Chairman of the Provincial People's Committee: Nam Dan must make great efforts and determination to achieve the title of model new rural district.

On the afternoon of May 28, Chairman of the Provincial People's Committee Nguyen Duc Trung had a working session with the Standing Committee of Nam Dan District Party Committee on the implementation of the Resolution of the 26th District Party Congress; 3 years of implementing Resolution No. 07 - NQ/TU of the Provincial Party Standing Committee; 1 year of implementing Decision No. 17 - QD/TTg of the Prime Minister; Preparations for the District Party Congress for the 2020 - 2025 term.

Building a model new rural district

Reporting at the working session, comrade Dinh Xuan Que - Chairman of Nam Dan District People's Committee said that implementing the Resolution of the 26th District Party Congress and 3 years of implementing Resolution No. 07-NQ/TU of the Provincial Party Standing Committee, the district's economy has developed quite rapidly and shifted positively and in the right direction.

The average annual growth rate reached 10.10%/year. The production value in 2020 is estimated at 8,535.35 billion VND, an increase of 1.69 times compared to 2015. The average income per capita reached 55 million VND/person (an increase of 25 million VND compared to the beginning of the term).

By the end of 2017, the district was recognized as meeting new rural standards. Every year, the district welcomes over 2.5 million tourists, of which foreign visitors account for about 2%; tourism service revenue reaches over 400 billion VND/year; the poverty rate decreased to 1.46% in 2020; national defense, security and social order and safety are ensured.

Results of 1 year of implementing Decision No. 17/QD-TTg on approving the pilot project "Building Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, period 2018 - 2025", the district has directed 7 communes to be pilot communes to build model new rural areas, striving to have 2 model new rural communes and 3 advanced new rural communes by 2020.

The movement to build bright - green - clean - beautiful hamlets, build model new-style rural residential areas, standard gardens, and model gardens continues to spread faster. Many high-tech agricultural production models have been formed and operated effectively. The appearance of the countryside continues to be renewed, more spacious, clean and beautiful. The groups of criteria for new-style rural districts have been synchronously improved, with the entire district achieving an average of 8-10 advanced new-style rural criteria at the commune level, an increase of more than 2 criteria compared to 2018.

Regarding the preparation work for the 27th District Party Congress, term 2020 - 2025, the documents have been discussed, commented on, and revised many times. The personnel plan for the District Party Congress has been discussed by the Standing Committee of the District Party Committee and the District Party Committee and continued to be completed and transferred to the affiliated Party organizations to discuss and contribute comments at the Congress.

Nam Dan district also frankly admitted that there were 4 main targets that did not meet the plan compared to the targets set by the 26th Congress, including: Economic restructuring; average income per capita; forest coverage rate; ranking of the district Party Committee and organizations in the political system.

Agricultural production is still small-scale; some industrial clusters have been planned but have not attracted businesses to invest; small-scale handicraft industry has not developed strongly, not creating many high-quality products for tourism; the quality of key education is not commensurate with the potential and tradition of studiousness of the people.

The progress of implementation of the contents is still slow compared to the plan, some projects have not been implemented yet. The work of promoting and advertising tourism is still limited; tours have not been formed to exploit all the potentials and advantages of the district.

At the meeting, representatives of the departments: Planning and Investment, Finance, Culture and Sports, Industry and Trade, Construction... discussed a number of contents related to the recommendations of Nam Dan district; at the same time, suggested many issues to help the district promote its strengths, strive to build the district to achieve the model New Rural Area.

Must make great effort and determination

Concluding the working session, Chairman of the Provincial People's Committee Nguyen Duc Trung acknowledged, commended and highly appreciated the achievements of the Standing Committee of the District Party Committee, Party Committee, leaders of the People's Committee and people of Nam Dan district.

To achieve the goal of "Making Nam Dan district a model new rural district, developing culture associated with tourism and becoming a national tourist center by 2025", Chairman of the Provincial People's Committee Nguyen Duc Trung said that without great efforts and determination, it would be very difficult.

In the coming time, the Chairman of the Provincial People's Committee requested the Standing Committee of the District Party Committee and the leaders of the District People's Committee to continue to make efforts to implement the goals, tasks and solutions pointed out in Resolution No. 07 of the Standing Committee of the Provincial Party Committee and Decision No. 17 of the Prime Minister.

To achieve the above goals, comrade Nguyen Duc Trung suggested that the district must complete the planning work and socio-economic development plans; mobilize resources from the Central and the province, promote the local internal strength, starting from production and business projects.

"The district must promote cultural development associated with tourism, with the Kim Lien National Special Relic as the center, linked with Dai Tue Pagoda; the Mai King relic complex and the Phan Boi Chau National Special Relic Site. In addition, Nam Dan must connect with other tourist areas in the province to attract and retain tourists."

Regarding agriculture, the Chairman of the Provincial People's Committee suggested that Nam Dan form craft villages in a concentrated direction with reasonable scale, form a model of each commune having one quality product, expand the consumption market, form and promote a number of key product brands with advantages and characteristics, apply high technology, have high added value, ensure quality, and associate with tourism development.

“Nam Dan has a tradition of good education, so it is necessary to train high-quality human resources associated with tourism. Basic foreign language training for people to be able to serve the development of community tourism in the integration period; Administrative reform and improvement of the investment environment to attract businesses to invest. This is determined to be a breakthrough and priority for Nam Dan to become a model new rural district, developing culture associated with tourism and becoming a national tourism center by 2025”, the Chairman of the Provincial People's Committee affirmed.
