Vice Chairman of the Provincial People's Committee Bui Dinh Long said that the 4th Session of the 18th Provincial People's Council had 61 opinions and recommendations from voters in 12 areas sent to the Provincial People's Committee for resolution.
With the spirit and responsibility towards the voters of the province, the Provincial People's Committee has directed departments, branches, sectors and localities to actively and proactively research, receive, resolve and respond to 100% of the recommendations and requested contents.
Speed up the process of granting land use right certificates
Voters in Quynh Luu district reported that the current progress of issuing and exchanging land use right certificates according to digital maps for people is still slow, there are many measurement errors and the procedures require many documents and are cumbersome. Voters continue to request the Provincial People's Committee to direct the acceleration of the issuance of land use right certificates for people.
Regarding this content, the Provincial People's Committee replied that Quynh Luu district, including 33 communes and towns, has been surveyed and mapped using digital mapping technology. The map products are used to prepare documents for granting land use right certificates to people. The survey results have been checked and signed by households, individuals, and the People's Committees of communes and towns to confirm that the current land use status is correct.

However, during the use, the boundaries of residential land of some households and individuals adjacent to agricultural production land are unclear, encroachment and occupation occur, so when declaring and granting the Certificate of Land Use Rights, it is necessary to measure and adjust according to regulations.
In addition, the issuance of Land Use Right Certificates is implemented in accordance with Decision No. 07/2020 dated April 6, 2020 of the Provincial People's Committee and Decision No. 28/2021 dated September 17, 2021 of the Provincial People's Committee. The procedures and time for issuing and exchanging Certificates are made public by the People's Committee of Quynh Luu district, the People's Committees of communes and towns at the one-stop shop. The District People's Committee does not require additional documents.
"The Provincial People's Committee directs the Department of Natural Resources and Environment to continue to coordinate with the People's Committee of Quynh Luu district to inspect and supervise the results of the preparation of dossiers for granting Land Use Right Certificates by the People's Committees of communes, towns and consulting units; at the same time, resolve professional and technical problems related to the work of granting Land Use Right Certificates to households and individuals," said Mr. Bui Dinh Long.
Voters of Do Luong district requested the Provincial People's Committee to support funding for Covid-19 prevention and control at the commune level, because this is the locality that directly organizes the implementation of measures, mobilizes all forces to prevent and control the epidemic, but the budget is still limited.

The Provincial People's Committee believes that in recent times, concentrated clean water supply projects in the province have received attention and allocated state budget capital for implementation through the National Target Programs. The province has paid attention to implementing the general orientation and policies of the state on promoting the socialization of the water supply sector and encouraging business investment. However, due to difficulties in balancing and allocating capital and attracting business investment, there are still some domestic water supply projects that have not been invested in as mentioned by voters.
At the 18th Provincial People's Council meeting in 2022, the Provincial People's Committee submitted to the Provincial People's Council resolutions on the medium-term plan for the National Target Programs for the period 2021-2025 for approval. The Provincial People's Committee will direct the Anh Son District People's Committee to review, consider the urgency, and select projects in order of priority, including domestic water projects, to include in the list of projects using capital from the National Target Programs for the period 2021-2025 when notified of the capital plan targets.

Regarding this content, the Provincial People's Committee stated that in Resolution No. 55 dated December 9, 2021 of the Provincial People's Council, the medium-term public investment plan of the state budget for the period 2021 - 2025 from the local budget, including support for the construction of cultural and sports institutions at the grassroots level of 34 billion VND.
On January 12, 2022, the Provincial People's Committee issued Decision No. 86 approving the investment policy for projects to support the construction of cultural and sports facilities at the grassroots level in Nghe An province until 2025 (phase 1); of which, in Na Ngoi commune, Ky Son district, there are 3 cultural houses including: Ban Phu Quac 2, Tham Hon and Ka Noi.

For cultural houses: Huoi Bac, Pha Coong, Xam Thang, Cha Nga, Bac Ly commune; Phu Quac 1 village, Ka Tren, Huoi Thun, Phu Kha 1, Na Ngoi commune, the Provincial People's Committee will direct the People's Committee of Ky Son district to balance the funding source from the National Target Program on New Rural Areas, the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas and other legal sources of the locality for construction.
Regarding the work of cadres, voters of Tri Le and Nam Nhoong communes (Que Phong district) proposed that the Provincial People's Committee pay attention and give priority to recruiting, selecting, training and using cadres from ethnic minorities (such as H'Mong and Kho Mu...) in Que Phong district, because currently the number of cadres from ethnic minorities in departments, branches and organizations in the district and commune is very small.
Regarding this proposal, the Provincial People's Committee said that in the past, the Provincial People's Committee has regularly paid attention to the work of selecting, arranging and using cadres, civil servants and public employees who are ethnic minorities in the province. In addition, the Party Committee and the authorities of Que Phong district have also paid attention to the work of recruiting, selecting, training and using cadres who are ethnic minorities in general and ethnic minorities in particular.

As a result, the district level has received and appointed 1 deputy head of the district People's Committee who is a Kho Mu ethnic group, a National Assembly delegate for the 2016-2021 term; a provincial People's Council delegate for the 2021-2026 term. The commune level has recruited 2 civil servants as Commanders of the Commune Military Command who are ethnic minorities. Key leaders in communes with small ethnic minorities such as Nam Nhoong and Tri Le are ethnic minorities.
At the affiliated public service units and schools, 124 people were recruited (of which 87 were Thai people and 5 were ethnic minorities). On the other hand, every year, civil servants and public employees of ethnic minorities are trained to improve their working capacity and professional skills to meet the requirements of their job positions.
To continue to effectively implement the policy of recruiting, arranging, using, training and fostering cadres, civil servants and public employees who are ethnic minorities, in the coming time, the Provincial People's Committee will continue to direct the Department of Home Affairs to guide Que Phong district to effectively implement the Party's policies and the State's laws and policies on ethnic minority cadre work; pay more attention to the work of recruiting, selecting, training and using cadres, civil servants and public employees who are ethnic minorities in the district.
Regarding the regime and policies, voters of Anh Son district and Hoang Mai town reflected that there are still some subjects who have not enjoyed the regime according to Decision No. 49/2015 dated October 14, 2015 of the Prime Minister on a number of policies for people participating in the frontline labor force.
The Provincial People's Committee said that as of June 1, 2022, the Provincial Military Command had basically completed the appraisal and approval of the dossiers and reported to Military Region 4 212,070 subjects. The Commander of Military Region 4 signed a decision to grant one-time subsidies to 206,366 subjects with a subsidy amount of VND 474,963,600,000.
