Rectifying limitations at one-stop shops in Quy Chau and Que Phong districts
(Baonghean.vn) - That is the recommendation of the province's interdisciplinary inspection team on the implementation of discipline and administrative order in Que Phong and Quy Chau districts.
On May 22, the provincial interdisciplinary delegation led by Mr. Pham Van Luong - Head of the Administrative Reform Department, Department of Home Affairs, conducted a surprise inspection of the implementation of discipline and administrative order in accordance with the spirit of Directive 26 of the Prime Minister and Directive 17 of the Provincial Party Standing Committee in Quy Chau and Que Phong districts.

In Quy Chau, the delegation acknowledged that the District People's Committee has issued documents to direct and educate cadres and civil servants to strictly comply with regulations on working hours.
The District People's Committee has established an inspection team to monitor the implementation of administrative reforms, compliance with discipline and administrative order in 8 communes. However, after the inspection, the District People's Committee has not yet issued a notice of inspection conclusions and results.
The desks of officials and civil servants are not equipped with name tags; most civil servants in specialized departments do not wear badges when performing their duties. This limitation was reminded and announced by the Provincial Discipline and Administrative Discipline Inspection Team in 2017.

In addition, the public reception schedule has been posted since 2016 (which is too old); the district has not assigned tasks to civil servants to regularly receive citizens.
At 10:30 a.m., at 12 specialized departments and the Land Use Rights Registration Office, the delegation recorded 38 civil servants present, 31 civil servants absent with reasons.
The inspection team stated that the One-Stop Department of the People's Committee of Quy Chau district has not met the requirements and has not had solutions to overcome the limitations and shortcomings of the 2017 inspection. The facilities are lacking, the administrative procedures implemented under the public one-stop mechanism are not complete; the arrangement of personnel to receive documents and return results has not met the requirements.
What about civil servants being late or absent?
During a surprise inspection at Tien Phong commune and Que Phong district People's Committee, the provincial interdisciplinary inspection team concluded that Tien Phong commune civil servants strictly followed working hours. The commune has basically issued all working regulations. However, the commune needs to review and update the contents according to new state documents.
For the People's Committee of Que Phong district, the district issued Official Letter No. 239 dated March 1, 2018 to continue to rectify working style, strengthen administrative discipline and public ethics. At the same time, the District People's Committee established an interdisciplinary inspection team on the implementation of discipline and administrative discipline at departments and offices under the District People's Committee and communes.

The District People's Committee also issued an official dispatch directing the implementation of the announcement of the conclusion of the provincial interdisciplinary delegation on compliance with administrative discipline for the Department of Education and Chau Thon and Chau Kim communes, and reviewed those who were absent without reason when the delegation inspected in 2017.
However, at the time of today's inspection, some civil servants did not strictly comply with wearing badges while performing their duties. Civil servants holding specialist positions were not equipped with desk name tags as required.

Specifically, at 2:00 p.m., 62 people were present at 13 specialized departments and the Land Use Rights Registration Office, 10 people were absent with reasons and 1 civil servant was late. At the time the inspection team inspected the activities of the Reception and Results Department, the required number of people were not present.

The provincial interdisciplinary inspection team requested the leaders of Que Phong District People's Committee to rectify and overcome shortcomings and limitations in order to continue to strengthen administrative discipline in the area, improve the spirit, responsibility and public ethics of the staff and civil servants.
