Dong Hieu Commune (Thai Hoa Town): Striving to meet new rural standards

Dong Hieu is a commune located in the Southeast of Thai Hoa Town, with potential and strengths in red basalt soil resources, favorable for growing industrial crops, abundant labor resources, high education level, convenient transportation system... Taking advantage of these favorable conditions, the Party Committee and people of the commune have made efforts to overcome difficulties due to complicated weather and epidemic conditions, thus achieving remarkable results. The growth rate is quite good, averaging 16.3% per year. The total production value in 2015 is estimated at 225,070.5 million VND, an increase of 11.4% compared to the Resolution target. The total investment capital for social development by 2015 is 80 billion VND. The average production value per capita by 2015 is 28.3 million VND/year, an increase of 12.41% compared to the Resolution target. Economic sector structure: agriculture - forestry - fishery accounts for 15.3%; industry - construction accounts for 40% exceeding the Resolution target; trade - services account for 44.7%.

In 5 years, 8 development models have been directed to be built in the direction of livestock and poultry farms such as: dairy cows, beef cattle, breeding cows, wild boars, chickens, fish and growing fruit trees... The work of preventing and controlling livestock and poultry diseases has been ensured, preventing epidemics in the area. Industry and construction have received attention for investment and development. Production value reached 90,113.6 million VND, an increase of 78,495.6 million VND compared to 2010. The whole commune currently has 10 operating enterprises, 271 individual business households mainly in the fields of trading services, freight transport, and wooden furniture production. Implementing the national target program for new rural construction, the whole commune has built nearly 12.6 km of rural concrete roads, with a total capital of 14,458 million VND, of which the people contributed 1,658 million VND, and built 1.7 km of intra-field canals in Dong Phu hamlet with a total capital of 2,475 million VND. Mobilizing people to donate 2,135m2 of land for road construction; the total capital mobilized from people and enterprises contributed nearly 7,241 million VND. Up to now, Dong Hieu has achieved 17/19 criteria, striving to complete the target by 2015.

Culture and society have made progress. The network of schools and teaching equipment has been invested in quite adequately, the quality of education has been improved. In 5 years, 20 new classrooms have been built and 19 classrooms have been repaired at all 3 levels with an investment value of 13,640 million VND. Medical activities in the area have been maintained, providing good primary health care for the people. Investment in facilities for the health sector has been given attention. The commune health station has been newly built with 2 floors and 16 functional rooms, with an investment value of 4.7 billion VND and has met the medical standards of phase II. Thanks to the effective implementation of the hunger eradication and poverty reduction program associated with economic development programs, the poverty rate has decreased significantly from 7.42% to 3%. National defense and security in the area have been maintained, social order and safety have been ensured. In the 2015 - 2020 term, Dong Hieu is identified as one of the key economic areas of Thai Hoa Town; focusing on investing in the production of key products. Strengthening the economic structure of industry - handicrafts, trade - services. Accelerating the attraction and encouragement of investment in the construction of commercial centers. Strengthening the development of transportation services and advantageous industries in the area. With the viewpoint of promoting internal resources, maximizing external resources, accelerating the economic growth rate quickly and sustainably... Striving to make Dong Hieu one of the fairly good units of Thai Hoa Town by 2020 with strong economic conditions, developed cultural and spiritual life. Reasonable planning of land, production structure, specialized crops and livestock in the direction of goods, high economic efficiency. To achieve the above goals, the Party Committee needs to carry out a number of the following main tasks and solutions:

Economically: Bring the total production value of the agricultural, forestry and fishery sectors to the planned targets set out in the Resolution. Apply scientific and technological advances in production and animal husbandry; determine the production structure, develop raw material areas for animal feed for dairy cows, beef cattle, breeding cattle, specialized vegetable and fruit growing areas; introduce high-yield, good-quality and highly adaptable plant and animal varieties into production.

Regarding industry and construction: Select a number of key investment projects, creating major breakthroughs such as: repairing and upgrading the administrative headquarters of the Commune People's Committee, items of the Uncle Ho memorial area; central cemetery, lighting lines, upgrading main traffic routes, urban infrastructure and other key projects.

Trade and service sector: Focus on growth targets and internal restructuring of the service and trade sector; develop restaurant, hotel, and rest stop services; mechanical repair, transportation services...

Social culture: Implement well the socialization of education, strive to build standard kindergartens, standard primary schools in phase II... by 2020, all 3/3 schools will meet level II standards. Focus on building and perfecting the system of standard cultural, sports and information institutions. Build a civilized urban lifestyle and a healthy cultural environment of communication and behavior. Do a good job of primary health care for the people. Effectively implement national programs on hunger eradication and poverty reduction, social security policies, pay attention to gratitude policies, policy families, people with meritorious services to the revolution. Actively solve jobs for workers and promote labor export. Strive to solve new jobs for over 500 people by 2020; the poverty rate according to the standard is 0.88%.
