communal agencies and 6 clans have been awarded the title of Cultural Unit (an increase of 1 hamlet and 4 cultural clans compared to 2010); The rate of families achieving cultural titles in 2014 is 80%. Primary health care for the people has many positive changes. National health programs have been well implemented, expanded vaccination has been implemented, and the area has been kept free of epidemics. The poverty rate in 2014 was 3.8% (according to the new standard), down 10.7% compared to 2010 (exceeding the target of the University). The work of gratitude and social policies is also focused on. The reform of administrative procedures is strengthened. The activities of the reception and return of results department under the one-stop mechanism are in order, and administrative procedures are publicly posted according to regulations. National defense and security are stable, with no complicated incidents occurring. Over the past 5 years, the political security situation and social order and safety in the area have been maintained...

In the 2015 - 2020 term, the Party Committee, government and people of Dien My commune determined to further promote the task of economic development; prioritize the development of the agricultural sector towards commodity production; expand services, promote labor export; build small-scale industrial zones, gradually attract investment, import industries; link economic development with cultural - social development, environmental protection, ensure political security and social order and safety. Strive for the total production value by 2020 to reach nearly 2 times that of 2014 (reaching 300 - 320 billion VND). Average income per capita by 2020 to reach 46 - 48 million VND. The rate of annual Cultural Family titles reaches 80% or more; 3 - 4 hamlets and clans achieve cultural titles. All 3 schools maintain the title of advanced school, national standard, cultural unit. Ensure political security and social order and safety; maintain a clean area free of drugs, and prevent major problems from occurring. 100% of Party cells complete their tasks well, of which 50% achieve the title of Strong Party Cell, with no weak Party cells... The Party maintains a clean and strong organization; the government is excellently strong; the Fatherland Front and political organizations achieve excellent strength every year.

To successfully carry out the above directions, goals and tasks, all cadres and Party members in the entire Party Committee are required to further promote the fine traditions of their homeland, uphold their role and responsibility before the Party and the people, be proactive, creative, united, join forces, and set an example in excellently completing assigned tasks.
