According to statistics, Thanh Chuong district currently has 506 hamlets, after the merger there will be only 233 hamlets, a reduction of 273 hamlets. In addition to the benefits of socio-economic development in line with innovation and application of scientific and technological advances in administrative management and production development, the merger of hamlets will also directly reduce the burden on the budget.
Currently, a hamlet has an average of 10.3 people (because they can hold multiple positions) receiving allowances from the budget with an average of more than 7 million VND/month, not to mention the operating support source for the Front Working Committee, with an average of 5 million VND/year per hamlet (hamlets in difficult communes receive 6 million VND/year).
Thus, with the reduction of 273 hamlets after the merger, Thanh Chuong district will reduce more than 24 billion VND/year for the budget.
According to the roadmap, by April 15, 2019, the communes must complete plans and projects, collect public opinions, and submit them to the People's Council at the commune level. By April 30, 2019, the District People's Committee will issue a document with the merger dossier of each commune to submit to the Department of Home Affairs for appraisal and then proceed with the merger.
