Resolutely handle the obstruction of traffic light installation in Quynh Luu district
Quynh Bang intersection (Quynh Luu) is having traffic lights installed. This is what many voters want. However, this urgent work is being obstructed by a household.
"Death" crossroads
For a long time, Quynh Bang intersection has been considered a "death" intersection for traffic participants. This is the intersection between National Highway 48E connecting National Highway 1A to Quynh Bang beach tourist area; and Provincial Road 537B connecting Hoang Mai town to Quynh Luu district. Because this area is one of the economic development centers of sea tourism in Quynh Luu district, the traffic volume is very high.
Mr. Vu Van Duong - Chairman of the People's Committee of Quynh Bang Commune said: The area around Quynh Bang intersection is a busy commercial area, with many agencies, units, and schools located, so the density of vehicles passing through here is very high, especially during school hours and after school. However, because there have never been traffic lights at this intersection, traffic accidents often occur, from light collisions causing injuries to serious ones causing death.

Remember, more than 2 years ago, at noon on March 25, 2022, Ms. NT H (born in 1956), residing in Quynh Bang commune, was on her way home from the market. When she reached the intersection between National Highway 48E and Provincial Road 537B, she was suddenly hit by a truck traveling on Provincial Road 537B in the direction of Quynh Luong - Quynh Bang. The strong impact caused the victim to fall to the road and die on the spot.
According to Mr. Duong, in 2022, at this intersection, 2 people died and 7 people were injured due to traffic accidents. From 2023 until now, traffic accidents have also occurred frequently. Because it is a black spot for traffic accidents, local authorities and voters have repeatedly requested the authorities to install a traffic light system.
Specifically, from 2022 to present, the reporting system of the Provincial People's Council has recorded many opinions of Mr. Hoang Ngoc Phuong - Chairman of the People's Council of Quynh Bang commune and Ms. Ho Thi Thin - Chairman of the Fatherland Front of Quynh Bang commune about the early installation of traffic lights at the above intersection.

In a report responding to voters' petitions, the Provincial People's Committee stated: The intersection where voters requested to install a traffic light system is located at the intersection at Km8+700 of National Highway 48E with Provincial Road 537B at Km12+600. Currently, Provincial Road 537B has a 6.5m wide roadbed, with an asphalt surface of 3.5 - 5.5m wide; National Highway 48E has a 6.5m wide roadbed, with an asphalt surface of 5.5m wide.
This is a highly connected intersection with a high density of people and vehicles participating in traffic, especially, traffic congestion often occurs during peak times, holidays, New Year, beach tourism festival season, etc. At the intersection, the Department of Transport has arranged a system of signs, such as intersections with non-priority roads, intersections with priority roads, etc. However, due to houses built around the intersection, the view is obscured, posing a potential risk to traffic safety as reflected by voters.

In fact, to enhance and ensure traffic order and safety at the above location, the management unit has also deployed speed bumps at 4 directions entering the intersection. The local government has also compiled a profile of black spots, potential traffic accidents and proposed the Vietnam Road Administration to consider and handle them according to regulations.
Unable to complete due to obstruction
After many times of comments from voters of Quynh Bang commune, the Department of Transport also submitted a report to the Vietnam Road Administration and was approved to build traffic lights at this intersection. In early August 2024, when the authorities coordinated with the local government to dig the foundation and install electric wires to install 4 lamp posts at the 4 corners of the intersection, Mr. Hoang Xuan Dien's family, residing in Hoc Van hamlet, Quynh Bang commune, whose land plot is located at the southeast corner of the intersection, protested.

The reason Mr. Dien gave was that the lamppost was built on his family's land, so he did not agree. Mr. Dien then submitted a petition to the People's Committee of Quynh Bang Commune as well as the People's Committee of Quynh Luu District to protest.
Report No. 151/BC-UBND of the People's Committee of Quynh Bang Commune dated September 10, 2024 stated that after receiving the petition, the People's Committee of Quynh Bang Commune organized a meeting with Mr. Dien, and at the same time, proceeded to measure and re-determine the boundaries of his family's land plot. The results of the land plot inspection determined that the location of the traffic light pole was outside Mr. Dien's land area.

Quynh Bang Commune People's Committee also reported the results of Mr. Dien's petition in Report No. 141/BC-UBND, dated August 30, 2024. On September 6, 2024, Quynh Bang Commune People's Committee continued to invite Mr. Dien to work to re-determine the location of the traffic light pole, and at the same time, affirmed that this location was not on his family's land. Therefore, it was necessary to agree for the construction unit to proceed with the installation of the equipment. However, Mr. Dien still did not agree and did not comply with the regulations at the meeting.
Leading us to the scene, where the traffic light pole is expected to be located, Mr. Vu Van Duong - Chairman of the People's Committee of Quynh Bang Commune said: Regarding the origin of Mr. Dien's family's land, the People's Committee of Quynh Bang Commune assigned it to him for a fee in 1992, with an area of 400m2.2, of which 200m2residential land and 200m2Garden land. According to the land allocation minutes made on June 1, 1992, the land plot has an East-West length of 22m and a North-South width of 18.2m. In 1995, Mr. Dien's family was granted a Land Use Rights Certificate.

Also according to Mr. Duong, in 2000, implementing the policy of expanding the road from the intersection to the beach area of the commune, the People's Committee of Quynh Bang commune worked with Mr. Dien's family, at the same time, agreed to land clearance and compensation for Mr. Dien's family with an amount of nearly 5 million VND. The total cleared area is 27.5m22, in which the West side is 1m wide; the East side is 1.5m wide, the length following National Highway 48E - at this time not upgraded to National Highway, is 22m.
Currently, the digitized cadastral map of Quynh Bang commune, the land plot of Mr. Hoang Xuan Dien's family is determined to have an area of 372.9m2According to Mr. Duong, this area is consistent with the granted area minus the cleared area in 2000. Not to mention the ditch of the road as well as the surrounding wall built before that are still intact, serving as a boundary to determine the land plot of Mr. Dien's family. The traffic light pole is also outside this area, and will be located right at the location of the signboard leading to the Quynh Bang beach area that was built a long time ago (will be removed when the traffic light pole is built).

It is known that after working sessions without reaching an agreement, the People's Committee of Quynh Bang commune also reported to the superiors and asked for permission to protect the construction, in order to soon complete the traffic light, ensuring safety for people and vehicles when passing through this intersection.
Obviously, the cooperation of the local government and the management unit to install traffic lights at Quynh Bang intersection is reasonable and appropriate, in line with the earnest wishes of the local people. However, it is unacceptable that the overall progress is affected by baseless recommendations.

Above all, in the context of many families in Quynh Luu district voluntarily donating dozens, even hundreds of square meters of land to expand traffic roads. Meanwhile, a traffic light pole occupies less than 1m2The area, located at the corner, is being blocked, which makes people extremely upset because it lacks construction. Not to mention that this blocking is determined to be baseless.
