Today, Thanh Chuong District Party Committee solemnly organized the 31st Congress of Delegates for the 2020-2025 term, an event of important political significance for cadres, party members and people of all ethnic groups in the whole district.

Delighted to attend the Congress, on behalf of the Provincial Party Standing Committee and the comrades in the provincial delegation, I respectfully send my best wishes to the Party Central Committee Secretary, delegates, distinguished guests and 265 official delegates of the Congress.

Promoting the tradition of the heroic homeland, over the past 5 years, implementing the Resolution of the 30th Congress, the Party Committee and people of Thanh Chuong district have made efforts to overcome many difficulties and challenges, achieving important and quite comprehensive results in all fields.

The average growth rate is quite good, 7.89%, the economic structure has shifted in the right direction. The strength of agricultural and forestry production has been focused on promoting, identifying and developing in the right direction a number of key plants and animals with high commodity value, well received by the consumer market; ranking at the top of the province in terms of total livestock and poultry, initially forming chains of links in production, processing, and product consumption; the appearance of rural areas, towns, and townships has many improvements, by the end of 2020, it is expected that 20 communes will reach the new rural finish line.

Industry, handicrafts, construction, and commercial services continue to develop in both scale and quality of operations, and tourism is better exploited.

Culture and society have made many advances, the tradition of studiousness and good study continues to be continued. The work of protecting and taking care of people's health, population and development work is concerned and improved. Cultural activities, information, physical education, sports, exchanges and connections inside and outside the district are well maintained.

National defense, security, social order and safety continue to be ensured, national border security and sovereignty are maintained, and people's lives, especially ethnic minorities in resettlement areas, are improved.

The work of Party building and political system building has been consolidated, the great national unity bloc has been strengthened. In 2016 and 2017, the Thanh Chuong District Party Committee was classified as a clean and strong Party Committee by the Provincial Party Standing Committee.

On behalf of the Provincial Party Standing Committee, I warmly congratulate, commend and highly appreciate the achievements of the Party Committee, government and people of Thanh Chuong district in the past term.

Besides the positive results achieved, we frankly admit that, in the recent development process, Thanh Chuong is still lacking a real push and breakthrough on its foundation; agriculture is the main front in the economic development of the district but is basically pure production, still limited in linking and forming highly effective agricultural production value chains.

The shift in labor structure is still slow; the direction of Party committees at some times and places is lax and lacks focus; the management and operation of authorities at all levels, especially in the management of land, resources, minerals, and construction order, are still weak. The management of cadres and party members in some units is not strict; the sense of responsibility of some cadres and party members is not high, and there is a lack of training and practice of qualities and ethics, leading to violations.

I propose that the Congress seriously study and deeply analyze the above situation, draw lessons to find effective solutions in the coming time.

Dear comrades!

I agree with and highly appreciate the Political Report presented by the XXX District Party Executive Committee to the Congress today. The report closely follows the draft Political Report of the 19th Provincial Party Congress and the direction of the Provincial Party Standing Committee, demonstrating the political determination and strong revolutionary spirit of the Party Committee and people of Thanh Chuong in the upcoming journey with the goal of "Building Thanh Chuong to become a prosperous district of Nghe An province".

The tasks and solutions to achieve the above goals have been presented in the Political Report quite fully and comprehensively, covering all fields. I would like to emphasize some more contents for us to discuss and decide:

Thanh Chuong is a land of beautiful mountains and rivers, pure people, and a prosperous society. When facing harsh nature, Thanh Chuong people are united, close-knit, industrious, and thrifty; when facing tyranny, they are brave, resourceful, and ready to sacrifice themselves for a greater cause. Therefore, from ancient times to the present, Thanh Chuong land and people have always had a certain position in the history of the development of their homeland and country. From the dawn of the Party, Thanh Chuong was a trusted revolutionary base, a place where the Provincial Party Committee operated secretly, leading the movement, and marked the first birth of the Nghe Tinh Soviet government in 1930 - 1931.

Entering the market economy, Thanh Chuong people soon spread out everywhere, dynamic and creative in many fields, many intellectuals and talented businessmen do not wait for age and always promise to return to their homeland. Those who stay at home are concerned, dynamic in finding ways to make a living, taking care of their studies, determined to become successful.

With these outstanding historical and cultural factors, along with the favorable opportunities available, Thanh Chuong has all the conditions to steadily move forward on the basis of its own internal strength in the new context.

First,I propose that the Congress needs to analyze and clarify the content of the pillars of the economy, clearly identify the potentials and strengths to build the district's general planning and other related planning, as a basis for issuing resolutions and projects to implement strategic breakthroughs and key programs to bring Thanh Chuong to rapid and sustainable development.

Thanh Chuong continues to identify the development from agriculture, agriculture is the foundation of the economy but needs to create a major breakthrough, untie the thinking and way of doing things in the direction of developing commodity agriculture, clean and organic agriculture associated with deep processing, applying science and technology, improving product quality and production value per unit area. We see that tea trees on Thanh Chuong land are a strength, currently accounting for 50% of the area and 65% of the province's tea output but playing a supporting role in the tea market, tea growers in Thanh Chuong are still worried and anxious because the output is unstable, dependent on small-scale processing facilities in the area, the production process and technology are not outstanding. Thanh Chuong should maintain the tea growing area as a key industrial crop, a poverty alleviation crop, and at the same time, invest in intensive cultivation, comply with safe production processes, and pursue and resolutely attract high-tech, large-scale processing factories to elevate the Thanh Chuong tea brand and develop tea trees to their full potential.

Besides tea trees, it is necessary to promote the advantages of diverse soil, continue to expand the area associated with improving quality and output, and find stable output for fruit trees and specialty trees that have "made their mark" on Thanh Chuong land such as oranges, grapefruit, black canarium, red-fleshed dragon fruit... to become a rich fruit growing area of ​​the province.

Effectively exploit the advantages of forest land area to strongly develop forestry, rapidly increase the proportion of forestry economy; strictly manage and improve the quality of special-use forests and upstream protection forests; develop large timber plantations associated with focusing on exploiting resources under the forest canopy, especially medicinal herbs; focus on developing plantations certified to international forest management standards, making Thanh Chuong one of the centers for supplying raw materials, producing and processing sustainable high-tech forestry in the province.

Promote the development of farm and ranch economy, especially continuing to maintain the province's leading position in livestock and poultry herds associated with good biosafety implementation in conditions where epidemics frequently occur as present; strengthen value chain linkages in production, establish intellectual property rights, build brands and trademarks for typical products and strengths of the locality.

Focus on building a new rural area that is substantial, in-depth, effective and harmonious, truly bringing satisfaction and happiness to the people. Continue to attract and develop industry, handicrafts, and craft villages with strengths that are environmentally friendly; reasonably develop urban areas and central areas associated with the development of transport infrastructure, services, etc.

Monday:With the advantage of having Ho Chi Minh road running through many communes, National Highway 46 connecting the key tourist area of ​​Cua Lo - Kim Lien (Nam Dan) to Thanh Thuy - Nam On Border Gate of Laos; along with the cultural sediments imbued with the identity of the land that has been known for more than 550 years, many unique natural landscapes, especially since the tea island in Cau Cau lake was discovered and promoted, has opened up new possibilities for tourism development in Thanh Chuong.

In practice, tourism in the district has shown very positive signs in recent times, but it is still basically spontaneous and monotonous. Thanh Chuong needs to seriously consider tourism as a potential economic sector of the district, accordingly, it is necessary to review and evaluate the system of relics, spiritual tourism sites, eco-tourism resorts, and make appropriate investments in planning and developing tourism infrastructure such as facilities, human resources, behavioral culture, and tourism environment in a systematic manner, with a long-term vision, and the ability to connect well with key tourism destinations of the province, making Thanh Chuong a tourist center of the province and the region.

Proactively and proactively develop border gate economy, focusing on trade, transportation, and warehousing services when the Hanoi - Pac Xan - Vientiane expressway and Thanh Thuy international border gate are implemented.

Tuesday:Thanh Chuong is famous for being a land of hard work and determination to learn. Generation after generation, this tradition creates a flow, fostering an outstanding tradition of the land and people here. In daily conversations, in greetings, in greetings, it seems that the first words on the lips of Thanh Chuong people still revolve around learning; the reputation of many families, clans, and villages is honored by learning. Therefore, in the past and present, in Thanh Chuong, there are many people who have passed exams, become famous, successful, and have made positive contributions in various fields domestically and internationally.

Thanh Chuong needs to pay attention to and promote this good traditional factor to continue to arouse the will and aspiration to rise up, creating a combined strength to bring Thanh Chuong to develop quickly and sustainably in the period of innovation. On the one hand, it is necessary to take care of education and training, promote career orientation and vocational training; improve the quality of human resources associated with the shift of labor structure in rural areas. At the same time, it is necessary to focus on exploiting the intellectual resources, intelligence and financial resources of Thanh Chuong children living and working outside the district and the province to serve the development of the district. Knowing how to combine and harmoniously integrate the old and new, traditional and modern values ​​of Thanh Chuong people, which are diligence, thrift, generosity in life, determination, decisiveness, strategy, creativity in work, trustworthiness and loyalty to friends and partners, will bring Thanh Chuong to a steady step forward in its development process.

Wednesday:Focus on improving the quality of health care for the people; taking care of social security, gratitude, promoting poverty reduction achievements, and promoting sustainable poverty reduction. Continue to pay comprehensive and regular attention to ethnic minorities in resettlement areas so that they can truly feel secure and integrate into their new homeland.

Continue to ensure national defense, political security, social order and safety. Do a good job of state management of religion, ethnicity, and foreign affairs with localities of Laos that share a common border, contributing to keeping the border peaceful and maintaining national sovereignty.

Thursday:Continue to strengthen the work of building a strong and comprehensive Party and political system. In particular, focus on improving the effectiveness and efficiency of management of authorities at all levels, ensuring closeness to the people, living in the hearts of the people, keeping pace with the people's breath and truly for the people. Promote administrative reform, especially administrative procedures, to provide maximum convenience for people and businesses in the area; Focus on rectifying and improving public ethics, tightening discipline and administrative discipline, resolutely and strictly handling officials, civil servants and public employees who violate public duties; promote the responsibility and exemplary role of officials and Party members, especially leaders with the highest Party spirit, seriously and resolutely implementing Resolution 4 of the Central Committee in conjunction with studying and following the ideology, morality and lifestyle of Ho Chi Minh.
