Level 4 wards and communes include: Truong Thi, Hung Binh, Cua Nam, Nghi Phu, Ben Thuy, Hung Dung, Dong Vinh, Le Loi, Trung Do, Nghi An, Hung Hoa, Hung Loc, Le Mao, Quang Trung, Hung Dong, Vinh Tan, Nghi Lien, Doi Cung, Hung Phuc, Hong Son, Hung Chinh and Nghi Duc.
