Stick to the growth scenario to implement more drastically and promptly

On the morning of May 24, the Provincial People's Committee held a regular meeting for May 2022. Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting.

FOLLOW THE GROWTH SCENARIO, IMPLEMENT MORE RESOLUTIONATELY

After listening to the Department of Planning and Investment report on the socio-economic situation in May, key tasks and solutions for June 2022, leaders of departments, branches and sectors contributed their opinions and proposed solutions for the coming time. The Vice Chairmen of the Provincial People's Committee and Vice Chairmen of the Provincial People's Council also gave in-depth opinions on issues related to the tasks of the departments, branches and sectors.

Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee agreed with the assessments on the results of implementing the socio-economic development tasks in May. Besides the difficulties due to objective reasons, the site clearance work still has many shortcomings and has not met the requirements.

Emphasizing that June is of crucial importance in determining the overall socio-economic development results of the second quarter and the first 6 months of the year, the Chairman of the Provincial People's Committee requested departments, branches and localities to focus on implementing well 5 groups of tasks.

The head of the Provincial People's Committee requested departments, branches and localities to focus more closely on growth scenarios for the 2022 plan, thereby assessing and calculating the capacity, implementing more drastically and promptly, and striving to achieve the highest set targets. According to the growth scenario, Nghe An's growth rate in the second quarter of 2022 will reach 8 - 8.6% and in the first 6 months will reach 7.7 - 8.7%.

Although Nghe An has basically controlled the Covid-19 epidemic, we must not be subjective and need to promote vaccination, prioritizing children aged 5-11, and completing vaccination for people over 18. On the other hand, continue to deploy tasks and solutions to implement the Socio-Economic Recovery and Development Program according to Resolution 11 of the Government and the plan of the Provincial People's Committee.

In particular, 6 working groups of the Provincial People's Committee focused on reviewing tasks, evaluating the results of 6 months of activities, and proposing solutions for the coming time. Focusing on removing obstacles and barriers to production and business activities, especially business activities that are being restored, in the spirit of more practical and effective activities.

The head of the Provincial People's Committee assigned the Department of Planning and Investment to preside over the preparation of a report assessing the socio-economic development tasks in the first 6 months of the year and tasks and solutions for the last 6 months of the year; Focus on completing the Provincial Planning for the period 2021-2030, with a vision to 2050 on schedule; Coordinate with units and localities to proactively deploy the contents of summarizing 10 years of implementing Resolution 26 of the Politburo.

In addition, prepare a summary report on Resolution 39 on socio-economic development of the North Central and Central coastal provinces; Advise the Standing Committee of the Provincial Party Committee on the resolution on handling projects behind schedule and projects using land for the wrong purpose; Build a database system to manage non-budgetary investment projects; Prepare to summarize the cooperation program between Ho Chi Minh City and the North Central provinces.

Sectors also need to pay attention to flood and storm prevention and control; forest fire prevention and control, forest protection; advise on activities to promote industrial and commercial production in the spirit of saving and efficiency; monitor the production and supply of electricity; coordinate with investors to adjust the investment policy of Cua Lo deep-water port project; advise on removing difficulties and obstacles to quickly restore the tourism sector; advise on building a Resolution on sustainable development strategy for the marine economy, land procedures; urban development program to submit to the Standing Committee of the Provincial Party Committee.

SPEED UP THE DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL

The head of the Provincial People's Committee requested the sectors in the Finance Sector to focus on reviewing to ensure revenue sources, control expenditure activities, implement cost savings, and spend on target. Proactively guide the sectors to appraise the list of public services using the State budget.

Regarding the disbursement of public investment capital, the Chairman of the Provincial People's Committee said that this is an issue that the leaders of the Provincial People's Committee mentioned in every meeting. Up to now, the disbursement rate of public investment capital in the province is higher than the national average, but we still have to focus on directing to speed up the disbursement progress. Therefore, the Department of Planning and Investment must advise the Working Group of the Provincial People's Committee to strengthen work with investors to inspect and have plans to promote disbursement to meet requirements.

In particular, departments, branches and localities must pay attention to procedures for newly started projects and the construction capacity of some contractors. In June, classify public investment projects to calculate the disbursement capacity, on that basis, plan and propose capital transfer plans for projects that are not able to fully disburse capital in 2022. Regarding site clearance work, especially key projects, which are still delayed at this point, it is recommended that the Department of Transport coordinate with the Provincial Police and localities to resolve the matter in accordance with legal regulations.

Concerned about the lives of workers and laborers, the Chairman of the Provincial People's Committee requested the Department of Labor, Invalids and Social Affairs to focus on implementing well and quickly the policy of supporting housing rental for workers, trying to complete it in August; pay attention to connecting supply and demand to solve the problem of labor shortage, arranging labor for businesses with recruitment needs. Carefully prepare to celebrate the 75th anniversary of War Invalids and Martyrs Day; summarize 10 years of implementing the Provincial People's Committee's Decision on assigning agencies and units to help poor communes in the Western region.

Departments and branches must also pay attention to State management of administrative reform, administrative procedure reform, strengthening administrative discipline and order, especially implementing transparency in administrative activities through digitalization in the spirit of reusing digitalization results in performing State management tasks; proactively implementing the contents of the annual work program, ensuring progress and quality, especially the contents of reports and draft resolutions at the upcoming Provincial People's Council meeting.

In addition, continue to focus on the project to expand Vinh City; develop e-Government towards digital government. Continue to ensure security, order and social safety in the area, strengthen prevention, combat and handling of crimes; carefully prepare for the 2022 provincial defense and civil defense drills.
