(Baonghean.vn) - The Central Economic Commission's monitoring delegation assessed that the mobilization, management and use of social policy credit capital in Nghe An province ensured timeliness, accuracy, correct targets, high efficiency and good quality.

On the afternoon of June 15, the Central Economic Commission's Supervisory Delegation led by Comrade Do Ngoc An - Deputy Head of the Central Economic Commission worked with the Standing Committee of Nghe An Provincial Party Committee on the implementation of Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat on the situation of mobilizing, managing and using social policy credit capital.

Working with the delegation were comrades: Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee; Bui Thanh An - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; and leaders of a number of departments, branches and sectors.

LOAN TURNOVER REACHED OVER 23,000 BILLION VND

After more than 8 years of implementation, Nghe An province has promptly disseminated and thoroughly grasped Directive No. 40-CT/TW, Conclusion No. 06-KL/TW and the Central Government's directive documents to relevant levels, sectors, agencies and units in the area.

Since then, it has made positive changes in the leadership and direction of Party committees, Party organizations, and authorities towards policy credit; raised awareness among cadres, Party members, civil servants, public employees, and people of all walks of life, contributing to the effective implementation of the social policy credit program. The major policies of the Secretariat have truly entered life, with strong and positive impacts.

By December 31, 2022, the total capital reached nearly VND 10,878 billion, an increase of VND 4,636.7 billion compared to 2014, with an average annual growth rate of 9.28%/year. Of which, the capital provided by the Social Policy Bank was VND 10,627 billion; the capital entrusted to localities reached VND 250.9 billion.

In the period 2014 - 2022, the total loan turnover reached 23,117 billion VND. Preferential credit capital has provided capital to 714,341 poor households and policy beneficiaries, thereby helping 193,028 poor households overcome the poverty line; 42,779 students from poor households, near-poor households, and households facing financial difficulties due to objective reasons have received financial support to pay tuition fees.

30,479 workers received capital support to create stable jobs from the National Employment Support Fund; 3,002 workers from poor households and policy beneficiaries received capital support to work abroad.

Over 180,000 households living in rural areas were supported with loans to build clean water and sanitation facilities that meet standards, contributing to improving the quality of life and reducing environmental pollution in rural areas; 10,754 poor households were supported with capital to build and repair houses, eliminating dilapidated and makeshift houses for the poor.

At the meeting, Nghe An province proposed that the Government, the Prime Minister and ministries and branches study and amend a number of points in the lending regulations of current policy credit programs.

Specifically, the maximum loan term of the loan program for newly escaped poverty households will be increased from 5 years to 10 years (equivalent to the maximum loan term of the program for poor and near-poor households); the maximum loan amount of the rural clean water and environmental sanitation program will be increased from 10 million VND to 20 million VND/project.

At the same time, pay attention to supplementing capital sources for the Social Policy Bank to provide loans to support job creation, maintain and expand employment for workers, especially workers who have lost their jobs due to the impact of the Covid-19 pandemic, and workers in localities frequently affected by natural disasters.

At the meeting, provincial leaders and related departments and branches discussed and clarified related contents with the Supervisory Delegation.

Comrade Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee affirmed that the Standing Committee of Nghe An Provincial Party Committee always attaches importance to the mobilization, management and use of social policy credit capital; considering this a regular, important and continuous task. Through the meeting, many issues have been clarified, thereby helping Nghe An better implement social policy credit activities, a policy with profound humanity, ensuring social justice and sustainable development.

In particular, Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu affirmed that the province is currently developing a project to continue increasing the capital source entrusted locally, from the current position of 29th out of 63 provinces and cities to the top 15 provinces and cities nationwide in the coming time.

At the same time, it is recommended to continue to supplement capital from the Social Policy Bank for the province to meet the needs that have been lacking through the recent review; research and consider allowing labor export workers to borrow money to pay labor export brokerage fees, thereby creating conditions for workers not to have to borrow from commercial banks with higher interest rates.

Deputy Secretary of the Provincial Party Committee Hoang Nghia Hieu assigned the Party Committee of the Provincial People's Committee to preside over connecting organizations and units to supplement and complete the report to send to the Central Economic Committee and the Supervisory Delegation.

TIMELY, ACCURATE, RIGHT TARGETED, HIGHLY EFFECTIVE

Concluding the meeting, Deputy Head of the Central Economic Commission Do Ngoc An - Head of the monitoring delegation assessed the implementation of studying and thoroughly grasping Directive No. 40-CT/TW and Conclusion No. 06-KL/TW of the Secretariat on the situation of mobilizing, managing and using social policy credit capital in Nghe An province, which were promptly deployed to all levels and sectors, thereby creating very positive changes.

In particular, Nghe An has a new feature compared to many other provinces and cities in directing 100% of districts, cities and towns to issue plans to put the Party's policy on credit policy work into practice.

The Deputy Head of the Central Economic Commission also assessed that the leadership and direction of the Party Committee and the government on social policy credit activities in Nghe An has been strengthened, demonstrating unity, synchronization, comprehensiveness and quite positive effectiveness; awareness of the important role and position of social credit policy is quite clear, especially focusing on hunger eradication, poverty reduction, job creation, new rural construction, social housing construction for households in difficulty, support for poor students, etc.

Comrade Do Ngoc An also acknowledged that the Vietnam Fatherland Front of Nghe An province and socio-political organizations are increasingly proactive, active and responsible in implementing social credit policies; thereby further fostering the people's trust in the Party.

During the working session, Deputy Head of the Central Economic Commission Do Ngoc An - Head of the monitoring delegation, suggested that the province continue to balance and prioritize the allocation of local budgets entrusted to the Social Policy Bank to supplement capital sources for the poor and other policy beneficiaries; at the same time, focus on social policy credit capital sources originating from the State budget, charitable capital sources and other legal capital sources into the Social Policy Bank.
