Provincial Party Secretary: The personnel process for party congresses at all levels must be objective and impartial.

On the afternoon of November 11, the Standing Committee of Nghe An Provincial Party Committee held a conference to disseminate and implement Directive No. 35-CT/TW dated May 30, 2019 of the Politburo on party congresses at all levels towards the 13th National Party Congress, and Directive 36-CT/TW dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat.

The conference was also attended by members of the Provincial Party Executive Committee; leaders of Party committees, Inspection Committees, offices of the Provincial Party Committee, People's Council, People's Committee, National Assembly Delegation of the province; Provincial Fatherland Front Committee and heads of departments, branches, sectors, and mass organizations at the provincial level; leaders and heads of Party committees of districts, cities, town Party Committees, and affiliated Party Committees...

Reduce the number of provincial and district party committee members by 5%.

Implementing Directive No. 35 - CT/TW of the Politburo, on October 28, the Standing Committee of Nghe An Provincial Party Committee issued Circular No. 13-TT/TU on Party Congresses at all levels; the Provincial Party Committee's Organizing Committee issued Instruction No. 51-HD/BTCTU dated October 28 on guidance on personnel work at Party Congresses at the grassroots and upper-level levels for the 2020-2025 term.

At the conference, comrade Ho Phuc Hop - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee, disseminated some basic contents of Directive No. 35 - CT/TW and related documents of the province on: content of party congresses at all levels, preparation of congress documents.

Personnel preparation and election of Party Committees (Party Committee member standards; time for calculating age and age for joining Party Committees, government, Fatherland Front and socio-political organizations; structure, number of Party Committee members, standing members and deputy secretaries of Party Committees; Party Committee personnel procedures).

Regarding the number of Party committees, the Provincial Party Standing Committee requested to reduce the number of Party committee members at the provincial and district levels by about 5% compared to the maximum number determined by the Central Committee for the 2015-2020 term.

For grassroots party committees (including grassroots party committees assigned some powers at higher levels), the number will basically be the same as the 2015-2020 term and will be considered and decided by competent authorities accordingly.

For commune-level party committees, the merger and consolidation shall be carried out according to the plan of the Provincial Party Standing Committee and separate instructions of the Provincial Party Organization Committee...

The Provincial Party Standing Committee selected the Party Committees of Con Cuong and Yen Thanh districts, Cua Lo town, and the Provincial Border Guard Party Committee as the guiding points for the Party Congress for the 2020-2025 term.

The duration of the Party cell congress under the grassroots Party Committee shall not exceed 1 day (starting from January 2020, completed in March 2020); the Party member congress or the grassroots Party Committee congress shall not exceed 2 days (starting from April 2020, completed before June 30, 2020); the Party Committee congress at district level and equivalent shall not exceed 3 days (completed before August 31, 2020); the Provincial Party Committee congress shall not exceed 4 days (completed before October 31, 2020).

The time for preparatory meetings for district-level and equivalent congresses and above shall not exceed half a day. The time for organizing model congresses for grassroots-level party committees and party cells directly under upper-level party committees shall be before March 30, 2020, and for district-level and equivalent congresses before May 30, 2020.

At the conference, leaders of some localities and the provincial Party Committee also expressed their opinions regarding the instructions of the Central and the province. Comrade Ho Phuc Hop - Head of the Provincial Party Committee's Organization Committee also responded to the opinions.

Implement human resource procedures objectively and impartially

Speaking at the conference, Provincial Party Secretary Nguyen Dac Vinh emphasized that the Central Committee had discussed and deliberated very carefully to issue Directive No. 35 - CT/TW and clear guidance documents, and implemented them in a unified manner. Therefore, Party committees at all levels need to thoroughly grasp and strictly implement the documents of the Central Committee and the province on Party congresses at all levels. This is a consistent viewpoint.

During the process from now until the congress, if Party committees at all levels discover any shortcomings, they must promptly reflect them. If there is anything unreasonable or contrary to regulations, they must amend it for accurate implementation or report it to the Central Committee.

According to the Provincial Party Secretary, although the procedures and regulations are very clear, success still depends on the human factor. “Regulations and procedures are necessary conditions, but the sufficient condition lies with the people who implement them. Therefore, leaders of party committees at all levels must have the spirit of directing the implementation of personnel procedures in a truly objective and impartial manner,” the Provincial Party Secretary emphasized to the core staff at the district level and the provincial departments, branches and sectors attending the conference.

Comrade Nguyen Dac Vinh also requested that the relevant Party committees at all levels proactively grasp the ideas in advance and request the grassroots to develop personnel plans for study in the places where communes and hamlets are merged in order to successfully organize the congress. He also discussed some of the contents that the delegates raised at the conference.

Also at the conference, delegates listened to the dissemination of Directive 36-CT/TW dated August 16, 2019 of the Politburo on strengthening and improving the effectiveness of drug prevention, control and combat and the Action Program to implement Directive No. 36-CT/TW of the Provincial Party Standing Committee.

Regarding this content, Provincial Party Secretary Nguyen Dac Vinh emphasized that the work of preventing and combating drugs is currently facing much greater challenges, which is reflected in the number and frequency of drug-related cases and crimes, especially synthetic drugs, detected and arrested by authorities.

Therefore, the entire political system needs to continue to be deeply aware of the dangers of drugs and implement solutions to combat, prevent and combat this type of crime, considering this an extremely urgent task.
