Chairman of the Provincial People's Committee: Review and consider narrowing the social isolation area in Vinh City

On June 21, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee for Covid-19 Prevention and Control chaired a working session with a number of Steering Committee members to listen to and give opinions on Covid-19 prevention and control work in the province, resolve a number of difficulties and problems and deploy a number of urgent tasks for epidemic prevention and control in the province.

ESTABLISHMENT OF PROVINCIAL TRACKING DATA ANALYSIS TEAM

In order to promptly detect, prevent and handle SARS-CoV-2 infections and close contacts with high risk of infection in the community, tracing is crucial to consider isolating and controlling the Covid-19 epidemic as soon as possible. However, in the past, there were still some problems that needed to be overcome.

In the coming time, Chairman of the Provincial People's Committee Nguyen Duc Trung assigned the People's Committees of districts, cities, and towns to establish a Covid tracing team headed by the police.

The Department of Health established a provincial-level data tracing analysis team, assigned a Deputy Director of the Provincial Center for Disease Control as Team Leader and members including the Provincial Police, the Department of Information and Communications to coordinate with the Central High-Tech Tracing Team to analyze data when there are cases of SARS-CoV-2 infection in the province.

The Department of Health must also establish a rapid response team to support localities in isolating and collecting samples for testing when there is a Covid-19 outbreak. The provincial police have established a tracing unit to coordinate with the Department of Health to deploy quickly and effectively.

The Head of the Provincial Steering Committee for Covid-19 Prevention and Control requested the People's Committees of districts, cities and towns to continue to review, supplement and prepare enough quarantine areas in accordance with the regulations of the Ministry of Health to be ready to quarantine subjects at high risk of infection; report to the Provincial People's Committee and the Provincial Steering Committee for Covid-19 Prevention and Control on the locations, quantity, reception capacity... of quarantine areas in the area.

Regarding SARS-CoV-2 testing, the head of the Provincial People's Committee assigned the Department of Health to preside over and select high-risk areas to organize screening tests to identify infected cases; consider specific conditions for rapid testing or PCR testing.

Regarding funding support for testing, the Chairman of the Provincial People's Committee agreed to support patients in difficult circumstances (dialysis patients) to be exempted from SARS-CoV-2 testing fees during the time the competent authority announced the epidemic in the area.

Regarding information work, the Chairman of the Provincial People's Committee assigned the Department of Health to promptly provide information to the Provincial Party Committee's Propaganda Department, Nghe An Newspaper, Provincial Radio and Television Station and press agencies in the area to promptly inform the People of official data and information on Covid-19 epidemic prevention and control in the province to help the People understand, accompany and support authorities at all levels in epidemic prevention and control work according to the prescribed time frame: 7:00 a.m. and 7:00 p.m. every day.

Upon detecting a case of SARS-CoV-2 infection, the Department of Health shall immediately inform the relevant authorities to promptly go to the scene, deploy tracing measures and carry out professional measures according to regulations.

REVIEW AND CONSIDER NARROWING THE SOCIAL ISOLATION AREA

For industrial zones, assign the Southeast Economic Zone Management Board and business owners to coordinate with the Department of Health to organize testing for all employees; Business owners are responsible for paying the testing costs. The movement of workers and laborers from social isolation areas according to Directive No. 16 of the Prime Minister to areas with normal operations (or vice versa) will continue to be implemented according to Notice No. 337/TBBCĐ dated June 20, 2021 of the Provincial Steering Committee for Covid-19 Prevention and Control. If there are any difficulties or problems during the implementation process, the Southeast Economic Zone Management Board will coordinate with the Department of Transport based on current regulations to provide specific instructions.

Chairman of the Provincial People's Committee Nguyen Duc Trung also requested the Departments of Construction and Finance to actively coordinate with the Department of Health to survey and arrange resources to repair and supplement essential equipment to soon put the Field Hospital at Hung Nguyen Medical Center into operation. At the same time, the Department of Health was assigned to continue reviewing and surveying locations for centralized quarantine areas, medical examination and treatment so that they can be put into use when needed.

Regarding the preparation of conditions for the implementation of the Covid-19 vaccination campaign, the Department of Health closely coordinated with Military Region 4 and the Provincial Military Command in transporting and preserving vaccines during the transportation process and successfully implementing the Covid-19 vaccination campaign, requiring the second round of Covid-19 vaccination to be completed before June 25, 2021.

Regarding the proposal to cancel the decision to establish social isolation areas in some localities of Vinh City, the Chairman of the Provincial People's Committee assigned the Department of Health to coordinate with the Vinh City People's Committee to review and consider narrowing the social isolation areas while still ensuring safety in the work of preventing and fighting the Covid-19 epidemic. At the same time, it is agreed to allow some medical facilities to test for SARS-CoV-2 services for organizations and individuals in need and the Department of Health will base on current regulations to grant licenses.

The Department of Education and Training will base on the Covid-19 epidemic situation, the reality in the province and the guidance of the Ministry of Education and Training to develop specific plans to organize the 2021 high school graduation exam safely and seriously./.
