At the 7th session, the 18th Provincial People's Council will question the Department of Construction on the work of planning, management and construction order management in Nghe An province.

Planning needs to provide clearer direction for marine economic development.
According to the draft Provincial Planning, "The growth rate of the marine economy in the period of 2021-2030 will reach an average of 15%, the contribution of the marine economy to the province's GRDP will reach 22-25% (of which the pure marine economy accounts for about 8-8.5%). However, in the draft Project on "Strengthening the leadership of the Party to improve the effectiveness of implementationsustainable development strategy for marine economyBy 2030, with a vision to 2045, the goal is that by 2030, purely marine economic sectors will contribute about 10% of the province's GRDP. Therefore, it is necessary to research and agree on the goals and development orientations of departments and sectors related to the same content.

Regarding the strategy for developing the marine economy, from the reality that the seafood exploitation output of Vietnam in general and Nghe An in particular has exceeded the exploitation capacity of the sea (about 60%), if the structure of the fleet and the output targets are not adjusted soon (reducing the output), it will lead to a decline in seafood resources and a decrease in the investment efficiency of the people, life will be difficult and people will no longer stick to the sea. Regarding the offshore fleet, it is necessary to form large seafood exploitation corporations instead of the current cooperatives and unions. There are policies to support fishermen to change their coastal exploitation to services, onshore aquaculture, support young people in coastal areas (or members of cooperatives) who exploit offshore to study at universities and colleges in exploitation techniques, ship mechanics, etc. Prioritize increasing the value of exploitation instead of increasing output. Take coastal aquaculture and marine economic services as alternative sources of livelihood. In particular, special attention is paid to the development of algae and microalgae for medicinal purposes, functional foods, feed for aquatic animals, livestock, fertilizers, even fuel, etc.

Putting forest economy into planning
The planning of Nghe An province for the period 2021-2030, with a vision to 2050, is extremely necessary to fully exploit the potential and advantages of Nghe An province. It has strategic significance, both as a premise and a driving force for the province's development in the next ten years and with a vision to 2050. It resolves difficulties, overlaps, inconsistencies and lack of synchronization between separate plans of each economic cluster, of departments, branches and localities; at the same time, it exploits more effectively the geo-economic and political position, promotes specific strengths, takes advantage of opportunities in the new period, in order to develop faster and more sustainably to build Nghe An into a fairly developed province of the North Central region.

I think that planning must first ask the question “why is Nghe An still poor” in order to have detailed, practical plans that are close to reality. I am concerned about the Western Nghe An, especially from Anh Son - Ky Son, Nghia Dan - Que Phong, if these localities are still poor, Nghe An is not rich. At the same time, we must reorganize Nghe An’s economy, because we cannot apply high technology to fragmented agricultural production. Regarding economic zones, there must be no overlap in regional planning, corridors, economic zones and clusters.
In my opinion, we need to have a comprehensive concept of resources: land is a resource, water is a resource, forests are resources, minerals are resources (metallic and non-metallic minerals), climate is also a resource. Just talking about mineral resources is very lacking. How to exploit and protect land resources (anti-erosion, anti-desertification, anti-soil degradation...), especially how to exploit and protect forest resources? In my opinion, forest resources are the most valuable resource of Nghe An (along with water resources, land resources) and are renewable resources. The better they are exploited, the richer they become. This is the only resource that can "revive" the Western Nghe An. If Nghe An wants to develop sustainably, we must put forest resources in the Western region into a strategic position, because this area has not been properly evaluated for a long time. Because, for the Western region, the only resources are land and forests, thereforeForest economy must be included in planning.

From provincial planning to sectoral planning, regional planning, local planning (district, town) to create a unified, synchronous, specific, detailed overall planning with the highest feasibility. From provincial planning to develop 5-year and annual plans. From sectoral and territorial planning to develop 5-year and annual plans for each sector and each territory. Organize and direct the implementation of provincial, sectoral and local planning. No matter how good the planning is, it is inevitable that there will be subjectivity when making plans (general and specific for sectors and territories), so it is necessary to stick to reality to promptly supplement and adjust... the planning if necessary (that is, have an open and flexible mindset to avoid being mechanical and rigid).

Planning work is still fragmented, patchy, and unsynchronized.
As a resident for decades, I see that the urban face of Cua Lo is slow to change. Cua Lo is a tourist destination of the province and is identified as a growth pole of the province, but many roads are still inplanning suspension status. For example, the planning of route number 2 has been suspended for decades, and has not been cleared. People's houses have deteriorated but they dare not build because they are waiting for the road construction. Every time it rains, people have a hard time traveling. Route number 3 is damaged. In the summer, restaurants and hotels use a lot of water, leading to foul-smelling wastewater that affects the tourism environment of the town. Meanwhile, the east side of Binh Minh Street, the central road of the town, has a fragmented, patchy, and unsynchronized planning.

The town is focusing all resources on building the Cua Lo tourist urban area to develop rapidly and sustainably, together with Vinh city to become the growth engine, the innovation center of Nghe An and the North Central region in the spirit of Resolution No. 01-NQ/TU on building and developing Cua Lo town to 2025 and the following years, proposed by the Standing Committee of Nghe An Provincial Party Committee. Building solutions and resources to implement planning
The draft provincial planning aims to make Nghe An a fairly developed province in the country by 2030, with a dynamic, fast and sustainable economic development, a center for finance, trade, tourism, education, training, science and technology, healthcare, and high-tech industry in the North Central region; with a vision to 2050 to become a comprehensively developed, high-income, civilized, and modern province of the country, an important development pole of the North Central region. The planning sets out key development orientations including 2 growth engine areas, 3 strategic breakthroughs, 4 economic corridors, 5 development pillars, and 6 urban centers.

The viewpoints, objectives and solution orientations of the planning are consistent with the National Socio-Economic Development Strategy for the 2021-2030 period and the Party's guidance in the Congresses, with a vision to 2050, the 10-year Socio-Economic Development Strategy for 2021-2030 presented to the 13th National Party Congress. The development orientation and objectives are consistent with the national development strategy and the specific conditions of Nghe An. However, it is necessary to mention the contents that are not consistent with the planning: Developing urban areas beyond the planning. Specialized raw material growing areas do not ensure planning. Planning of some industrial zones and clusters is not consistent... Pay attention to infrastructure development, including paying attention to mountainous and midland districts to shorten the development gap between urban and rural areas. Regarding the development plan of important sectors and fields; the planning needs to analyze and select Nghe An's strong products.
To carry out the planning work, it is necessary to develop solutions and resources to implement the planning. According to the calculation of the total investment to implement the planning: To ensure the planning scheme requires mobilizing many capital sources, in the 5-year period of 2021-2025 about 500,000 billion VND. In the period of 2025-2030, the investment capital demand is about 1,000,000 billion VND. Domestic capital ensures about 20% and foreign capital attracts 80%. Therefore, to attract capital, it is necessary to focus on administrative reform to create the most favorable conditions for investors. Develop a plan to develop the stock market in Nghe An. Promote the socialization of career activities such as healthcare, education, vocational training, culture, sports, science and technology... Establish funds such as people's credit funds in places with demand and sufficient conditions, production insurance funds... Through the system of commercial banks to mobilize local investment capital to meet the socio-economic development needs of the province. Develop forms of capital mobilization in the form of stocks and bonds.

Need to quickly overcome the situation of suspended planning
In Hoang Mai town, there is also Dong Hoi industrial park in Quynh Lap and Quynh Loc communes with an area of 1,436 hectares, with a total estimated investment capital of VND5,388 billion. However, up to now, this industrial park has only had a few investment projects such as Hoa Sen Nghe An Factory - Hoa Sen Nghe An One Member Co., Ltd.; Thanh Thanh Dat Port belonging to Dong Hoi seaport - Thanh Thanh Dat Co., Ltd.; Hai Chau II Confectionery Factory... leaving thousands of hectares of land vacant. The industrial park has been invested in a systematic manner on a large scale with the expectation of creating favorable conditions to attract investment, bringing a new look to the local economy. However, after many years of implementation, many industrial parks and clusters have been abandoned, causing waste of land and infrastructure, while the budget is still limited, local workers need jobs. Land is left vacant while people want to produce but cannot, causing waste of land resources, and prolonged planning suspension makes people angry. People want the State to have solutions to attract investment in industrial parks or review all projects that have not been implemented for many years or have been implemented halfway and then stopped, revoke the project, and replace it with another project.

Along with the industrial park suspension planning, currently in the commune there are a number of roads that have been suspended for many years such as rescue roads, resettlement roads that are under construction and have stopped, causing waste of land and making traffic more difficult. People hope that the government will soon resolve issues related to these projects to promote effective land use, create favorable conditions for people to trade, and remove difficulties for households living in the locality.
