On the morning of April 20, Prime Minister Pham Minh Chinh chaired the Conference to announce and deploy the National Master Plan for the 2021-2030 period, with a vision to 2050: New thinking - new vision - new opportunities - new values.

VISION TO 2050, VIETNAM IS A DEVELOPED, HIGH-INCOME COUNTRY
Announcing Resolution No. 81/2023/QH15 of the National Assembly on the National Master Plan for the 2021-2030 period, with a vision to 2050, Minister of Planning and Investment Nguyen Chi Dung said that the Resolution identifies the viewpoint that national development space must be organized effectively and uniformly on a national scale, ensuring intra-regional and inter-regional connectivity and exploiting comparative advantages of each region, enhancing national competitiveness.
Focused and key development; forming national dynamic regions, economic corridors, and growth poles, creating spillover effects to promote rapid, effective, and sustainable economic development across the country; ensuring social security and public services for disadvantaged areas, gradually narrowing the development gap.

By 2030, strive to become a developing country with modern industry, high average income, economic growth based on science, technology, innovation and digital transformation. Strive for an average GDP growth rate of about 7.0%/year in the period 2021 - 2030. By 2030, GDP per capita at current prices will reach about 7,500 USD.
In the period 2031-2050, strive for an average GDP growth rate of about 6.5-7.5%/year. By 2050, GDP per capita at current prices will reach about 27,000-32,000 USD, the urbanization rate will reach 70-75%, the human development index will reach 0.8 or higher, people's lives will be happy, national defense and security will be firmly guaranteed.
By 2050, Vietnam will be a developed, high-income country with a complete, synchronous, modern socialist-oriented market economic institution, a fair, democratic, and civilized society; social governance on the basis of a complete digital society. The economy operates according to the methods of digital economy, green economy, and circular economy; science, technology, and innovation are the main drivers of growth.

Develop sustainable urban areas according to the network; urbanization rate reaches over 50%; strive for 3-5 urban areas on par with the region and the world. Build new rural areas that develop comprehensively, sustainably and are associated with urbanization; the rate of communes meeting new rural standards reaches over 90%, of which 50% of communes meet advanced new rural standards.
Developing 6 socio-economic regions, including: Northern midland and mountainous region; Red River Delta region; North Central and Central coastal region; Central Highlands region; Southeast region; Mekong River Delta region.
Developing 4 national dynamic regions: Northern dynamic region, Southern dynamic region, Central dynamic region and Mekong Delta dynamic region with the corresponding growth poles of each region being Hanoi, Ho Chi Minh City, Da Nang, Can Tho.

Developing priority economic corridors in the period up to 2030: North-South economic corridor and 2 East-West economic corridors: Lao Cai - Hanoi - Hai Phong - Quang Ninh and Moc Bai - Ho Chi Minh City - Vung Tau.
Gradually forming and developing long-term economic corridors: Economic corridor along Ho Chi Minh road and the North-South expressway in the West through the Central Highlands, Southeast and 6 East-West economic corridors, including: Dien Bien - Son La - Hoa Binh - Hanoi; Cau Treo - Vung Ang; Lao Bao - Dong Ha - Da Nang; Bo Y - Pleiku - Quy Nhon; Chau Doc - Can Tho - Soc Trang; Ha Tien - Rach Gia - Ca Mau.
Building a national urban system based on a network model that is green, smart, sustainable and adaptable to climate change. Developing comprehensive, modern, green, clean and beautiful rural areas associated with the urbanization process, with synchronous infrastructure and social services that are close to urban areas.
REQUIRES HIGH DETERMINATION AND GREAT EFFORT
Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that the National Master Plan is very important and is built on the National Master Plan Orientation approved by the 6th Conference of the 13th Central Executive Committee in Conclusion No. 45-KL/TW dated November 17, 2022.

The national master plan was first built in our country, which is both comprehensive and strategic, covering all socio-economic fields and is established for 10 years. Therefore, the National Master Plan approved by the National Assembly in Resolution No. 81 is an important step and can be summarized in 12 words: "New thinking - New vision - New opportunities - New values".
The Prime Minister requested all levels and sectors to focus on directing the synchronous and effective implementation of 10 key tasks and solutions. In particular, it is necessary to thoroughly grasp the content of the National Master Plan for implementation in each agency and unit; prioritize the allocation of resources to effectively implement the National Master Plan; build mechanisms and policies; attract investment for development; develop human resources; care for social security; science, technology and environment; financial resources for planning implementation; promote international cooperation; ensure national defense and security.

Prime Minister Pham Minh Chinh emphasized that planning is difficult, but organizing implementation is even more difficult. Deploying and successfully implementing the goals and requirements of the National Master Plan is a very heavy and difficult task, requiring high political determination, great efforts, and drastic and effective actions from all levels of government.
The Government hopes to receive the attention, coordination and direction of Party agencies, the National Assembly, the Fatherland Front, socio-political organizations and the drastic participation of authorities at all levels as well as the attention and companionship of development partners, domestic and foreign investors, the business community, the whole society and all people.
