Provincial Party Secretary: Department of Home Affairs needs to issue a mechanism to evaluate cadres, civil servants and public employees
(Baonghean.vn) - According to Provincial Party Secretary Nguyen Dac Vinh, the most important factor in administrative reform is the human factor. Therefore, the Department of Home Affairs needs to advise the province, departments, branches and localities on solutions to carry out the work of evaluating cadres, especially issuing a mechanism to handle cadres and civil servants who do not complete their tasks.
On the afternoon of August 21, the Provincial Party Committee's Inspection Team No. 9 led by Comrade Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation had a working session with the Department of Home Affairs on the results of the implementation of the Project to promote administrative reform (PAR); improve the quality of cadres, civil servants and public employees in the period of 2016 - 2020.

Clarifying many issues
Discussing at the meeting, members of the inspection team requested the Department of Home Affairs to clarify issues related to existing institutional reforms, difficulties in handling administrative procedures, especially difficulties in granting construction permits, overlapping authority in granting mining permits; the unnecessary reduction of time for administrative procedures has not been clearly demonstrated at provincial, district and commune level agencies; the rate of overdue one-stop and one-stop applications is still high.

The delegation also requested the Department to clarify the assessment of people and businesses' satisfaction; provision of online public services according to the project's objectives is low; information technology infrastructure is still limited; streamlining the education sector's payroll, merging agencies and units; results of labor contract processing; issuance of a set of tools to evaluate cadres; and a mechanism to eliminate those who do not complete their tasks.
Delegates also expressed concerns about the issuance of documents contrary to the provisions of the law; the quality and progress of job position projects; decentralization in management and administration; unsynchronized leadership and direction of administrative reform work; and recommended that the Department of Home Affairs should advise on a project to reduce meetings for the province...

From 2016 to present, 19 departments, branches and sectors have advised on 53 Decisions to promulgate 2,817 administrative procedures; 12 units have reviewed, simplified and shortened the implementation time with 3 procedures having simplified dossier components; 190 procedures have shortened the time, the total shortened time is 1,088 days.
To date, the one-stop mechanism has been implemented in 21/21 provincial departments, agencies, and branches, 21/21 districts, cities, and towns, and 480/480 communes, wards, and towns. The modern interconnected one-stop model at the district level has been deployed in 14/21 districts, cities, and towns (9 units in operation, 5 units in implementation).
Consulting on assessment and testing of staff
Concluding the meeting, Provincial Party Secretary Nguyen Dac Vinh affirmed: Administrative reform is an important and urgent task, with great impact on the socio-economic development of the province.
Therefore, it is required that administrative reform work must be carried out in a substantial, scientific and effective manner; not in a mass-market manner but in a systematic manner. At the same time, administrative reform must be carried out synchronously and comprehensively from top to bottom, from bottom to top.

Orienting the tasks in the coming time, the Provincial Party Secretary requested the Department of Home Affairs to be the advisory agency for the province on administrative reform work, so the Department needs to closely follow the contents of the Project to carefully review the contents and objectives of the project that have been achieved and not achieved, and achieved low levels to advise on effective implementation solutions.

“The evaluation of cadres must assess two factors, which are the qualities and the ability to perform the work of the cadres. Along with that, it is necessary to pay attention to improving the quality of recruitment, leadership examinations, training and fostering of cadres” - the Provincial Party Secretary emphasized.

The Department needs to review and continue to simplify the components of the dossier and the time to handle administrative procedures. The handling of administrative procedures must not be done mechanically or according to targets, but the reduction of administrative procedures must be linked to the quality of work handling.
At the same time, the Department needs to strengthen solutions to tighten administrative discipline, promote the responsibility of heads of local agencies and units in implementing administrative discipline; advise on the effective implementation of the policy of merging and streamlining the staff of agencies and units in the province.
