Provincial Party Secretary Nguyen Dac Vinh: Issues related to people must be given special attention and resolved

On the afternoon of October 16, the Provincial National Assembly Delegation had a working session with the Provincial People's Committee to hear about the socio-economic development situation, and the province's proposals and recommendations to the Central Government.

Proposing the Central Government to allocate capital for key projects

At the meeting, the Provincial People's Committee reported on the province's socio-economic development results in the first 9 months of the year and the socio-economic development plan for 2020.

At the same time, the Provincial People's Committee proposed to the Provincial National Assembly Delegation to recommend to the Government to soon study and issue a new decree to replace Decree No. 14/2014/ND-CP dated April 4, 2014 and Decree No. 37/2014/ND-CP dated May 5, 2014 of the Government on specialized agencies under the People's Committees at the provincial and district levels in accordance with the current practical situation.

When issuing a new decree, the Government should stipulate a framework for the number of specialized agencies under the People's Committees at the provincial and district levels in accordance with the situation and specific characteristics of each locality.

The province proposed to the Prime Minister to allocate capital for a number of key projects and works such as: the coastal road project from Nghi Son (Thanh Hoa) to Cua Lo (Nghe An); the investment project to build the Muong Xen - Ta Do - Khe Kien road.

According to the report of the Provincial National Assembly Delegation, at the 7th session of the 14th National Assembly, the Provincial National Assembly Delegation compiled 38 opinions and recommendations from voters of Nghe An province and sent them to the Government, Ministries and branches. The recommendations focused on a number of areas such as: policies for people with meritorious services, support policies for ethnic minorities, remote mountainous areas, national grid coverage to mountainous areas of the province...

Up to now, the Provincial National Assembly Delegation has received 22 written responses from Ministries and branches and forwarded them to districts, cities and towns for voters to know. At the recent pre-session voter contact session, the Provincial National Assembly Delegation has compiled 20 opinions and recommendations from voters to send to the National Assembly, the Government, and Central Ministries and branches.

Raise responsibility in resolving people's petitions

Speaking at the meeting, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the province Nguyen Dac Vinh highly appreciated the coordination between the Provincial People's Committee and the National Assembly Delegation. Specifically, the Provincial People's Committee directed departments and branches to send representatives to participate in meetings with voters and National Assembly deputies, thereby directly answering many suggestions of voters' interest. This is an opportunity for officials of departments and branches to go to the grassroots to meet with people to have more channels to grasp information about their industry.

Regarding the work of building laws, the Provincial Party Secretary requested that sectors be proactive, participate in contributing opinions, and be responsible in building and amending laws when promulgating and implementing laws in accordance with practical life.

According to the Provincial Party Secretary, for issues related to the people, departments and branches need to pay special attention to promptly resolving them. For example, issues related to land, the issuance and renewal of Land Use Right Certificates are the contents that voters often request. Therefore, the Department of Natural Resources and Environment needs to have a team of specialized staff to perform well the functions of consulting and guiding, and at the same time review and perfect the mechanism for issuing Land Use Right Certificates to ensure timely transparency and efficiency.

The Provincial Party Secretary requested the Provincial People's Committee to direct the sectors to carefully study and develop a plan for socio-economic development for the next 5 years as a basis for orientation and to mobilize investment resource support from the central budget.

Speaking at the meeting, Chairman of the Provincial People's Committee Thai Thanh Quy assessed: Many opinions and recommendations from voters and the province have been received by the National Assembly Delegation, synthesized and forwarded to ministries, departments, branches, the Government and the National Assembly. In particular, many policies have been issued, and a number of projects have been included in the list of investment capital allocation from the Central Government.

Regarding participation in law-making, the Provincial People's Committee will direct departments and branches to participate responsibly, contributing to bringing the law into life closer to reality; participating in supervision and contact with voters of the Provincial National Assembly delegation.

“Departments and branches need to be extremely responsible, answer briefly, clearly, and specifically, clearly expressing their views on whether they can or cannot be resolved and when they will have results. Avoid general answers, roundabout explanations, and not focusing on the main points,” emphasized Chairman of the Provincial People's Committee Thai Thanh Quy.

The Chairman of the Provincial People's Committee directed the sectors to review and prepare contents to serve the Provincial National Assembly Delegation's upcoming work with ministries and sectors.
