On December 20, 2019, Vinh City People's Committee issued Decision No. 7523/UBND-QLDT directing the Traffic Police - Order Team and police of wards and communes to strengthen patrols, control, and promptly detect cases of illegal stopping and parking on roadsides, sidewalks...
Following the directive, in recent days, Vinh City authorities have launched a high-profile campaign to handle cases of illegal stopping and parking on the roads; many vehicles have been handled.
According to authorities, for vehicles that violate the law, if the vehicle owner is present at the scene, a ticket will be drawn up and a fine will be imposed according to regulations.
Vehicles that stop or park illegally on the road but the owner is not present will be sealed and towed away for processing.

The inspection process showed that, although stop and parking signs have been posted on key routes, violations still occur frequently.
According to the reporter's records, from 4:30 p.m. to 5:00 p.m. on January 2, 2020, on Nguyen Thi Minh Khai and Le Hong Phong streets, the situation of stopping and parking during prohibited hours was still quite common.
It is known that the peak period of handling violations of illegal parking will last from now until the Lunar New Year 2020.

Previously, the People's Committee of Nghe An province issued Official Dispatch No. 9521/UBND-CN on traffic organization on Le Hong Phong, Nguyen Thi Minh Khai, Le Loi, Quang Trung streets. Accordingly, the regulation "prohibits parking on the roadway" during rush hours (morning: from 6:30 to 8:00; afternoon: from 16:30 to 18:00) on these streets.
Accordingly, signs prohibiting parking during rush hours were placed on Le Hong Phong, Nguyen Thi Minh Khai, Le Loi, and Quang Trung streets in March 2019. However, the city's initial stance was to inspect and warn violators, while also increasing public awareness of the prohibited routes. After the public awareness period, fines will be officially imposed according to regulations.
