Attending the announcement ceremony were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Thai Thanh Quy - Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Standing Committee, leaders of the Provincial Party Committee's Committees and Office, leaders of the Provincial People's Committee, and leaders of Vinh city.

Accordingly, based on the Charter of the Communist Party of Vietnam; based on Regulation No. 105/QD-TW of the Politburo and Regulation No. 1954/QD-TU of the Provincial Party Committee Standing Committee on the assignment of cadre management and appointment, nomination of candidates; considering the proposal of the Provincial Party Committee's Organization Committee; the Provincial Party Committee Standing Committee issued Decision No. 2599, dated February 1, 2019 of the Provincial Party Committee on transferring and assigning comrade Phan Duc Dong - Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee to work at the Vinh City Party Committee, appointed to participate in the Party Executive Committee, the City Party Committee Standing Committee and hold the position of City Party Committee Secretary, term 2015 - 2020.

Presenting the decision to transfer and assign comrade Phan Duc Dong to hold the position of Secretary of the City Party Committee for the 2015 - 2020 term, comrade Nguyen Dac Vinh affirmed that the position of head of the Vinh City Party Committee is very important and poses a very heavy burden; however, with the capacity, qualifications and moral qualities and having held many different positions of comrade Phan Duc Dong, combined with the consensus of the Party committees at all levels, the government and the political system of the city, the new Secretary of the Vinh City Party Committee will successfully complete the assigned tasks.

The Provincial Party Secretary also requested comrade Phan Duc Dong to build solidarity, promote collective intelligence, listen to the grassroots to make the wisest decisions to help the city continue to develop quickly and sustainably.

Along with assigning tasks to comrade Phan Duc Dong, Provincial Party Secretary Nguyen Dac Vinh also emphasized the role and position of Vinh city as the center of the North Central region, as the locomotive of economic growth and a model unit in many tasks and fields of the province.

Therefore, in addition to the province's responsibility to continue paying attention to the city, the Party Executive Committee and the Standing Committee of Vinh City Party Committee need to continue to consider and creatively implement the goals, targets and tasks set out in the Resolution of the City Party Congress for the 2015-2020 term.

The city also needs to invest heavily in research to continue to have new development orientations based on absorbing new orientations and thinking from opinions and experts, and at the same time learning from other provinces and cities in the country with similar characteristics to help Vinh city develop faster and stronger in the coming time.

In his acceptance speech, comrade Phan Duc Dong promised to continue to learn and promote the spirit of responsibility together with the Party Executive Committee and the Standing Committee of Vinh City Party Committee to unite and work together to build Vinh city to develop more and more.
