THE BIGGEST, MOST COMPLETE REGULATION EVER

Regulations on Party disciplinary action are the basis, foundation, and basic standard line for Party members to strive for, cultivate, and practice moral qualities and lifestyle; basic orientation for Party members to act, promote the leading and exemplary role.

At the same time, these regulations help party organizations and party members to self-criticize and criticize, proactively self-correct and self-transform themselves so as not to violate party regulations in the process of performing assigned duties and tasks and performing party member duties.

These regulations also aim to meet the requirements for Party committees and Inspection Committees at all levels to ensure the motto: Fairness, accuracy, and timeliness in enforcing Party discipline.

On July 6, 2022, on behalf of the Politburo, Comrade Vo Van Thuong - Politburo member, Standing member of the Secretariat signed and issued Regulation No. 69-QD/TW on disciplining violating Party organizations and Party members; replacing Regulation No. 07-QDi/TW on disciplinary actions against violating Party organizations and Regulation No. 102-QD/TW on disciplinary actions against violating Party members of the 12th Politburo.

Deputy Head of the Central Inspection Commission Hoang Van Tra said: This is the largest and most complete Party Disciplinary Regulation ever issued on the issue of Party discipline.

Quy định gồm 4 Chương, 58 Điều (Chương I: Quy định chung; Chương II: Kỷ luật tổ chức đảng; Chương III: Kỷ luật đảng viên vi phạm; Chương IV: Điều khoản thi hành).

Nội dung Quy định được hệ thống tương đối toàn diện, đầy đủ, cụ thể và bao quát các phương diện trong đời sống xã hội. Các vi phạm của tổ chức đảng, đảng viên được đặt trong một quy định thống nhất, đồng bộ để xác định cụ thể các hành vi và chế tài xử lý làm căn cứ để kỷ luật.

Quy định 69 đảm bảo nguyên tắc kỷ luật một tổ chức đảng phải xem xét rõ trách nhiệm của tổ chức, đồng thời xem xét trách nhiệm của từng cá nhân; và ngược lại, khi kỷ luật đảng viên phải kiểm điểm, xử lý trách nhiệm của tổ chức đảng quản lý đảng viên vi phạm.

Quy định này thể hiện quyết tâm nhất quán của Đảng trong việc giữ vững kỷ cương, kỷ luật của Đảng, xây dựng Đảng trong sạch, vững mạnh, đấu tranh ngăn chặn, đẩy lùi tình trạng suy thoái về tư tưởng chính trị, đạo đức lối sống, những biểu hiện “tự diễn biến”,“tự chuyển hóa” trong nội bộ; tình trạng tham nhũng, lãng phí, tiêu cực, tha hóa quyền lực đã xảy ra trong một bộ phận tổ chức đảng, đảng viên.

Hội nghị đã nghe Phó Chủ nhiệm Ủy ban Kiểm tra Trung ương Hoàng Văn Trà quán triệt nội dung Quy định 69, đặc biệt là các điểm mới trong Quy định tập trung ở 3 nội dung chính: Quy định các hành vi mới trên cơ sở tổng kết thực tiễn và dự báo về các vi phạm trong thời gian tới; điều chỉnh tăng nặng hoặc giảm nhẹ chế tài đối với hành vi vi phạm được quy định trước đây; xác định rõ động cơ, mục đích, hậu quả của hành vi vi phạm làm căn cứ áp dụng chế tài phù hợp với thực tiễn và đồng bộ với quy định mới của Đảng và pháp luật với mục đích để tổ chức đảng, đảng viên không vi phạm, không dám vi phạm kỷ luật của Đảng.

Đồng chí Lê Văn Giáp - Ủy viên Ban Chấp hành Đảng bộ tỉnh, Phó Chủ nhiệm Thường trực Ủy ban Kiểm tra Tỉnh ủy quán triệt Đề án số 13-ĐA/TU, ngày 4/1/2022 của Ban Thường vụ Tỉnh ủy về nâng cao chất lượng, hiệu quả công tác giám sát thường xuyên của cấp ủy, các ban xây dựng Đảng, Văn phòng Tỉnh ủy, Cơ quan Ủy ban Kiểm tra Tỉnh ủy giai đoạn 2021 -2025.

Theo đó, mục tiêu của Đề án là nhằm nâng cao năng lực lãnh đạo, sức chiến đấu của Đảng, góp phần tạo sự đoàn kết thống nhất, giữ vững kỷ cương, kỷ luật trong Đảng; phòng ngừa, ngăn chặn sự suy thoái về chính trị, tư tưởng, đạo đức, lối sống của cán bộ, đảng viên, góp phần thực hiện thắng lợi Nghị quyết Đại hội toàn quốc lần thứ XIII của Đảng, Đại hội Đảng bộ tỉnh lần thứ XIX.

SERIOUSLY AND EFFECTIVELY IMPLEMENT REGULATIONS ON INSPECTION, SUPERVISION AND DISCIPLINE IN THE PARTY

Concluding the conference, comrade Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee emphasized the importance of Regulation No. 69 of the Politburo, Project No. 13 of the Provincial Party Committee Standing Committee, as well as the implementation of these contents; thereby, the Provincial Party Committee Standing Committee hopes that Party organizations will be fully and comprehensively informed of documents from the Central to local levels to be determined to better perform inspection, supervision and especially disciplinary work within the Party according to the new regulations.

Appreciating the seriousness, concentration in listening and absorbing the contents of the delegates attending at all the connecting points, on behalf of the Provincial Party Standing Committee, Standing Deputy Secretary of the Provincial Party Committee Nguyen Van Thong hopes that the Party committees, Party organizations, Party committee members, and inspection committees at all levels will acquire, update, and absorb a lot of knowledge and information to better perform the leadership, direction, and implementation of inspection, supervision, and disciplinary enforcement tasks in the Party in the coming time.

Citing the Charter of the Communist Party of Vietnam, which affirms: "Inspection and supervision are the leadership functions of the Party", as well as the assessment of the causes leading to inadequacies in the Party's inspection and supervision work pointed out by General Secretary Nguyen Phu Trong at the Conference summarizing the inspection and supervision work of the 12th Party Congress, the Standing Deputy Secretary of the Provincial Party Committee affirmed: The Party's inspection and supervision strategy until 2030 emphasizes the importance of continuing to innovate the inspection and supervision model; first of all, promoting the self-control awareness of each cadre and Party member in complying with the Party's regulations and the State's laws.

Along with that, the role of inspection and supervision in the party organization system must be given special attention, promoting the role of the Party Committee and the responsibility of the leader; if the leadership collective and the leader pay attention, the inspection and supervision work will be performed better; on the contrary, if the leader or the entire leadership collective takes the inspection and supervision work lightly or even intervenes against principles or regulations, the inspection and supervision activities can easily become formal, perfunctory, invisible, and even cover up violations and shortcomings.

Therefore, in order to absorb, comprehend and concretize the contents of the Central and provincial documents on inspection, supervision and disciplinary work in the Party, the Standing Deputy Secretary of the Nghe An Provincial Party Committee noted that it is necessary to continue to disseminate and thoroughly grasp the regulations of the Party, the Central and the province on inspection, supervision and disciplinary work to Party committees, Party organizations, Party members and inspection committees at all levels; at the same time, it is necessary to carefully study and seriously and effectively implement the regulations in practical work at their units and establishments.

After the conference, based on the content of the topics that have been researched and studied, comrade Nguyen Van Thong requested that district, city, town party committees and affiliated party committees proactively develop plans and organize professional training for cadres to do inspection work well; thereby organizing more effective and better implementation of inspection and supervision work in localities and units on a regular basis.
