Ministry of Transport adds underpass on North-South Expressway section through Dien Chau district

On the morning of July 19, in Hoang Mai town, Deputy Minister of Transport Nguyen Nhat worked with localities where the North-South Expressway runs through Nghe An. On the provincial side, comrade Le Hong Vinh - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee co-chaired.

At the meeting, the localities with the North-South Expressway running through them highly agreed with the State's policy of implementing this major project. Through this, the localities proposed a number of recommendations: It is necessary to study the design of underpasses and tunnels across the expressway in accordance with the actual conditions of the locality, especially the study of hydrological factors to design appropriate bridge and culvert spans, avoiding flooding in the rainy season.

Some opinions also suggested: The system of residential roads on both sides of the highway should be suitable to the local conditions of the new rural communes being built; the issue of moving cemeteries in some localities should be implemented soon; there should be an early plan for resettlement areas so that people know, creating the most favorable conditions for people. The project needs to design a noise-proof system on the roads passing through residential areas.

Localities that have to liberate schools need to implement it soon to ensure teaching and learning in the new school year...

Vice Chairman of the Provincial People's Committee Le Hong Vinh said: This is a large project that the province has prepared best in terms of design and site clearance...

Hereby, the Vice Chairman of the Provincial People's Committee directed Project Management Board 6 to absorb the suggestions of localities to avoid future errors when implementing the project. Assign the Department of Transport to carefully study the options for the entrance and exit routes during the implementation of the expressway project. The Department of Natural Resources and Environment coordinates with relevant departments and branches to implement the compensation and site clearance policy in a consistent and scientific manner.

For the remaining small areas of agricultural land of households after land recovery, localities must clearly identify each area to have appropriate treatment plans.

At the same time, localities should promptly notify electricity and telecommunications units, water plants... whose projects cross the highway to have timely handling plans.

Comrade Le Hong Vinh - Vice Chairman of the Provincial People's Committee pledged to the Deputy Minister of Transport that Nghe An will promptly carry out site clearance work so that the North - South Expressway project can be implemented on schedule as planned.

Deputy Minister of Transport Nguyen Nhat said that the Ministry of Transport agrees with the opinion of the two communes of Dien Yen and Dien Dong (Dien Chau) to keep the overpass intact, but add a culvert under the overpass and the highway to facilitate people's travel.

Some proposals from localities related to complaints, requesting district and commune leaders to explain with reason so that people can follow the State's policies.

Nghi Son - Dien Chau sub-project has a total route length of 50 km, of which Thanh Hoa is 5.88 km, Nghe An is 44.1 km, with a total investment of 8,380 billion VND. The land area to be recovered is about 376.51 ha; The number of resettled households is about 350 households.

Dien Chau - Bai Vot Sub-Project: Total investment is 13,338 billion VND, of which the State capital is about 8,077 billion VND, length is about 44.35 km passing through 3 districts (21 communes); Land area to be recovered is about 361.06 ha; Number of resettled households is about 347 households.
