PV:Could you please tell us about the typical results after 5 years of separating Nghia Dan district to establish Thai Hoa town?
Comrade Le Phuc An:Thai Hoa Town was established under Decree No. 164-ND/CP dated November 15, 2007 of the Government on adjusting the administrative boundaries of Nghia Dan district to establish Thai Hoa Town and officially came into operation on May 10, 2008. 5 years after its establishment, in the context of general economic difficulties due to recession, unfavorable weather..., under the leadership of the Party Committee, the Party Executive Committee and the solidarity and efforts of the people to overcome difficulties, Thai Hoa Town has achieved comprehensive results in all fields, typically as follows:
The economic structure shifted in the right direction. The average production value per capita/year (at current prices) increased from 16.5 million VND to 45.5 million VND, an increase of 175%. The economic growth rate (average over 5 years) reached 19%. Of which, the value of agricultural, forestry and fishery production after 5 years increased by 84.3%; the value of industrial and basic construction production increased by 216%; the value of commercial and service production increased by 132.5%. The total budget revenue in 2012 increased by 171% compared to 2008.
Investment in infrastructure construction is regularly paid attention to; the nature and appearance of urban and rural areas have many innovations. Investment promotion, environmental improvement and investment attraction have achieved positive results. Planning and implementation of planning have been well directed. Up to now, the Town has announced the detailed planning of the archaeological site associated with eco-tourism and resort of Lang Vac; the general planning of Dong Hieu Urban Area; completed the detailed planning of the Memorial Area of Uncle Ho visiting Dong Hieu; implemented the general planning of Thai Hoa Town construction until 2035; submitted to the Provincial People's Committee for approval of the planning task of the inter-district area of Quy Hop, Tan Ky, Nghia Dan, Thai Hoa, etc.
Culture and society have made much progress. National target programs have been led and directed to be implemented synchronously and effectively. By 2012, 120/126 blocks and hamlets had cultural houses; 100% of communes and wards had cultural and sports facilities; the rate of cultural families was 86.5%; the rate of cultural villages, blocks and hamlets was 74%. Vac Village Festival is held annually and increasingly attracts many tourists from all over the country to the town. The quality of mass education and key education has made much progress. The quality of health services continues to be improved, medical examination and treatment is guaranteed, meeting the needs of health care and protection of the people. The poverty rate (according to the old standard) in 2008 was 9.1%, but by 2012 the poverty rate (according to the new standard) decreased to 5.8%.
National defense and security are ensured, social order and safety are maintained, no hot spots, sudden or unexpected incidents occur. Administrative reforms have many innovations, practical and effective.
The work of building the Party and the political system has achieved positive results. The Party committees, authorities and mass organizations from the Town to the grassroots level are highly united and have gained the trust of cadres, party members and people. The Party apparatus, authorities and mass organizations at all levels have been promptly consolidated and improved, ensuring effective operations. The quality of the cadre team has been gradually standardized, meeting the requirements of tasks in the new situation...

Reporter:One of the most obvious results after 5 years of establishment is that Thai Hoa Town has made efforts to build a fairly synchronous infrastructure and attract investment with many improvements. Could you elaborate on the specific results in this field and lessons learned?
Comrade Le Phuc An:After 5 years of establishment, the Town has basically completed the lighting system, traffic roads, sidewalks, naming streets, ensuring water supply and drainage, implementing in accordance with the planning of the administrative area, the new urban area in the direction of expanding the central area of the Town to the Southeast associated with resettlement, opening vertical and horizontal axes. Many key projects have been focused on investment and construction to create a new look for the Town such as: Bau Sen Forest Park, West and East bank embankments of Hieu River, road to the center of Nghia Hoa commune, 3/2 road... The whole Town has 76 projects completed and put into use and is continuing to invest in construction of 29 projects.
Investment promotion, environmental improvement and investment attraction have achieved positive results. Many large corporations have come to survey investment (such as: TH Milk Food Joint Stock Company; Addcom Land Company; TECCO Company...). The number of enterprises operating in the area increased from 193 enterprises (in 2008) to 282 enterprises; the number of banks operating in the area increased from 2 units (in 2008) to 6 units.
Reporter:With the orientation of building Thai Hoa Town to become the economic and cultural center of the Northwest region and become a type 3 city by 2025, in the coming period, what tasks will the Town focus on, comrade?
Comrade Le Phuc An:In accordance with the spirit of Decision No. 1447/QD-TTg of the Prime Minister “Approving the Adjustment of the Construction Planning of the South Thanh Bac Nghe region to 2025 and the vision after 2025”, Thai Hoa will become a type 3 city and continue to build itself into an economic and cultural center of the Northwest Nghe An region. To effectively implement this orientation, in the coming time, the Party Committee and people of the Town will focus on implementing the following key tasks:
Firstly, continue to promote the tradition of the Party Committee and people of the Town, promote the strengths of the people and the land with rich potential, mobilize all resources, create a favorable environment to attract investment, accelerate economic development, urban planning and management and infrastructure construction, develop socio-culture, ensure national defense and security to build Thai Hoa Town to be increasingly rich, beautiful and civilized.
Second, focus on improving the leadership capacity and fighting strength of the Party organization; take care of training, fostering, improving the professional qualifications, skills, responsibilities, and working capacity of the staff from the Town to the grassroots level; create high solidarity and unity to lead and direct the implementation of political tasks in localities and units.
Third, strengthen political and ideological education and traditional education; propagate and disseminate the Party's guidelines and policies and the State's laws widely among cadres, party members and people of all walks of life.
Fourth, proactively prevent, detect and effectively combat all manifestations of bureaucracy, corruption, waste and other negative manifestations; detect and strictly handle organizations and individuals who violate the law to build a truly clean, strong Party worthy of the people's trust.
Fifth, build a strong government, the Front and its member organizations; build a great national unity bloc, create consensus among Party members and people; effectively carry out the study and follow of Ho Chi Minh's moral example and revolutionary campaigns and movements in the new situation.
