PV:With many dynamic and creative ways of doing things, after 10 years of implementing the National Target Program on New Rural Construction in Yen Thanh district, comprehensive and outstanding results have been achieved. Could you tell us more about this?

Comrade Nguyen Viet Hung:Identifying the construction of new rural areas as the top priority task in implementing the political tasks of the District Party Committee, Yen Thanh District Party Committee has proactively developed and issued a specialized Resolution on the National Target Program on New Rural Area Construction to focus on leadership and direction. Up to now, Yen Thanh district has had 38/38 communes meeting the New Rural Area standards; the Provincial Appraisal Council assessed that the district has met 9/9 criteria for building a new rural district.

In the past 10 years, the total mobilized capital for new rural construction reached nearly 5.5 trillion VND. Of which: Central budget was more than 242 billion VND, provincial budget was more than 348 billion VND, district budget was more than 277 billion VND, commune budget was more than 1.3 trillion VND, combined capital was nearly 1.2 trillion VND, credit loan capital was more than 203 billion VND, enterprise capital was more than 189 billion VND, people contributed more than 1.7 trillion VND. From 2010 to now, the district has mobilized nearly 400 billion VND to invest in construction, repair and upgrade of 42 dams and 7 pumping stations.

The rural appearance in Yen Thanh has been increasingly improved. Infrastructure has been invested synchronously, such as the traffic system has been asphalted and concreted for an additional 425 km. Village and hamlet roads have been hardened for an additional 838.5 km, and the main intra-field roads have been hardened for an additional 458.5 km. 100% of agricultural land area has been actively irrigated, educational facilities are equipped with modern facilities, meeting the prescribed standards. 100% of villages have cultural houses with full facilities... The whole district currently has 92 schools meeting national standards (31 kindergartens, 38 primary schools, 18 secondary schools, 5 high schools). The rate of schools meeting national standards is 78.15%. The total investment capital in 10 years for education is about 727,187 billion VND.

Identifying the improvement of material and spiritual life for people in rural areas as the central and core task of new rural construction, the district has focused on directing production development, introducing valuable crops and livestock into model building in the area. Improving production efficiency by prioritizing chain production models, high-tech agriculture, market research, and building brands and trademarks.

Every year, jobs are created for 3,600 - 4,000 workers, bringing the total number of employed workers in 9 years to more than 30,000 workers, of which more than 15,000 people work abroad through labor export. People's lives are increasingly improved; average income per capita is higher year after year: In 2010, it reached 13.92 million VND/person/year, in 2015 it reached 26.075 million VND, and by 2019 it is estimated to reach 43 million VND/person/year. Poor households have gradually decreased over the years, in 2010 the poverty rate was 9.42%, now it is 1.92%.

PV:In recent years, Yen Thanh has focused heavily on attracting investment, which is also a criterion for creating jobs and increasing income for the people. So what are the results in this area, sir?

Up to now, the district has attracted 1,693 investment projects with a total investment capital of VND 14,885 billion.
To effectively implement the field of investment attraction, Yen Thanh has proposed solutions such as: Focusing on reforming administrative procedures, creating an open environment, aiming to positively impact the development of the business community. In particular, the district pays attention to the mechanism of supporting land, handing over "clean" land to investors. Strengthening business dialogue to promptly resolve difficulties and obstacles for businesses. The district always considers that attracting many projects to the district will create more jobs for many workers so that people do not have to go to the South to find work, and have a stable life in their hometown. In addition, the district has paid attention to attracting resources from activities towards the homeland of Yen Thanh's children at home and abroad, contributing significantly to the socio-economic development of the district.

Developing high-tech agricultural production, according to VietGAP standards, associated with environmental protection and building product brands for some products such as oranges, grapefruits, mushrooms, peaches... Promoting the implementation of the "One village, one product" program, "New rural standard garden"... Developing concentrated raw material areas, associated with processing industry such as oranges, pineapples, paper materials, raw materials for clean rice processing factories and lotus seeds in the town industrial cluster...

Continue to innovate, develop and improve the efficiency of production and business organization forms in agriculture and rural areas, focusing on expanding cooperation and production linkages along the value chain. In which, people are the center, enterprises play a leading role, deciding the effectiveness and sustainability of linkages.

Implement socialized investment in clean water supply projects, rural markets, waste collection and treatment projects and a number of other public works.
The district also invests in building trade and service centers, expanding service types, focusing on services serving production, tourism and people's lives; combining spiritual tourism, eco-tourism with new rural experience tourism. Focusing on building a strong political system, maintaining political security, order and social safety in the area; continuing to promote propaganda work, raising awareness, promoting the role of the people in maintaining and improving the quality of new rural areas, aiming to build advanced new rural areas, model new rural areas.
