Reply:According to Article 13 of the Land Law, the State's rights as the representative owner of land have the following 12 rights:
1. Decision on land use planning.
2. Decide on land use purposes through land use planning, land use plans, land allocation, land lease, recognition of land use rights and permission to change land use purposes.
3. Regulations on land use limits include agricultural land allocation limits, residential land allocation limits, residential land recognition limits, and agricultural land use right transfer acceptance limits.
4. Decision on land use term.
5. Land recovery decision.
6. Decision on land requisition.
7. Decision on land allocation without land use fee collection, land allocation with land use fee collection.
8. Decision on land lease with annual land rent collection, land lease with one-time land rent collection for the entire lease term.
9. Recognition of land use rights.
10. Regulate principles and methods of land valuation; issue land price lists and decide on specific land prices.
11. Decide on financial policies on land; regulate the added value from land that is not brought about by investment by land users.
12. Regulate the rights and obligations of land users in accordance with the forms of land allocation, land lease, recognition of land use rights, land use origin and financial obligations of land users.
