The subject arrested by Dien Chau District Police is Vu Van Toan (born 1982), residing in Thanh Hai Commune, Thanh Liem District, Ha Nam Province.

Previously, through the work of grasping the local situation, Dien Chau District Police discovered a ring specializing in supplying large quantities of synthetic drugs from abroad through mountainous districts for consumption in Dien Chau District and neighboring districts. In addition, the subjects also transported drugs to the northern provinces for consumption.
