Social isolation of Vinh city according to Directive 16 of the Prime Minister

SOCIAL ISOLATION IN VINH CITY ACCORDING TO DIRECTIVE 16

Based on the reality and reports of the health sector, Mr. Nguyen Duc Trung - Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Covid-19 Prevention and Control assessed that the Covid-19 epidemic in the province is developing rapidly and complicatedly. Therefore, the strongest measures must be used to control and limit the spread of the epidemic on a large scale.

The Chairman of the Provincial People's Committee assessed that, in the past, the tracing work has been carried out drastically and quickly, but clearly there are still limitations. Therefore, in the coming time, this work must be faster, more drastic and more thorough. The Public Security sector must take the lead in this work, strictly handling cases of dishonest and evasive declarations that affect the work of preventing and fighting the Covid-19 epidemic.

Vinh City must be proactive in building and organizing centralized quarantine sites to ensure conditions in accordance with regulations. In addition, all other localities must also report to the Steering Committee for Covid-19 Prevention and Control on the selection of locations to build centralized quarantine areas. Promote the responsibility of community surveillance teams in residential areas to promptly detect high-risk cases.

Chairman of the Provincial People's Committee Nguyen Duc Trung decided that from 0:00 on June 19, the entire Vinh city will be socially isolated according to Directive 16 of the Prime Minister. Unified organization of screening testing through rapid testing in Vinh City with the spirit of the fastest possible. Vinh City proactively develops plans and targets, coordinates with the health sector, and focuses on sufficient human and material resources to carry out this task, and can be completed within 2 days at most.

In particular, we must focus on rapid testing for people within a 300m radius at the intersection of Pham Dinh Toai and Ha Huy Tap streets (Vinh City). This task must be completed on the night of June 18.

The Chairman of the Provincial People's Committee requested the early construction of a field hospital in Hung Nguyen district. In addition, attention should be paid to working conditions for frontline forces in epidemic prevention. Localities must proactively allocate funds for epidemic prevention and control; the provincial budget will support disadvantaged localities and support people in difficult circumstances.

To effectively implement social distancing according to Directive 16 in Vinh City, sectors must have documents guiding cadres, civil servants, workers, people, businesses... to implement.

For Dien Chau district, social distancing is still implemented according to Directive 16 in 6 communes: Minh Chau, Dien Thinh, Dien Cat, Dien Tan, Dien Trung, Dien Kim; the remaining communes implement social distancing according to Directive 15.

The Chairman of the Provincial People's Committee also requested press agencies to step up communication work to raise people's awareness. In particular, the entire political system, all levels, sectors and organizations must take drastic action and focus their forces on the prevention and control of the Covid-19 epidemic.

The head of the provincial Steering Committee for Covid-19 Prevention and Control requested localities to organize screening and home quarantine of Vinh City citizens returning to the area from June 18, 2021. Those who returned before June 18 are required to make a full health declaration and regularly monitor their health.

THE WHOLE PROVINCE HAS 5 SOURCES OF INFECTION

Previously, Associate Professor, Dr. Duong Dinh Chinh - Director of the Department of Health said that up to this point, the province has recorded 20 positive cases of Covid-19. Of which, the cases in Vinh City are the most complicated, many cases have unknown sources of infection, while the infection cycle is very fast.

Currently, there are 5 sources of infection in the province. The first source is from Huong Son district (Ha Tinh) through a case working as a hair washer in Ha Huy Tap ward (Vinh city). The second source is a case of a bank employee in Hung Dung ward; the third source is an outbreak in Minh Chau commune, Dien Chau district; the fourth source is a case of a medical staff at the Mental Hospital; the fifth source is 2 cases from Bac Giang in Quy Hop and Tan Ky districts.

The Director of the Department of Health requested Vinh City to be more rapid in investigating, tracing, isolating and isolating F1 and F2 cases of the infected cases. In addition, screening tests should be conducted throughout the city in such a way that each family selects one person with the highest risk for testing. This work must be done quickly, preferably within 1 day, and should not be delayed beyond the 3rd day.

Colonel Nguyen Ngoc Ha - Commander of the Provincial Military Command said that from 5:00 a.m. on June 19 to 7:00 a.m. on June 20, Military Region 4 will deploy 10 vehicles and troops to spray disinfectants throughout Vinh City. In addition, the Health Department affirmed that it will mobilize enough human resources and support Vinh City to conduct rapid tests for local residents.

Vice Chairman of the Provincial People's Committee Bui Dinh Long requested the Police to strictly handle cases of violations of regulations on Covid-19 prevention and control; organize strict control of checkpoints to ensure strict social isolation. Vinh City should develop a specific and methodical plan, coordinate with the health sector to conduct rapid testing, and not let it drag on.

The Vice Chairman of the Provincial People's Committee also requested the Health Department to guide localities to organize statistics of Vinh City citizens returning to the area from June 1 to present, organize propaganda on health declaration and home quarantine for Vinh City citizens returning from June 18.
