On the afternoon of August 3, a flight carrying more than 230 citizens from Ho Chi Minh City arrived in Nghe An.

On the afternoon of August 2, under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Covid-19 Prevention and Control, chaired a meeting to discuss plans to bring citizens from Ho Chi Minh City and the southern provinces back home.

18,500 PEOPLE REGISTERED TO RETURN TO NGHE AN

Implementing the plan of the Provincial People's Committee on welcoming the first batch of citizens returning from Ho Chi Minh City and the southern provinces and cities, the Department of Labor, Invalids and Social Affairs is coordinating with the Department of Information and Communications, the People's Committees of districts, cities and towns to synthesize and select priority subjects according to the criteria of the plan, and the steps to prepare to welcome citizens back to Nghe An are being completed.

Through review, there are 1,024 citizens prioritized for the first phase according to plan No. 426 of the Provincial People's Committee as of July 29. The province plans to arrange 6 flights to bring these citizens back to Nghe An in early August 2021.

The first flight is scheduled to depart from Tan Son Nhat Airport to Vinh Airport at 4 p.m. on August 3. Upon arrival in Nghe An, these citizens will be quarantined at Amy Hotel (Cua Lo Town). These citizens will be exempted from airfare, accommodation, food, testing, etc.

This flight will carry 231 people to Nghe An. Of these, 96 are children; 31 are pregnant women or women with young children; 28 are elderly or disabled; 6 are people with serious illnesses or long-term illnesses; 67 are people traveling with children, elderly people, or sick people, etc.

The Department of Transport has also advised the Provincial People's Committee to issue a document requesting the Ministry of Transport to allow the operation of commercial flights from Vinh to Ho Chi Minh City to pick up Nghe An citizens who have the conditions, ability and willingness to pay for airfare, quarantine, testing, etc.

Regarding the total number of Nghe An people in Ho Chi Minh City and the southern provinces registered to return home, as of July 31, 2021, there were 18,500 people. Of which, the number of citizens in Ho Chi Minh City is 7,871 people; Binh Duong 6,982 people; Dong Nai 2,058 people; other provinces 1,649 people. About 1,500 people registered to return home via commercial flights, the rest are priority subjects.

STANDARDIZE THE LIST, ENSURE ENOUGH QUARANTINE POINTS

Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested departments, branches and sectors to coordinate with Vietnam Airlines to accurately review and standardize the number of returning citizens in group 1, phase 1. At the same time, agree with competent authorities of Ho Chi Minh City to facilitate the return of citizens.

The Transport Department has sent a document to the Civil Aviation Authority (Ministry of Transport) requesting permission to operate 6 flights to transport priority subjects and 10 commercial flights as requested by Vietnam Airlines. After agreement, the first flight will be carried out to bring 231 people from Ho Chi Minh City back to Nghe An. The second flight will take place on August 5.

Regarding the quarantine points, the Chairman of the Provincial People's Committee agreed that citizens returning on the first flight will be quarantined at the Army Hotel (Cua Lo Town). At the same time, continue to review and arrange enough quarantine points for citizens in the priority group returning in the first phase. Arrange adequate accommodation and working conditions for the forces on duty to serve and manage at the quarantine points.

The Provincial Military Command continues to review quarantine sites for the next wave of returning citizens. Priority will be given to quarantine sites that can accommodate a large number of people; there will be clear agreements with the owners of these facilities.

Regarding transportation, the Transport sector organizes the transport of citizens from Vinh Airport to quarantine points. The Health sector takes the lead in organizing quarantine, health declaration at Vinh Airport and taking samples for citizens at hotels. Deploys vaccination for service and management forces at quarantine points. The Public Security sector ensures security and order at hotels, other points are chaired by the Provincial Military Command.

After completing the first flight, the province will continue to deploy priority flights and commercial flights to bring citizens from Ho Chi Minh City and the southern provinces back. For citizens who voluntarily return, the Department of Transport, Health and the People's Committee of Hung Nguyen district will continue to support the people./.
