(Baonghean.vn) - Chairman of the Provincial People's Committee Nguyen Duc Trung requested Ky Son district to coordinate with all levels and sectors to mobilize forces and means to overcome the consequences of floods in the area, helping people to stabilize their lives soon and agencies and units to resume operations soon.
On October 5, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense went to Ky Son district to inspect and direct the work of overcoming the consequences of rain and floods in Ky Son district.

SHARE WITH THE DIFFICULTIES AND LOSSES OF THE PEOPLE
Before working with the leaders of Ky Son district,Chairman of the Provincial People's Committee Nguyen Duc Trung directly went to the flash flood area to meet, encourage and give gifts to people.and inspect and direct flood relief work.
At Block 1 (Muong Xen town) and Hoa Son village (Ta Ca commune), the Chairman of the Provincial People's Committee visited families that suffered heavy losses after the flood. Here, the Chairman of the Provincial People's Committee kindly inquired about the lives of households whose houses collapsed or were severely damaged after the flood, shared the losses, damages, shortages and difficulties that people are facing, and encouraged people to soon overcome difficulties to stabilize their lives.

Chairman of the Provincial People's Committee Nguyen Duc Trung praised the police, military, border guards... for mobilizing forces very promptly to coordinate with local authorities to participate in rescue, overcome the consequences of floods, help and support people to soon stabilize their lives.
At the scene, the Chairman of the Provincial People's Committee requested Ky Son district to promptly support, visit, encourage and share with the affected families, especially those with human losses, policy families and disadvantaged households; Organize emergency relief of food and necessities for households at risk of hunger, especially households whose houses have collapsed or washed away, households in landslide and isolated areas, ensuring that people do not suffer from hunger, cold and thirst.

The district must also arrange temporary accommodation for households that have lost their homes due to floods; mobilize forces to support people in repairing and rebuilding houses, cleaning up the environment, and preventing disease outbreaks after floods. Continue to review and proactively evacuate people in dangerous areas, especially areas at risk of landslides and flash floods.
233 RESIDENTS SUFFERED HEAVILY DAMAGED AFTER RAIN AND FLOOD
At the working session, reporting to the Chairman of the Provincial People's Committee, the leader of Ky Son district said that due to the influence of storm No. 4, from 10:00 p.m. on October 1 to the morning of October 2, in Muong Xen town and Ta Ca commune, there was a very heavy thunderstorm, with rainfall of more than 200 mm, causing flash floods and local flooding of many houses and offices in the area.

Heavy rain and floods swept away a child in Son Ha village, Ta Ca commune; caused 56 houses to be washed away and completely collapsed; 141 houses were flooded, eroded, and severely damaged; 36 houses had to be urgently evacuated.
Heavy rains also caused flooding at district offices and units, the office of Ta Ca Commune Police was completely collapsed. Many people's properties such as cars, motorbikes, and electronic devices in the house were swept away and buried in mud.
The rain and floods also caused flooding and landslides, causing serious traffic jams at 4 points on the Muong Xen - Tay Son route. Tay Son commune is currently completely isolated. Khe Nan - Chieu Luu - Na Ngoi route has landslides at 4 points, currently cars cannot pass. Huoi Tu - Na Loi - Keng Du route has landslides at 4 points in Keng Du commune. Xieng Thu - Bao Thang traffic route continues to be flooded at the spillway and has landslides at 2 points in Xieng Thu and Luu Thang villages.

Chairman of the People's Committee of Ky Son district Nguyen Huu Minh said that after the flash flood, the district leaders directly went to the area to direct localities and units, mobilized all forces to participate in rescue, evacuated people from dangerous areas, transported belongings to safe places... The district promptly evacuated 305 people of Muong Xen town and Ta Ca commune to safe places.
The district has also mobilized all its resources to support the recovery of damage caused by flash floods. Currently, 40 vehicles and machinery are being mobilized to repair National Highway 7 in order to reopen the route as soon as possible. The district has established working groups to inspect, verify, and direct the recovery of damage in Muong Xen town and Ta Ca commune.

The district has also directed the support and receipt of over 1,000 gifts (up to the reporting time) including necessities such as instant noodles, rice, fast food, drinking water... for people in Muong Xen town and Ta Ca commune; Assigned departments and units to receive and distribute relief goods from benefactors and charitable organizations to support people in disaster areas.
ENSURING SAFETY AND STABILIZING LIVES FOR PEOPLE
After listening to the opinions of the sectors and concluding the meeting, Chairman of the Provincial People's Committee Nguyen Duc Trung said that according to the people, this is a historic flood that has only occurred in decades, leaving extremely serious consequences, greatly affecting the lives, production and business activities, and the activities of Party committees and authorities at all levels. He shared his sympathies with the Party committees and authorities of Ky Son, the communes and especially with the people in the flooded areas.
The Chairman of the Provincial People's Committee highly appreciated the proactiveness of the Party Committee and the authorities of Ky Son district and communes in directing the work of overcoming the consequences of floods, ensuring the safety of people's lives and property; acknowledged and highly appreciated the active and timely participation of the armed forces in supporting people and overcoming the consequences of floods, demonstrating the attachment of the armed forces to the grassroots and to the people.

Comrade Nguyen Duc Trung also acknowledged the people's spirit of overcoming difficulties, especially the mutual support, sharing, and support to overcome the calamities caused by natural disasters. Assessing the current situation of Ky Son district, which is still chaotic and has a large amount of work, the Chairman of the Provincial People's Committee requested the locality to continue making efforts to overcome the consequences of natural disasters, including strictly implementing the Prime Minister's telegram on responding to and overcoming the consequences of natural disasters.

Ky Son district must ensure conditions for essential food and provisions, not allowing any people to lack food, clothing, or shelter, paying special attention to vulnerable groups, the elderly, children, and the disabled; mobilizing forces to support people in repairing and rebuilding houses.
The Chairman of the Provincial People's Committee also requested Ky Son district to coordinate with relevant sectors and units to promptly repair and restore essential infrastructure works; restore public works such as schools, medical stations, electricity systems, domestic water, traffic works, and agency headquarters to organize activities.
Along with that, the district needs to pay attention to environmental protection measures, prevent disease outbreaks after floods; quickly restore production, contributing to stabilizing people's lives; Continue to focus on monitoring the flood situation, organize forces to review and proactively evacuate people in dangerous areas, especially areas at risk of landslides and flash floods.

At the same time, Ky Son district needs to arrange guards at dangerous points, ensuring absolute safety for people's lives; Continue to implement the "4 on-site" motto, be ready to proactively respond to new natural disasters; Propaganda, raise awareness and skills in natural disaster prevention and control for people.
Sharing the losses and difficulties of the district, Chairman of the Provincial People's Committee Nguyen Duc Trung said that not only Ky Son but many districts in the province are also suffering heavy damage due to floods. Therefore, in the immediate future, Ky Son district needs to use local resources to overcome the consequences of floods; continue to mobilize contributions, donations, and support from agencies, units, organizations, and individuals to overcome the consequences; guide and coordinate volunteer groups to support people in a methodical, targeted, and effective manner.

Comrade Nguyen Duc Trung also requested Ky Son district to assess and accurately summarize the damage, and prioritize the work and items that need support so that the sectors have a basis to advise the province and competent authorities to make decisions. In the immediate future, the Chairman of the Provincial People's Committee directed the district to focus on restoring traffic infrastructure to facilitate travel.
