Nghe An Electricity Company: Disaster prevention and control drill, handling power grid safety incidents in 2022

On April 28, 2022, Nghe An Power Company organized a drill on disaster prevention and search and rescue (PCTT&TKCN) - incident handling - safety - quick incident handling, at the Company level in 2022. Attending and directing the drill was comrade Le Quang Thanh - Deputy Director of Nghe An Power Company, Head of the Steering Committee for the 2022 PCTT&TKCN - incident handling - safety - quick incident handling drill.

Participating in this exercise were representatives of the Company's specialized departments, heads of affiliated units and nearly 180 employees of the following Power Companies: Do Luong, Anh Son, Thanh Chuong, Tan Ky, Yen Thanh, 110kV High Voltage Labor Management Team, Nghe An Electricity Service Enterprise, and PC Nghe An Hot Line Repair Team (Hotline).

Nghe An province is a locality that often suffers from natural disasters and storms and floods, so the annual PCTT & TKCN work is given great attention by Nghe An Power Company, identified as a regular and top priority task in ensuring safe and continuous power supply for customers.

Do Luong is a midland district, located in the western part of Nghe An province, with difficult traffic, especially during the rainy and stormy season. The power grid mostly passes through rice fields, forests, rivers, and lakes, so management, operation, and repair work is difficult. Over the past years, Do Luong district has often been affected by many storms and tornadoes, causing broken poles, broken wires, and fallen trees on the power lines, causing incidents. Many transformer stations were damaged after the storm. Therefore, Nghe An Electricity Company chose to organize a drill on PCTT&TKCN (4 in 1) at the power grid in Do Luong district. Line 172 E15.4 Thanh Chuong, 171 E15.15 Nam Dan, Do Luong 110kV BA station (E15.4) and Thuong Son intermediate line 971.

The hypothetical situation is set up, including 9 situations, which are: Heavy rain, strong wind causing trees to fall on the 172 E15.11 Thanh Chuong - 171 E15.15 Nam Dan line, causing discharge incidents, reducing insulation at some locations. Handling hotline porcelain washing due to leaf litter, dust flying into the station sticking to the insulators of T1, T2 transformers and insulators of 110kV, 35kV equipment. Handling broken insulators at some locations of the 971 TGTS line and the incident of falling poles, 0.4kV lines after the Quang Son 02 substation managed by Do Luong Power Company. Handling trees outside the corridor that are at risk of falling on the NR Thuong Son 2, NR Thuong Son 4 and NR Thuong Son 5 lines of the 971 TGTS line. Handling the situation of a broken communication cable at column 10-12 of DZ 472 E15.4 causing communication interruption. Rescue of a DVCT employee who got heatstroke while handling the incident. In addition, there were two situations of quickly handling the broken arc incident at column 05 of NR Quang Son 1, interrupting the power supply to Minh Anh Garment Industrial Park and the situation of handling the risk of a bent beam incident at column 02 of branch 10 of DZ 472 E15.4 by repairing the hotline.

After receiving the information, the Exercise Command mobilized human resources, equipment and machinery; units urgently used all measures to organize incident response according to the "4 on-site" motto, ready to respond and quickly overcome the consequences, ensuring the restoration of power supply...

The rescue situation is to promptly provide first aid to a unit employee who suffered a broken arm; heatstroke while handling an incident at a high altitude. After receiving the information, the exercise command mobilized human resources and provided first aid. Then, the medical agency was contacted to send doctors, nurses, and ambulances to the scene to treat the victim.

At the end of the exercise, all participating members held a meeting to summarize and draw lessons in order to handle situations that arise in practice in a timely and flexible manner.

The 2022 drill will include actual field work and is part of the Do Luong Power Company's power outage plan to repair the grid. During the drill, operations on the grid will be carried out according to incident handling scenarios in grid management and operation.
