Building a 220kV line in Nghe An to buy wind power from Laos to Vietnam
The 220kV transmission line project deployed in Thanh Chuong and Do Luong districts (Nghe An) will transmit electricity from Truong Son Wind Power Plant (Laos) to Vietnam.

Nghe An Provincial People's Council has just approved the policy of changing the purpose of forest use to another purpose to implement the 220kV Truong Son - Do Luong Transmission Line Project (Vietnam territory) connecting Truong Son Wind Power Plant to Vietnam's power system with a total area of more than 1.1 hectares of planted forest.
Previously, in June 2024, the People's Committee of Nghe An province issued a decision approving the investment policy and accepting the investor to implement the project for Vietnam - Laos Energy Investment and Development Joint Stock Company, with a total investment of VND 593.94 billion, expected to be completed by the end of 2025.
The total length of the project route is more than 40 km, of which Do Luong district is about 1.39 km passing through the communes: Xuan Son, Minh Son, Thanh Chuong district is about 40.64 km passing through the communes: Thanh Thuy, Thanh An, Thanh Thinh, Thanh Huong, Thanh Linh, Dai Dong, Thanh Phong.
The project starts at Thanh Cai 220kV at Do Luong 220kV substation and ends at the terminal connection pole located in Vietnam, more than 100m from the Vietnam-Laos border (at the Thanh Thuy Border Control Station, Thanh Thuy commune, Thanh Chuong district, Nghe An province).
The project aims to transmit the capacity of the Truong Son Wind Power Plant (Laos) to Vietnam, contributing to directly solving the power shortage in the Northern region; strengthening the grid connection between Northern Vietnam and Laos.
In May 2024, the Government approved the proposal of the Ministry of Industry and Trade to import wind power from Laos to Vietnam at the Truong Son Wind Power Plant Project, as well as the policy of investing in the grid connection.
Deputy Prime Minister Tran Hong Ha assigned the Ministry of Industry and Trade to direct EVN and relevant agencies to negotiate and sign power purchase contracts with investors to ensure a solid and complete legal basis, economic efficiency (including prices, costs... of purchasing power), technical criteria for power system security and clearly define the responsibilities of relevant parties in accordance with legal regulations.
Previously, the Ministry of Industry and Trade proposed to the Prime Minister the policy of importing electricity and the plan to connect Truong Son Wind Power Plant from Laos to Vietnam, with a capacity of 250MW.
At the same time, supplement the planning of the 220kV double-circuit Truong Son - Do Luong wind power line, conductors and transformer stations to connect and receive capacity from the Truong Son wind power project to sell electricity to Vietnam.
The Truong Son Wind Power Plant Project is built in Bolikhamxay Province (Laos) with a capacity of 250MW, an average electricity output of 715.2 million kWh/year. The project's operating period is 50 years.
According to the power source development plan in the National Power Development Plan for the 2021-2030 period, with a vision to 2050 approved by the Prime Minister (Power Plan VIII), the total capacity of electricity imported from Laos by 2030 will be about 5,000-8,000 MW and by 2050 will increase to 11,000 MW.
Therefore, importing electricity from the Truong Son Wind Power Plant Project to Vietnam is consistent with the electricity import orientation in the Power Plan VIII and contributes to ensuring the national energy supply, serving the needs of economic and social development.
