PV:Dear comrade, Yen Thanh district is considered one of the localities that has achieved outstanding achievements in attracting investment and building new rural areas. Could you please tell us more about this?
Comrade Nguyen Van De:During 10 years of implementing the National Target Program on New Rural Construction, the Party Committee, government and people of Yen Thanh district have always united, made efforts, mobilized all resources, invested in building infrastructure, and shifted the economic structure to develop in the right direction.
By September 2019, Yen Thanh district had 38/38 communes meeting NTM standards. The total capital mobilized to implement the National Target Program on New Rural Construction in the 2010-2020 period reached VND 5,475.382 billion. Of which, capital contributed by the community and other capital sources was VND 1,729.9 billion, accounting for 31.6%.

Over the past 10 years, the rural appearance in Yen Thanh has increasingly improved. Infrastructure has been invested synchronously, the traffic system has been asphalted and concreted for an additional 425 km. Village and hamlet roads have been hardened for an additional 838.5 km, and the main intra-field roads have been hardened for an additional 458.5 km. 100% of agricultural land has been actively irrigated, educational facilities have been equipped with modern facilities, meeting the prescribed standards. 100% of villages have cultural houses with full equipment...

The district currently has 92 schools that meet national standards. The rate of schools that meet national standards is 78.15%. The total investment capital in education in 10 years is about 727,187 billion VND.

Since 2010, the district has mobilized nearly 400 billion VND to invest in the construction, repair and upgrade of 42 dams and 7 pumping stations. People's lives have been increasingly improved. The whole district creates jobs for 3,600 - 4,000 workers each year, bringing the total number of employed workers in 9 years to more than 30,000, of which more than 15,000 people work abroad through labor export.

Identifying the improvement of material and spiritual life for people in rural areas as the core task of building new rural areas, the district has focused on directing production development, introducing valuable crops and livestock into model building in the district. Improving production efficiency by prioritizing chain production models, high-tech agriculture, market research, aiming to build brands and trademarks. The district focuses on attracting investment, in 10 years it has attracted 1,693 investment projects in the district with a total investment capital of 14,885 billion VND. Of which, there are 1,674 investment projects from the higher budget to invest in and upgrade infrastructure with a capital of 11,282 billion VND.

Attracting organizations and individuals to invest in 5 projects with a total investment of 214 billion VND, attracting domestic enterprises to invest in 10 projects with an investment of 2,014 billion VND. Attracting foreign investment in 4 projects with a total investment of 1,375 billion VND.

In particular, the 2016 - 2020 period focused on attracting many important projects with thousands of billions of VND. Such as JICA project (Japan), climate change project, rural infrastructure development project. Rural commercialization development project and enhancing agricultural competitiveness, tourism infrastructure project, investment project to upgrade people's bridges and roads, fruit tree and timber tree planting project combined with tourism in Ve Vung lake, Dong Thanh commune.

Projects linking clean rice production, investing in building high-quality agricultural processing facilities... Linking with businesses in production and consumption of products for farmers. In 10 years, there have been nearly 200 production linkage models with an annual production linkage area of ​​1,000 - 2,000 hectares.

PV:To strive to reach the new rural district finish line, what solutions will the Party Committee and government of Yen Thanh district continue to have to complete and improve the quality of the new rural criteria?

Comrade Nguyen Van De:According to the plan, the Party Committee and people of Yen Thanh district will be determined to complete the new rural criteria in the area by November 2019 and organize the announcement of the district meeting the new rural standards in the first quarter of 2020. The district will implement solutions such as: Continuing to improve the quality of each new rural commune and district criterion, especially continuing to complete the transportation, irrigation, and electricity systems to serve production and people's lives in the area.
The district continues to promote production development, build and replicate effective economic development models, especially high-tech agricultural models. Develop rural industries, create jobs and increase income for people.

In particular, focus on implementing 2 projects: International Technology Development and Application Investment Company Limited with a project to link production, processing and consumption of rice in the district; Livestock Breeding Development Company Limited (under TH Group) with an eco-tourism project combined with planting fruit trees and timber trees at Ve Vung Lake.

The district especially focuses on developing agricultural production according to VietGAP standards associated with environmental protection and building product brands for some orange, grapefruit, mushroom, peach trees... Continuing to develop concentrated raw material areas, associated with processing industry such as orange, cassava, paper materials.

Clearly propagate the viewpoints, contents, tasks, and solutions for implementing the "One Village, One Commune One Product Program" to create changes and high determination in the political system, thereby creating a widespread movement throughout the district. Build and develop craft villages, villages with crafts, ecological agricultural production models, high-tech agricultural applications associated with eco-tourism and spiritual tourism.

The district socializes investment in clean water supply projects, rural markets, waste collection and treatment projects and a number of other public works, especially for projects with the ability to directly recover capital.

Focus on promoting the internal strength of the community, mobilizing people to contribute human resources, assets, architectural objects, perennial trees, land use rights... to contribute with the State budget to effectively implement the contents of the program to build a new rural district.
At the same time, invest in building trade and service centers, expand service types, focus on services serving production, tourism and people's lives; combine spiritual tourism, eco-tourism with NTM experience tourism. Promoting the achievements, along with the tradition of solidarity of the whole people, the Party Committee and people of Yen Thanh district strive to soon reach the NTM district finish line according to the set plan.
