Issuance and exchange of land use right certificates in Quy Hop is still slow.
(Baonghean.vn) - This is the information given at the meeting between the Legal Committee of Nghe An Provincial People's Council and the People's Committee of Quy Hop district on the morning of June 5.
The meeting was conducted under the program to monitor the issuance of certificates of land use rights, house ownership rights and other assets attached to land in Nghe An province.

At the meeting, members of the monitoring delegation requested the People's Committee of Quy Hop district to clarify a number of issues related to the backlog in the issuance and re-issuance of Land Use Right Certificates; difficulties related to measurement costs; solutions for the prolonged process of preparing documents; inspection and settlement of complaints, denunciations, and recommendations on the issuance of certificates; and the need to set goals to increase the rate of issuance and re-issuance...
According to the assessment, the work of appraisal, new issuance and exchange of Land Use Right Certificates in Quy Hop district is still slow compared to people's needs.
Illegal land use conversion still occurs in some communes, especially forestry land; updating and adjusting changes in land records is sometimes not timely.
The area of land use right certificates granted and exchanged for agricultural production in Quy Hop district has only reached 1,417.44/10,434.3 ha (over 13.5%); the area of land use right certificates granted and exchanged for rural areas has also only reached 109.88/779.57 ha.ha(more than 14%)

Leaders of Quy Hop District People's Committee pointed out some objective reasons such as some consulting units on surveying, cadastral mapping and land use right certificate issuance were slow in completing the dossiers; and did not send staff directly to the commune to supplement.
The capacity of some officials working in State management of land, especially in remote communes, is still limited, lacking experience and not fully understanding the history, origin and land use process of the people.
During the process of reviewing and appraising the application for the Land Use Right Certificate, the confirmation of the origin and land use period of some communes did not accurately reflect the actual use.
In addition, some people and land users are not aware of the benefits of being granted a Land Use Right Certificate, have not voluntarily fulfilled their responsibilities, are slow in declaring and registering; in many cases, they still expect support from the State in fulfilling related financial obligations...
Accordingly, the leader of the People's Committee of Quy Hop district proposed that the province direct consulting units to speed up the progress of preparing documents, declaring and granting Land Use Right Certificates for 17 communes in the district, completing the work of measuring cadastral maps and completing the work of measuring cadastral maps for the remaining communes; allocating funds in the annual budget estimate to speed up the implementation of the project to build a cadastral records system and a land management database in the locality...

Concluding the meeting, Head of the Provincial People's Council's Legal Committee Phan Duc Dong shared with Quy Hop district that because this is a mountainous district with many mineral resources, it also faces many difficulties in management.
Mr. Phan Duc Dong assessed that in recent times, the district has actively issued many directive documents, official dispatches, and legal dissemination work has also been integrated through meetings and training sessions...

From there, the Head of the monitoring delegation requested Quy Hop district to direct a comprehensive review of land and issue land use right certificates; thoroughly resolve outstanding issues and limitations...
The head of the Legal Committee of the Provincial People's Council also requested Quy Hop district to strengthen inspections, ensure timely settlement at the Land Use Rights Registration Office; pay attention to building a database, and propaganda work to raise people's awareness.
