Voters' opinions sent to the Provincial People's Council meeting: Quickly remove difficulties and obstacles, promote common development

In addition to appreciating the active innovation of activities, closeness to the people, and care for the people's lives, voters in the province also raised many issues requesting the Provincial People's Council to continue to "get involved" in removing difficulties and obstacles, promoting common development. Nghe An Newspaper recorded some comments and suggestions from voters in some localities in the province.

Marine economic development is one of the important pillars clearly identified in Resolution No. 39 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045; in the Nghe An Provincial Planning for the period 2021 - 2030, with a vision to 2050. In which, aquaculture, exploitation and seafood processing are among the key industries prioritized for investment and development.

Dien Bich Commune is a key area for marine economic development in Dien Chau District; it has been included by the Provincial People's Committee in the medium-term investment plan for the period 2021 - 2025 for the project to build and upgrade fisheries service infrastructure in Lach Van with a capital of about 100 billion VND.

When this project is implemented and put into use, it will create a concentrated fishing logistics area for Dien Chau district and neighboring localities. Therefore, it is recommended that the province pay attention to allocating capital for investment in construction and soon put the project into operation, contributing to promoting the development of the marine economy, so that fishermen can confidently stay at sea.

Along with that, Lach Van estuary has now been silted up, reducing the depth and changing the flow, greatly affecting the entry and exit of boats and ships of fishermen in 8 coastal communes (Dien Chau district), especially Dien Bich and Dien Ngoc communes. In particular, there have been cases where big waves have damaged boats and caused deaths. Therefore, it is recommended that the province have a policy and plan to allocate capital to dredging and clearing the channel at Lach Van estuary.

Another problem is that currently in the commune, there are 2 salt production cooperatives that have stopped operating, the land is left fallow, so people have proposed to allocate land for people to use; the province is requested to study and resolve the petition of Dien Bich commune voters on this content.

In recent times, implementing the construction of new rural areas, Quynh Luong commune in particular and communes in Quynh Luu district in general have mobilized budget resources and socialized investment, completing synchronous traffic infrastructure; including many routes that meet model standards, meeting the criteria: bright, green, clean, beautiful. Besides creating convenient travel for people, it also contributes to building a spacious, modern, and civilized rural landscape.

To ensure a synchronous and modern traffic system connecting traffic routes: commune roads, district roads, provincial roads and national highways; propose that the Provincial People's Council and Provincial People's Committee pay attention to investing in and upgrading the entire Provincial Road 537B, the section passing through the coastal communes of Quynh Luu district, because every year, although it is upgraded, due to minor maintenance and repair, it is damaged every time it rains, affecting people's travel, trade, and economic development. This content has been continuously reflected and proposed by voters of Quynh Luong commune for the past 3 years at voter meetings, but has not yet been resolved.

Along with that, the investment in building a coastal road that cuts across hundreds of hectares of vegetable fields in Quynh Luong commune has blocked the entire flow; while the road is not designed with drainage ditches but only installed with some sewer pipes, not ensuring drainage. This will affect people's production, especially in the rainy season when crops are at risk of being lost; recommending that relevant levels and sectors resolve this issue.

Currently, in Chau Hong commune, some areas of forest production land of people in Ngoc village, Huong village, Phay village are overlapping with the land area managed by the Pu Huong Nature Reserve Management Board. This area of ​​forest production land of the people has been allocated by the State and granted a "cover" according to Decree 163 of the Government since 2006. In 2013, the Provincial People's Committee assigned the Quy Hop District Protective Forest Management Board to manage the overlapping area of ​​forest land that people have been granted a "cover" (now managed by the Pu Huong Nature Reserve Management Board). Although in the past, the working group of the Department of Natural Resources and Environment directly inspected and surveyed the actual situation, and at the same time "separated" the overlapping area to hand over to the people for production, however, it is still not over yet, so we continue to recommend that the province review, research and "separate" and convert the area of ​​protective forest land under the people's use rights that has been granted "cover" to households for production, improving their lives.

Along with the overlap of forestry land between households and the Pu Huong Nature Reserve Management Board, in Chau Hong commune, there is also a situation of overlapping of residential land and garden land of people in Phay village, Ngoc village, Huong village, Na Noong village, Hy village, with forestry land, including a part of land managed by the Pu Huong Nature Reserve Management Board.

This is causing difficulties in the state management of land at the local level; especially the rights of the people are affected when they want to issue and change the Land Use Right Certificate but cannot do so. The province needs to pay attention to reviewing and researching the issue to resolve it soon for the people.

Tho Son commune is nearly 40 km from the center of Anh Son district; this is a mountainous area with many difficult natural and social factors, especially traffic routes and irrigation systems serving production. However, along with the general development of society; in recent times, the Party Committee, government and people of Tho Son commune have promoted the will of self-reliance, self-reliance, overcoming difficulties to rise up, bringing the locality out of the list of particularly difficult communes (currently only 2/6 villages are particularly difficult); at the same time, 12/19 new rural criteria have been achieved.

However, in order for the commune to meet the new rural standards in 2024 according to the determination of the Party Committee, government and people of Tho Son commune, there are still many difficulties and hardships. Among the 7 criteria that have not been met, there are some criteria that require large resources, such as the criterion on cultural facilities, currently the commune does not have a commune People's Committee headquarters, does not have a multi-functional cultural house at the commune level that meets the prescribed standards. Or the criterion on rural commercial infrastructure has not yet met the standards. Meanwhile, people's lives mainly depend on agriculture, completely dependent on nature - the only commune in the district without an irrigation canal system, so the average income per capita is currently only 35 million VND/year, which means that mobilizing people to build new rural areas is limited.

From that reality, the locality recommends that the province promptly allocate capital according to the plan to implement investment projects in rural markets, village and hamlet cultural houses and roads; at the same time, have specific investment support mechanisms and policies for Tho Son commune to build a new commune headquarters and plan and build a kindergarten at one point; contribute to promoting local development, shortening the development gap between communes and between regions, because building new rural standards is a comprehensive development of socio-economy, national defense - security and building the political system.

In 2000, in Nghi Van commune (Nghi Loc), the Lim Dam irrigation project was implemented. When completed and put into use, during the flood season of 2002, rising water flooded the gardens and houses of 9 households. In this situation, Nghi Loc district had a policy of arranging resettlement land and mobilizing households to exchange land and move to other places. However, since then, after 22 years of moving to the new place, people have not been granted Land Use Rights Certificates.

Although this issue has been reported by households through many meetings with voters of the People's Council of the commune, the People's Council of the district and directly to the Department of Natural Resources and Environment, it has not been resolved.

In addition to not being legally the owner of their own land, households now want to mortgage their residential land to borrow from banks for economic development, and some households have members with serious illnesses who want to borrow money for medical treatment but cannot. Therefore, households petition and hope that Nghi Loc district and the province will pay attention and coordinate to remove obstacles, issue land use right certificates, and ensure the rights of the people.
