Chairman of the Provincial People's Committee: Continue to complete the Provincial Planning, ensuring the set progress

On the morning of April 14, the Provincial People's Committee held a meeting to listen to and give opinions on the draft Provincial Planning for the period 2021-2030, with a vision to 2050. At the meeting, the representative of the consulting unit briefly reported on the draft Planning of Nghe An province for the period 2021-2030, with a vision to 2050.

The report analyzed, evaluated, and forecasted the specific development factors and conditions of Nghe An province in the period of 2011-2020; clearly reflected the current socio-economic development status of the province in the period of 2011-2020; current land use status, urban, rural and sub-regional development status; current status of socio-economic infrastructure system; national defense, security, foreign affairs activities and existing problems, limitations and causes. The report also clearly assessed the strengths, weaknesses, opportunities and challenges of the province.

At the same time, the draft report also outlined the province's key development orientations, including two growth driver areas (Vinh city expansion and Southeast Economic Zone expansion); three strategic breakthroughs, four economic corridors (Eastern coastal economic corridor, Ho Chi Minh road economic corridor; National Highway 7 economic corridor, National Highway 48A economic corridor); five development pillar sectors and six urban centers.

The report also clearly states the development plan for important sectors and fields; the plan for technical infrastructure development, social infrastructure development, national defense and security; the plan for organizing economic and social space, functional areas; the plan for planning urban and rural systems; the plan for planning inter-district and district construction; the plan for environmental protection, nature conservation and biodiversity; natural disaster prevention and response to climate change; the plan for land allocation and zoning...

At the meeting, local leaders contributed many ideas on the issue of spatial development orientation; urban system development, logistics infrastructure, technical infrastructure... Leaders of departments and branches also contributed ideas on energy planning, traffic infrastructure, urban development planning, conversion of forest use purposes, medical infrastructure, tourism development space...

PREMISES AND MOTIVATION FOR PROVINCIAL DEVELOPMENT

Concluding the meeting, Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee emphasized that the work of formulating the Provincial Planning for the period 2021-2030, with a vision to 2050, is an extremely important task, of strategic significance, both a premise and a driving force for the province's development in the coming time.

"This is important content, directly affecting sectors, fields and localities. Therefore, the heads of sectors, fields and localities are required to focus their time and pay attention to coordinating with consulting units to continue to complete the best planning", the Chairman of the Provincial People's Committee requested and affirmed that the viewpoint in making provincial planning is not perfectionism, but not subjectivity, not simplification.

The head of the Provincial People's Committee also highly appreciated the efforts of the consulting unit and the sectors and localities in the past time and up to now, they have provided the content of the planning synthesis report, summary report, 49 integrated content report, and a system of related maps with 6,400 pages of documents.

To continue to complete the planning, the Chairman of the Provincial People's Committee requested the consulting unit, sectors and localities to closely follow the planning tasks approved by the Prime Minister and the Law and Decree documents for implementation. The planning contents need to be fully reviewed, presented with focus, key points, concisely, briefly, only including the main, important and truly prioritized contents for implementation.

On the other hand, continue to review and handle inter-sectoral and inter-district issues to ensure consistency, synchronization and effectiveness. In particular, in planning, it is necessary to ensure that the sector is linked to the provincial planning, regional planning, national planning, especially the planning of the two provinces: Thanh Hoa and Ha Tinh.

The head of the Provincial People's Committee assigned the Department of Planning and Investment to coordinate with the consulting consortium to review and seriously and fully absorb the opinions of the sectors and localities at the meeting. Review and complete the dossier to continue reporting to the Provincial People's Committee and the Provincial Party Standing Committee in April 2022. At the same time, advise on organizing a conference to collect opinions from experts, the Fatherland Front, and the community according to regulations. Strive to complete the collection of opinions in May 2022, so that by July 2022, it will be submitted to the Prime Minister for approval.

For directors, heads of departments, branches, and sectors, the Chairman of the Provincial People's Committee requested to review and evaluate the current situation, development plans, tasks, solutions, and especially the list of priority investment projects. In particular, focus resources on key projects to achieve development goals and remove existing bottlenecks.

Each sector must review and check data, information, comments, assessments, targets, orientations, viewpoints, and development solutions. At the same time, it must coordinate with consulting units to get opinions from central ministries and sectors. This work must be completed by mid-May 2022 at the latest.

For localities, the Chairman of the Provincial People's Committee requested to review all relevant contents to include in the provincial planning according to the principle of selecting priority issues, how to achieve the approved planning goals but must create favorable conditions in the implementation process. Heads of departments, branches and localities must take full responsibility for the assigned contents and tasks.

Comrade Nguyen Duc Trung - Chairman of the Provincial People's Committee also directly gave specific instructions on the contents of the draft provincial planning. In particular, the Chairman of the Provincial People's Committee requested that for the current status assessment part, the consulting unit must carefully review and standardize the contents. Provide the correct development goals as well as indicators on budget revenue, average income per capita, forest cover, tourism development.../.
