Quynh Trang Commune (Hoang Mai Town) mobilized 459.8 billion VND to build new rural areas.

Starting from improving people's income

With semi-mountainous terrain conditions, Quynh Trang used to be a difficult mountainous area of ​​Quynh Luu district in the past and now Hoang Mai town when there was 1/13 villages under program 135 and 2 villages in the Catholic area. Entering the implementation of the national target program on building new rural areas, Quynh Trang faced many difficulties and challenges due to degraded infrastructure, low starting point, in which many criteria were not met, all of which were difficult criteria and required large investment resources.

Building a new rural area means that the commune must invest in upgrading all essential infrastructure, from transportation, irrigation, cultural institutions to schools, commercial markets...

In the context of people's difficult lives and low income, to implement the NTM program, along with propaganda and mobilization so that "people know, people do", the first thing Quynh Trang did was to implement projects to improve production capacity and income for people.

Immediately after the decision to approve the new rural planning in 2012, the commune built a project to improve the fields, converting small plots of land into large plots; gradually investing in upgrading the irrigation system and irrigation canals to effectively utilize the water source of Vuc Mau lake for the fields.

In addition, the commune proposed that the Bank facilitate disbursement of loans to people to develop production; expand livestock farming and other secondary industries.

Over the past 7 years, the commune has invested 17.19 billion VND to upgrade a 46 km canal system and 1 pumping station, thereby ensuring irrigation water for 100% of agricultural land; people have borrowed 27 billion VND to develop production; in 2018, the commune invested 1.128 billion VND to upgrade the market...

Thanks to the development of diverse industries, people have more jobs and their income is constantly increasing. Up to now, the average income is 32.79 million VND/person and the poverty rate has decreased to 3.34%.

Good resource mobilization

Based on improving people's income and living standards, Quynh Trang realized that the opportunity to reach the NTM finish line was gradually becoming clear. However, with a low starting point and a special commune, there must be a reasonable approach. The breakthrough area that the commune chose to implement was traffic construction, accordingly, to encourage people, in addition to the general mechanism, the commune supported hamlets to build road A with an additional support of 30 million VND per km and road B with a support of 20 million VND. Thanks to that, in a short time, the commune mobilized over 44 billion VND, of which people contributed 22.3 billion VND to build 100% of commune and inter-commune roads, 87.3% of village main roads and 100% of alley roads.

Leading the traffic construction movement are hamlets 7 and 9, each hamlet built an average of 4 km of road, each household contributed from 900 to 1.3 million VND.

In village 3, the whole hamlet has 168 households. Although their income is not high, people still voluntarily contribute from 1 to 1.3 million VND per person to build 600 meters of new concrete road and invest over 400 million VND to renovate, upgrade and refurbish the Cultural House to make it more spacious, clean and beautiful.

Along with upgrading the transport infrastructure, Quynh Trang commune also pays attention to investing in upgrading the infrastructure of schools, health stations and cultural and sports facilities from the commune to the hamlet. These are really difficult criteria because when entering the new rural construction, Quynh Trang has 3 schools but only 1 school meets the standards and each school has many separate locations so investment resources are dispersed; the commune has not yet met the national standards on health and the system of cultural and information facilities from the commune to the hamlet is seriously degraded.

Thanks to the effective use of resources, within 7 years, Quynh Trang mobilized 23.16 billion VND to upgrade dozens of classrooms. In 2015, after 2 kindergartens and primary schools met standards, the commune continued to invest to strive for the secondary school to meet standards by the end of 2019. Regarding health care, after being recognized as meeting national standards in 2012, the commune continued to invest to be recognized again in 2015; at the same time, it focused on upgrading cultural and information institutions from the commune to the hamlet.

In 2015, faced with a series of difficult criteria that required large resources, many people thought that the commune could reach the NTM finish line. For example, in terms of transportation, Quynh Trang is a mountainous commune, so road construction must include drainage ditches to prevent erosion, so road construction costs continuously arise and up to now there is still a shortage of about 500 tons of cement. However, thanks to the support of superiors and the solidarity and unanimity of the people, and the support of children far from home, the commune has successfully reached the NTM finish line.

In the coming time, to maintain and continuously improve the quality of the criteria, in parallel with overcoming the shortcomings and limitations in the process of building the new rural areas, Quynh Trang is effectively promoting lessons learned to continue to motivate people to compete in labor production; the commune political system maintains the spirit of solidarity, exemplary, satisfactorily resolves people's petitions to thereby motivate, nurture and arouse people's strength to build a rich and strong homeland in the new period.

After more than 7 years of building the new rural area, Quynh Trang mobilized 459.8 billion VND to implement the criteria, in which people invested 364 billion VND to upgrade and rebuild houses and contributed and supported 37.74 billion VND to build the criteria; the state budget at all levels supported 43.76 billion VND; other sources 2 billion VND.
