Hamlet 6, Thanh Phong commune was merged from the old hamlets 3, 4, and 5. After the merger, the hamlet's area expanded and the number of households increased to over 360; the people working in the hamlet had to work harder. This made it difficult to find people to work in the hamlet, which had been difficult for a long time, and even more difficult during the hamlet chief election and party cell congress for the 2022-2025 term.

Through understanding, the Commune Party Committee assigned comrades in the Standing Committee of the Commune Party Committee and the Executive Committee of the Commune Party Committee to work with the Party cell, the management board, and the hamlet Front work board to clearly identify factors related to ideological work and mobilize Party members to take on hamlet and people's work.

With active participation, the hamlet Party Committee selected enthusiastic, responsible, capable and prestigious people; the election of hamlet chief and the Party cell congress to elect the Party cell secretary, deputy secretary and Party cell committee members in the hamlet went smoothly, creating high consensus among cadres, Party members and the people.

As a result, out of the 3 comrades in the Party Committee, 2 new members joined, including the secretary, a retired cadre who turned 70 this year, and the deputy secretary and hamlet chief, who is 32 years old this year.

Comrade Phan Manh Hung - Secretary of Thanh Phong Commune Party Committee shared: Determining the role of cadres is extremely important, because each cadre has its own movement, cadres are the root of all work, especially the role of those working in the hamlet, where the Party cell secretary and hamlet chief are the ones who directly direct the movement. Therefore, the work of electing the hamlet chief and the Party cell congress is methodically directed by the Party Committee and the commune government.

The spirit of directing the election of hamlet chiefs and party cell congresses is urgent to spend time directing the construction of advanced new rural areas registered with the province and district, which will be completed in 2022.

In just 6 days, counting the first Party cell congress on May 9, by May 15, in Thanh Phong commune, 12/12 Party cells, including 7 rural Party cells, completed the Party cell congress to elect 32 Party cell committee members, including many young people, the youngest born in 1990, and retired cadres with practical work experience and prestige among Party members and the People. The average age of the Party cell committee is 50.9 years old. The election of the village chief ensures that 100% of them are Party members.

In Thanh Phong commune, after the Party cell congress and the election of hamlet chiefs, hamlets are starting to direct the implementation of advanced new rural criteria. Despite difficulties, hamlet 6 has built 2 welcome gates, poured 1.5 km of fresh concrete road, and many households have contributed over 20 million VND.

In the hamlets, we are also focusing on upgrading the criteria of traffic infrastructure, old cultural houses and implementing the construction of a new central cultural house after the merger; at the same time, we are growing flowers and shade trees to organize the construction of flower and tree roads in September and October...

Thanh Ha Commune Party Committee is also the unit that completed the election of village chief and the congress of the affiliated Party cell early. Although the number of Party members in each Party cell is more and the factors for electing the village chief are also broader (after the merger, the commune changed from 17 villages to 5 villages, of which 2 villages merged from 5 villages, 1 village merged from 3 villages, 2 villages merged from 2 villages), the majority of older Party members, while young Party members do not want to take on the work in the village.

Strive to complete the plan early

Comrade Nguyen Van Que - Standing Deputy Secretary of Thanh Chuong District Party Committee shared: Party cell congresses and election of hamlet chiefs are periodic activities, but clearly identified that, although not at the administrative level in the political system, blocks, hamlets, villages and communes play an extremely important role in conveying and bringing the Party and State's policies and guidelines into life.

In addition, the merger of hamlets increases the area of ​​operation, population size, and the complicated Covid-19 epidemic, affecting the ideology and psychology of not wanting to be "cadres" in some party members. Therefore, the election of hamlet chiefs and the Party cell congress for the 2022-2025 term is determined by the Party Committee from the district to the grassroots level as one of the key tasks to focus on directing, issuing plans, and providing very specific instructions to the grassroots level, especially the personnel and election process, electing hamlet chiefs first, and then the Party cell congress so that when the hamlet chief is a party member, he will continue to introduce the election of deputy Party cell secretary at the Party cell congress.

The District Party Committee assigns responsibility to the Standing Committee of the District Party Committee, members of the District Party Committee in charge of the points and members of the grassroots steering group to closely coordinate with the grassroots Party Committee to direct and remove difficulties and obstacles.

Similarly, at the commune level, plans are also developed, standing committees are assigned, and the implementation is carried out to grasp the situation at the grassroots level, and the Party cell and branch committees are directed to hold meetings to select people; the Front committee of the hamlet consults on personnel to elect the hamlet chief according to the process, and moves towards a successful Party cell congress.

Comrade Nguyen Trong Anh - Head of the Organizing Committee of Thanh Chuong District Party Committee said that the direction of the Party cell congress was carried out methodically, all Party committees selected model Party cell congresses and invited the Standing Committee, Executive Committee, and members of the district's grassroots leadership organization to attend.

After each congress, an assessment and remediation of the congress party cells is conducted after drawing experience. Thereby, timely rectification is made regarding the confusion in the management of the congress in some party cells. Or the report preparation does not follow the resolution of the party cell congress and the leadership role of the party cell committee and party cell of the previous term to fully assess the aspects that have been done and need to be promoted; the aspects that have not been done, review to clarify the responsibilities and causes; from there, propose solutions to overcome them in the next term.

On the other hand, due to incomplete research of directive and guidance documents, indecisive direction and partly subjective, up to this point, through the election of hamlet chiefs in 168 hamlets, 3/168 hamlet chiefs are not party members.

From the issues raised, Thanh Chuong District Party Committee has directed the grassroots Party committees to review and draw lessons to provide methodical direction, ensuring that the election of hamlet chiefs and the Party cell congress for the 2022-2025 term achieves the set goals and targets. The direction of Thanh Chuong District Party Committee is to exceed the time set by the province, striving to elect hamlet chiefs before August 10 and the Party cell congress before August 15, 2022; at the same time, exceeding the target of 90% of hamlet chiefs being Party members.
