4 major concerns and worries of voters sent to the National Assembly

Huge, comprehensive results

Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that recently, voters and people have highly appreciated, and are truly happy and excited about the great and comprehensive results that our Party, State and people have achieved in all fields, reflected in the main contents.

Specifically, voters and people expressed their joy and excitement about the results of the 13th National Congress of the Party, which was very successful in both content and personnel work, opening a new development stage for the country. In the context of the complicated and dangerous developments of the Covid-19 pandemic, we have successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term. This is an event of special significance, a combination of "Party's will and people's hearts".

Along with the results of epidemic prevention and control, businesses, economic organizations and people continue to promote production and business development. The economy achieved a growth rate of 5.64%, and the national credit outlook was upgraded from "Stable" to "Positive" by three prestigious international credit rating organizations (Moody's, Fitch Ratings and Standard & Poor's Global Ratings); political security and social order were maintained; social security was ensured, and people's lives were basically stable.

Voters and people in ethnic minority and mountainous areas continue to express their joy, excitement and confidence that under the correct leadership of the Party, the support of the National Assembly, the drastic and effective management of the Government, all levels and sectors are synchronously and effectively implementing the Master Plan and the National Target Program on socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.

Voters and people also highly appreciate the strong and focused leadership and direction of the Party and State; the resolute actions with high political determination of the Central Steering Committee on anti-corruption, continuing to monitor and urge the thorough resolution of cases and incidents; the fight against corruption continues to achieve remarkable results.

4 issues of concern and worry

In addition to the important results achieved, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien said that voters and people are still concerned and worried about four issues. In the context of global vaccine shortage, loose commitments from suppliers, and domestic vaccine production, there must be a truly breakthrough and feasible solution to achieve the vaccination rate of 75% of the country's population as planned by the Ministry of Health. If the vaccination plan is not achieved, the socio-economic recovery plan will be delayed, and people's lives will continue to be difficult, especially for vulnerable groups, people who have lost their jobs, and those who are underemployed due to the implementation of isolation and social distancing measures due to the Covid-19 pandemic.

The VND 62,000 billion support package under Resolution No. 42/NQ-CP dated April 9, 2020 of the Government on measures to support people facing difficulties due to the Covid-19 pandemic is timely and addresses urgent situations. However, voters and people believe that the implementation is still confusing, the identification of beneficiaries is not suitable to the context and situation, so the disbursement of funds from the state budget to support people and businesses is low, not achieving the expected target. It is recommended that ministries, branches, authorities at all levels and relevant agencies need to evaluate, learn from experience, clarify the causes and responsibilities to better implement the support package under Resolution No. 68/NQ-CP of the Government to help businesses and people in a more substantial and practical way.

Voters and people are also worried and anxious that there are only 5 months left until the end of 2021, but a number of long-standing problems, inadequacies, and overlaps in mechanisms, policies, and legal regulations have not been resolved. If the Government and the National Assembly do not promptly remove these "bottlenecks", the ability to complete the socio-economic targets in 2021 will be very difficult.

In addition, according to the Central Committee of the Vietnam Fatherland Front, in the context of isolation and social distancing to ensure epidemic safety, a number of children are not allowed to go to school or play age-appropriately for a long time, which may affect their psychology, especially in urban areas and apartment buildings. This needs to be studied by authorities soon to find appropriate solutions and cannot be ignored.

Fulfilling promises to voters

Based on the opinions and recommendations of voters and people nationwide, the Presidium of the Central Committee of the Vietnam Fatherland Front Central Committee requests the deputies of the 15th National Assembly to uphold their responsibilities, strive to seriously and effectively implement the action program and promises to voters during the election campaign. Request the National Assembly to continue to innovate its organization and operations, improve the quality of law-making, decide on important issues of the country and exercise supreme supervision.

The Central Committee of the Vietnam Fatherland Front also proposed that the National Assembly, together with the Government, consider removing legal obstacles in appropriate forms such as issuing a law amending many laws or issuing resolutions for piloting issues that have not been regulated, contributing to freeing up resources in the difficult context caused by the Covid-19 pandemic for the economy and people (in abnormal conditions, if we still apply mechanisms and policies as usual, it will not meet practical requirements).

The Government needs to direct all levels and sectors to urgently deploy the action program to implement the Resolution of the 13th National Party Congress on the 5-year socio-economic development plan, national finance, and medium-term public investment for 2021-2025; research and develop a comprehensive project to strongly promote innovation, apply science and technology, and adapt to the digital economy.

Further strengthen the inspection and examination of cadres, civil servants and public employees performing public duties to improve the quality and progress of work, administrative reform index and people's satisfaction index with the activities of state administrative agencies.

The Government is also requested to pay attention to promptly promulgating and implementing the national target program on new rural construction and sustainable poverty reduction for the 2021-2025 period; focusing on removing difficulties and institutional obstacles to meet practical requirements in order to promote all resources, boost production and business; and resolutely not to break the production and supply chains of products.

The Government is requested to direct and control strictly to ensure transparency and equality in people's access to vaccines; strictly manage and publicize resources for Covid-19 prevention and control, especially funding and donations from businesses, organizations and individuals; and strictly handle organizations and individuals who violate the law.
